At the outset, my delegation wishes to thank both the Russian Federation and Bolivia that joined us in calling for the convening of this urgent meeting.

I have a question at the very outset to the under-Secretary General who stated that Syrian Arab Republic perpetrated an act of aggression without defining that act by the terms of the Charter of the United Nations.

The United States at 3:42 at dawn today, April 7, 2017, waged a barbaric, flagrant act of aggression against a base of the Syrian Arab Air Force in the central area of the country using a number of missiles which led to a number of martyrs, many injured, including women and children, and wide-ranging material damage.

This treacherous act of aggression is a grave violation of the Charter of the United Nations as well as all international norms and laws.

The United States attempted to justify it with empty pretexts, fabricated arguments, claiming that the Syrian Arab Army had used the chemical weapons in Khan Sheikhoun, without genuine knowledge of what happened, without identifying who was responsible, the very same pretexts shouted out by terrorist organizations as well as their handlers in Washington and in ___Riyadh, ____Tex Aviv, London, and Paris, as well as their media.

The Syrian Arab Republic has stressed that the Syrian Arab Army does not have chemical weapons in the first place, and that it would never use such weapons in any of its operations against armed terrorist groups, that it condemns the use of such weapons as being unjustified under any conditions.

Let me stress that it is well-known that those weapons had been used and stockpiled in many parts of Syria by terrorist armed organizations in cooperation, or rather with a wink and a nudge, by some ruling regimes in the region and outside, including Turkey, Saudi Arabia, Qatar, and some European states.

They completely ignore all the facts and documented information on the use of chemical weapons by terrorists in many parts of the Syrian Arab Republic.

This aggression would surely send erroneous messages to these terrorist groups, emboldening them to use chemical weapons in the future and to continue perpetrating terrorist acts against the Syrian civilians. Jabhat al Nusra and ISIL, both terrorist organizations, and associated terrorist organizations, following this aggression, did wage many attacks on many parts of Syria. The Syrian Arab Army and its allies in the war against terrorism are confronting them, despite attempts to support them. The American aggression is under this umbrella.

This condemnable aggression is a grave extrapolation of the same erroneous American strategy that began six years ago: one of providing all forms of assistance to what the United States called moderate armed opposition groups. This strategy harms counterterrorism by the Syrian Arab Army and its partners. It makes the United States of America a partner of ISIL and Jabhat al Nusra and other terrorist groups that since day one of the unjust war against Syria have attacked army positions and military bases as well as the infrastructure.

Let me recall in this Council that the United States of America leads a purported alliance against ISIL. However, the real achievements of that coalition is to kill civilians and to strike at infrastructure in Syria. Its real objective is to weaken the Syrian Arab Army and its allies when confronting terrorist groups. In this regard, we see the air strike by the aircraft of this coalition illegally against the Syrian Arab Army in the Jabal Tharda in the city of Deir Ezzor on 17 September 2016 in an attempt to protect ISIL elements falling between Syrian and Iraqi territory and opening a corridor for them.

Today’s aggression aimed at saving the Jabhat al Nusra following the grave damage that was done to them by the Syrian Arab Army and its allies in the center of the country following their attack on cities and peaceful villages in the region.

Let me also stress that media reports tell us that the U.S. Congress some time ago approved a law allowing the U.S. administration to send manpads to armed terrorist groups in Syria.

We have warned only two days ago in this very Council that these colonialists, permanent member states in the Security Council, the three colonialists have a renewed appetite to renew their lies and their stories that have been spread by the United States and the United Kingdom 14 years ago in this very hall to justify the destruction and occupation of Iraq using a major lie – being WMDs. Perhaps history has come full circle now in a regrettable scenario when we saw Secretary of State Colin Powell at the time trying to delude the international community and the United Nations to justify the aggression of his country against Iraq by talking about highly credible information.

Today the United States of America in its policy, in an attempt to justify its aggression against Syria, is using fabricated information provided by the Jabhat al Nusra terrorists.

This aggression incontrovertibly proves that Syria has been correct: that successive American administrations will not change their sterile policies, which is to target states to make peoples kneel to their will and spread hegemony around the world.

International public opinion, the people of the free world, have no doubt that the successive United States, UK, and French administrations for decades have not cared for democracy or freedom or human rights, indeed, let alone the welfare of people or their security and stability. These are just pretexts to wage war, to occupy other states, to divide them, to control their wealth and energy resources.

What is truly disgusting today is that these governments that supported the Wahhabi thinking, the terrorist extremist ideology of the House of Saud since its creation, is today orchestrating terrorism and investing in it without any care for the lives of people, even their own peoples when terrorism reaches their own threshold because of these wrong and hypocritical policies.

The Syrian Arab Republic strongly condemns the active aggression by the United States of America which is counter to the principles and purposes of the Charter of the United Nations, indeed with the status of the United States as a permanent member of the Security Council which is responsible for the maintenance of international peace and security. Let alone that these aggressions really promise total chaos in many parts of the world and will make the law of the jungle the only way to deal with the regional and economic crises without any heed to the Charter of the United Nations.

When you kill millions of innocents starting in South Asia all the way through Latin America, what was your position? A member from France spoke on the issue and spoke about exceptions.

You should not be the exception.

You should be made accountable for the killings in July of 2017 [2016?] of hundreds by your war planes.

You in the international coalition must be held accountable for the killing of 800 civilians in Syria at the beginning of 2017.

You must be made accountable for your support of armed terrorist groups and their political cover there, too, as they continue their terrorist acts.

The government of the Syrian Arab Republic, proceeding from its belief that all efforts must be mobilized to counteract terrorism, as it respects the rules of international law, the Charter of the United Nations, calls on the Security Council to shoulder its responsibilities according to the Charter to condemn this act of aggression and to ensure that it shall not be repeated.

It is an act that threatens peace and security in the region and the world.”

Kremlin confirms accidental Russian airstrike kills Turkish soldiers in Syria

Kremlin spokesman Dmitry Peskov confirmed to Sputnik that Russian President Vladimir Putin expressed condolences to Turkish President Recep Tayyip Erdogan over an accidental Russian airstrike that had killed Turkish soldiers in Syria.

Peskov said that Russia and Turkey will jointly investigate the deadly incident. The Kremlin spokesman said that Putin told Erdogan that Turkish soldiers had died as a result of lack of coordination regarding coordinates during Russian military jets’ strikes in Syria.

Russia and Turkey will improve coordination of activities in Syria after the unintentional strike, Peskov said.

“President Putin informed… about the recent telephone conversation with Turkish President Erdogan, said that he expressed condolences to the Turkish counterpart over the fact that early this morning as a result of non-coordination of coordinates Turkish soldiers had been killed during a joint operation to liberate al-Bab by Russian Aerospace Forces’ airstrikes,” Peskov said.

The Russian and Turkish presidents held a phone conversation earlier on Thursday. Putin expressed condolences to Erdogan over the deaths of Turkish soldiers near Syria’s al-Bab, the Kremlin said earlier. They also agreed to expand military coordination during the operation against militants from Daesh and other extremist groups in Syria.

Earlier in the day, the Turkish General Staff said that an accidental Russian airstrike killed three Turkish soldiers and wounded 11 others in northern Syria.

“Today, around 08.40, during airstrikes against Daesh targets [in Syria], Russian combat planes accidentally hit a building hosting Turkish servicemen taking part in Euphrates Shield operation. As a result, three Turkish soldiers were killed, 11 were wounded, including one seriously,” the Turkish General Staff said in a statement.

The Russian Defense Ministry has also confirmed the unintentional strike, killing Turkish servicemen in Syria. The ministry said that Russian bombers had been on a mission to destroy Daesh terrorists’ positions near al-Bab, where Turkish soldiers had been accidentally bombed.

“Russian bombers have been carrying out a combat mission destroying Daesh positions in al-Bab area. The chiefs of the [Russian and Turkish] general staffs agreed to closer coordinate joint actions and exchange information about the situation on the ground.”

Chief of the Russian General Staff General Valery Gerasimov held telephone talks with his Turkish counterpart, during which the issues of the fight against international terrorist groups in Syria and the situation in the northeast of the province of Aleppo were discussed.

“Chief of the General Staff of the Armed Forces of the Russian Federation Army General Valery Gerasimov expressed condolences to [Turkish] General Hulusi Akar in connection with the death of three Turkish soldiers operating in the area of the city of al-Bab as a result of unintentional strike by a Russian aircraft.”

The news comes as the Turkish military operation in Syria’s al-Bab has entered the final stage. Turkey’s units entered central al-Bab, the operation is being conducted in coordination with Russia to prevent clashes with Syrian government forces.

Russian and Turkish military jets have repeatedly jointly bombed Daesh targets near al-Bab in Syria. Al-Bab is one of Daesh’s last remaining strongholds near the Turkish border. Capturing the city is of strategic importance to Turkey in order to prevent the Syrian Kurds taking it and unifying their own territories.

U.S. to decide on striking SAA targets

White House press secretary Josh Ernest told journalists at a briefing that Washington does not rule out strikes on Damascus’ forces, even though it is doubtful that this is in the US’ interests. 
Earlier, US media reported that air strikes on military targets of the Syrian government’s army are among the number of possibilities being considered by the US.
The ministry of foreign affairs of Russia recognized that such “leaks” in Western media could be a prelude to real actions, and recommended “colleagues in Washington to cautiously calculate the possible consequences of such plans’ realization.” 
The US ceased direct cooperation with Russia in Syria this week, but US Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov are still holding telephone talks on the issue.

 

Washington, having announced its decision to cease cooperation, referred to Moscow’s failure to fulfill its obligations. The Russian foreign ministry has rejected these accusations and stated that the US cannot fulfill the responsibilities it took upon itself, including distinguishing between the “moderate” opposition and terrorists in Syria. 

‘Bloody massacres’: Syria appeals to UN after French & US airstrikes ‘kill over 140 civilians’

Syria is demanding the UN take action after it says French war planes killed more than 120 civilians during airstrikes on Tuesday near the Turkish-Syrian border. The deaths came just a day after US air assaults killed a further 20 people in Manbij.

Damascus wants the organization to look into atrocities committed by France, which is a member of the US-led international coalition, after it targeted the village of Toukhan Al-Kubra, located near the Turkish-Syrian border and the city of Manbij.

“The French unjust aggression claimed the lives of more than 120 civilians, most of them are children, women and elderly, in addition to tens of wounded citizens, the majority of them are also children and women as reports say that the fate of scores of other civilians who still under debris are unknown too,” the Syrian Foreign Ministry wrote, as cited by the Syrian Arab News Agency.

The mass death toll in Toukhan Al-Kubra came just a day after US war planes killed around 20 people, mainly women and children, while many more were injured in and around the city of Manbij, the Foreign Ministry states.

“The government of the Syrian Arab Republic condemns, with the strongest terms, the two bloody massacres perpetrated by the French and US warplanes and those affiliated to the so-called international coalition which send their missiles and bombs to the civilians instead of directing them to the terrorist gangs… Syria also affirms that those who want to combat terrorism seriously should coordinate with the Syrian government and army,” the ministry added.

In the letter, the Syrian Foreign Ministry added that it condemns the continued support by the US, France, Saudi Arabia, the UK and Qatar to terrorist organizations such as Al-Nusra Front and Jaish Al-Islam, despite these groups having clear links to Islamic State (IS, formerly ISIS/ISIL) and Al-Qaeda.

The human rights watchdog Amnesty International also hit out at the US-led coalition, saying that it needs to do more to prevent the deaths of civilians.

“Anyone responsible for violations of international humanitarian law must be brought to justice and victims and their families should receive full reparation,” Amnesty’s interim Middle East director Magdalena Mughrabi said, as cited by Reuters.

A spokesman for the US Department of Defense says that it is aware of the loss of civilian life in Syria.

“We are aware of reports alleging civilian casualties near Manbij, Syria, recently. As with any allegation we receive, we will review any information we have about the incident,” Matthew Allen said in a statement.

“We take all measures during the targeting process to avoid or minimize civilian casualties or collateral damage and to comply with the principles of the Law of Armed Conflict,” he added.

The US-led coalition has been providing air support to the rebel group the Syrian Arab Coalition, which is involved in heavy fighting around the city of Manbij, currently under the control of Islamic State.

The terrorist group has been in control of the city since it seized large swathes of Syria and Iraq in the summer of 2014.

In an interview with NBC News last week, Syrian President Bashar Assad said that the US is not interested in defeating terrorists in Syria as it really wants “to control and use them.”

“The reality is telling that, since the beginning of the American airstrikes, terrorism has been expanding and prevailing,” he told the channel, specifying that “during the American and alliance airstrikes, ISIS was expanding and taking over new areas in Syria.”

“It’s about being serious, having the will. The United States doesn’t have the will to defeat the terrorists. It had the will to control them and to use them as a card, like they did in Afghanistan. That will reflect on the military aspect of the issue,” Assad said.

Western coalition forces knew they were attacking an area inhabited by civilians and yet they carried out a bombing. How can 30 airstrikes be a mistake? How can they all be a mistake, political commentator Marwa Osman asked RT.

The Syrian Foreign Ministry has written to the UN blaming US and French warplanes for the deaths of more than 100 civilians near the city of Manbij.

The alleged French act of aggression claimed the lives of more than 120 civilians, most of them children, women and elderly. The fate of scores of other civilians still under the debris is unknown. The letter also mentioned the French air strikes came a day after US warplanes conducted a bombing raid, which Damascus claims killed 20 other civilians.

RT: In January, the US-led coalition was reportedly (as claimed by CNN) prepared for up to 50 civilian deaths when it decided to target an ISIS cash vault. Can the risk of so-called collateral damage be justified for the greater good?

Marwa Osman: They blatantly call it ‘collateral damage’ when it is lives of the Syrian people which are being lost here. No one is talking about this, about the grave lives of the people who are living in Syria because of this coalition, because of the support this coalition has been giving to all sorts of groups. We already saw that the same thing in the French bombing, we saw the same thing that happened in a school in Iraq’s Nineveh massacre of 36 children after ISIS claimed responsibility for the Paris attacks. And now after the Nice attack, we see this in Syria. This is beyond unacceptable, this is beyond a massacre. They knew that this is an inhabited area by civilians and yet they did it. How can 30 airstrikes be a mistake? How can they all be a mistake? This is unacceptable…

RT: How is it possible the US claims it doesn’t know anything about this airstrike and that they’re still gathering information?

MO: They’re still gathering information? How come they did an airstrike without the information? I am sorry but we are not idiots. Our minds are not somewhere backwards. We know what is happening. We know that every flight that is being made costs more than $200,000 for a jet to go up in the air. And I am very sure that any state that gets a jet up in the air to bomb someone knows exactly what they are bombing. What they did is a… retaliatory move, a fast move just to breed blood in the streets of Syria just to say to the French and the US public: “Look, we are fighting ISIS.” This is not how they fight ISIS. They fight ISIS by stopping the Turkish state from opening its borders where they infiltrate, by stopping the funding, by stopping the arming and by stopping the so-called moderate rebels who yesterday killed a 12-year-old boy. These are the moderates of the US. The US recognizes the support for this Nour al-Din al-Zenki brigade that killed the boy. And trust me, they know who they are because today they told them: “We are going to stop the funding if you continue doing this.” They have been doing this for the past five years. They know everything that is going on. I surely appreciate what the Syrian government is doing by sending this message to the UN but this is not enough… This is definitely not enough. Syrians are suffering; they are dying by the hundreds. People need to wake up and see what their governments are doing and stop them. Because it is their tax payments that are causing the suffering over the world, especially in Syria and Iraq. I am very sure that they know who they are fighting and bombing, but they just pretend that they don’t know.

Duma states the need to expand the military operation of Russia in Syria

The State Duma spoke about the need to expand the military operation of Russia in Syria: The airforce needs in the near future to make unilateral airstrikes on militants from “al-Nusra (terrorist group forbidden in Russia). This was stated by the head of the Duma Committee on Defense, former Black Sea fleet commander Admiral Vladimir Komoyedov.
According to Komoyedov, while Russia was waiting for US’ response to the joint action plan, Jabhat al-Nusra managed to regroup forces. “During this period, “al-Nusra” has increased, regained strength, and is mostly active… we should not just run, and it’s time to end this,” he said in an interview to”Interfax”.
According to the head of the Duma Committee on Defense, if active operations against Jabhat al-Nusra” in Syria do not begin, “it is possible to lose something positive that has been achieved”.
On Wednesday, the official representative of the Ministry of Defense of Russia Igor Konashenkov said that it was decided to postpone attacks on the militant group because of terrorists and troops of the Syrian opposition.
According to the representative of the Defense Ministry, calls by the opposition groups came from various provinces of Syria, especially from Aleppo and Damascus.
Earlier, Russia suggested to the United States, from May 25th, to start a joint attack with the aerospace forces of the Russian Federation and aircraft from the coalition led by the United States on the units of al-Nusra and other groups that do not support the cessation of hostilities. As was noted, in the event of refusal, the Russian Federation reserves the right on this day to unilaterally destroy the terrorists. The Pentagon said that Washington does not intend to coordinate their military actions in Syria with Russia.

Russian Air Force launches 431 sorties against terrorists’ sites Nov. 26 – Dec. 4

Damascus, SANA-A military source said on Friday that 12 oil refineries, 8 oil and gas extraction sites and 2 convoys consisting of 40 oil tankers of ISIS which were moving towards Turkish lands were destroyed in the past eight days.

The source added that the Russian Air Force, in cooperation with Syrian Air Force, launched 431 sorties against 1458 of terrorists’ sites in Aleppo, Idleb, and the countryside of Lattakia, Hama, Homs, Deir Ezzor and Raqqa since the26th of November.

The source added that 185 command centers, 109 arms depots, 2 workshops which terrorists were using to manufacture explosive devices, 23 training camps, 232 defense sites with a number of technical points and 887 terrorists’ gatherings were destroyed in the sorties.

On Thursday, the Russian Air Force destroyed a large arms depot in Morek town in Hama countryside while in al-Latamina area many terrorists’ leaders were killed during concentrated airstrikes against their gatherings.

A fortified position and 2 vehicles equipped with heavy machineguns were destroyed during the Russian sorties in Lattakia in addition to killing a group of terrorists’ leaders in Lattakia countryside.

The source added that an ISIS command center was destroyed along with all terrorists’ leaders inside it in Khneifis area in the southern countryside of Tadmour city (Palmyra).
