Green Party VP candidate: Trump’s Neo-Fascism will be built on Neo-Fascism of Obama and Democrat Party

Global Research, January 04, 2017
Black Agenda Report 3 January 2017

Late on the evening of December 23, when the attention of the public was fixed on the consumerist excesses of the holiday season, President Obama signed into law the Defense Authorization Act (NDAA). Like the other NDAAs that President Obama signed into law during his administration, this one further strengthened the repressive capacities of the state.

Buried deep in the provisions of the NDAA was language from a bill introduced by Sen. Rob Portman ostensibly to protect the public from the effects of “foreign propaganda.” As previously reported by Black Agenda Report, the bill, originally introduced last March, was passed by the Senate on December 8 as the “Countering Disinformation and Propaganda Act”and then inserted into the NDAA.

According to Senator Portman, the intent of the law is to “…improve the ability of the United States to counter foreign propaganda and disinformation from our enemies by establishing an interagency center housed at the State Department to coordinate and synchronize counter-propaganda efforts throughout the U.S. government. To support these efforts, the bill also creates a grant program for NGOs, think tanks, civil society and other experts outside government.”

For Senator Portman, the U.S. is the innocent victim of ruthless propaganda efforts on the part of foreign governments to slander and discredit the altruistic objectives of U.S. global activities.

In the face of the Neo-McCarthyism represented by this legislation and the many other repressive moves of the Obama administration to curtail speech and control information — from the increased surveillance of the public to the use of the espionage act to prosecute journalists and whistleblowers — one would reasonably assume that forces on the left would vigorously oppose the normalization of authoritarianism, especially in this period of heightened concerns about neo-fascism.

Unfortunately, the petit-bourgeois “latte left” along with their liberal allies have been in full collaboration with the state for the past eight years, with the predictable result that no such alarm was issued, nor has any critique or even debate been forthcoming.

So there has been very little “mainstream” liberal/left discussion around the fact that, as the political blog Zero Hedge noted, “long before ‘fake news’ became a major media topic, the US government was already planning its legally-backed crackdown on anything it would eventually label ‘fake news.’ ”

As Black Agenda Report publisher Glen Ford framed it, “When the narrative at the heart of a system of rule falls apart, when the flow of history runs counter to the story told by those in power, then we know the entire edifice is crumbling under the weight of its own contradictions. The political crisis arrives when the people sense that the prevailing order is built on a foundation of oppressions and lies. The rulers panic, scrambling to reweave the matrix of fables and myths that justify their waning supremacy. At such points in history, the truth is up for grabs – and a change of regime is in the offing.”

The dangerous and cynical moves by the Clinton campaign during the presidential campaign to paint Trump as an agent of a foreign government in order to project Hillary as the real, tough alternative, has morphed into a commonsense narrative that has a dual purpose.

First, it is meant to weaken the incoming administration by attempting to split it from its Republican legislative arm. The liberal, transnational financial and corporate rulers are especially concerned by Trump’s economic and social base that is demanding an alteration of the neoliberal order in favor of small, mid-size and large business interests still dependent on the U.S. domestic market. They see this demand as a threat to the neoliberal logic that has been largely unquestioned in the West over the last three decades.

Secondly, by narrowing the scope of acceptable political discourse in relation to U.S. global strategies that are heavily dependent on militarism and the strategic commitment to suppress regional capitalist rivals, the neocons and liberal interventionists can expect to avoid mass opposition to continued imperialist adventures. Similar to the McCarthyite period when the ideological commitment to containment abroad required the destruction of any domestic opposition, the neo-McCarthyism of today is geared toward ideological conformity. In this sense, Trumpism is becoming a useful tool for enforcing neoliberal ideological consensus.

The potential danger of the unfolding order is not lost on those of us who take a consistent oppositional stance to the bi-partisan games being played on the people. The set-up piece that ran in the Washington Post that supposedly identified news outlets that were supposed to be involved in questionable or outright “fake news” included a number of outlets to which I contribute, including Counterpunch and the only all-black outlet on the list, Black Agenda Report.

When you have supposedly respectable liberal outlets pushing this kind of madness, we are not expecting much support from liberals or even left forces when the repressive knives are sharpened.

The American Prospect’s Robert Kuttner has even suggested that Trump is guilty of treasonbecause of what he calls the President-elect’s “dalliance” with Vladimir Putin.

With the left’s attention fixed on Trump and its fear of the “new” authoritarianism that he is supposed to introduce, it has failed to confront or even be aware of the fact that the foundation for any kind of “neo-fascism” that might emerge in the U.S. was constructed over the last 15 years of the combined Bush and Obama administrations.

But even more dangerous for authentic oppositional forces in the U.S., collaboration from the left with the new McCarthyism is providing an opening for the isolation and repression of those of us who represent and are part of oppressed communities/peoples who were going to have to fight no matter who would have been elected.

This is not a new situation for us. When the repressive apparatus of the state focused on radical black organizations like the National Negro Congress and Civil Rights Congress, and on such individuals as Paul Robeson, W.E. B. Dubois, William Patterson and Claudia Jones, to the systematic assault on the radical Black Liberation Movement in the 1960s and ‘70s, we were largely required to fend for ourselves against the state after being abandoned by white liberals and significant numbers of white leftists. I fully expect that to happen again.

Neo-fascism is not a new existential phenomenon for us or for people around the world who have suffered from the racist, arrogant assaults of this criminal state to maintain the Pan-European colonial/capitalist project. So save your hysterical concerns about Trump for others and either commit yourself to building a revolutionary movement or get out of the way.

Obama grants waiver for military support of foreign fighters in Syria – White House

From RT

December 8, 2016

President Barack Obama has ordered a waiver of restrictions on military aid for foreign forces and others in Syria, deeming it “essential to the national security interests” of the US to allow exceptions from provisions in the four-decades-old Arms Export Control Act.

A White House press release Thursday announced that foreign fighters in Syria supporting US special operations “to combat terrorism in Syria”would be excused from restrictions on military assistance.

“I hereby determine that the transaction, encompassing the provision of defense articles and services to foreign forces, irregular forces, groups, or individuals engaged in supporting or facilitating ongoing U.S. military operations to counter terrorism in Syria, is essential to the national security interests of the United States,” President Obama affirmed in the presidential determination and waiver.

The order delegates responsibility to the US secretary of state to work with and report to Congress on weapons export proposals, requiring 15 days of notice before they are authorized.

Obama announced a similar waiver of the Arms Export Control Act in September 2013, following the Ghouta chemical attack in August of that year. That order facilitated the transfer of US military weaponry to “select vetted members” of opposition forces battling Syrian President Bashar al-Assad, while Thursday’s order appears less narrow in scope.

Last year, Obama signed the National Defense Authorization Act (NDAA) of 2016, which allocated nearly $500 million to arm and train “moderate rebels” in Syria, despite a failed Pentagon program abandoned earlier in 2015.

The challenge of differentiating between terrorist forces, such as Al-Nusra, and more moderate forces in Syria has been acknowledged by press secretaries in recent State Department briefings.

The “counterterrorism” pretext is just a “convenient misappropriation of language,” aimed at arming various militants to battle the Syrian Army and its allies, believes geopolitical analyst Patrick Henningsen.

“Putting this under the banner of fighting terrorism … follows on [from] a sort of fantasy concept that’s been pushed out as a talking point for the last year and a half, that if we train and equip the ‘moderate opposition’ they will fight [Islamic State (IS, formerly ISIS/ISIL)],” Henningsen told RT.

“They want to open the floodgates basically for trafficking weapons to religious extremists and militants and terrorist groups, internationally recognized terrorist groups … it’s all being done still under this kind of false pretense of the fight against ISIS, that somehow ‘moderate’ rebels, if they even exist, will turn their weapons and fight against ISIS. And we know from the facts on the ground, from the beginning, that [this] simply has not been the case. This is to arm the opposition to fight the Syrian government and to fight Russian forces. This is a desperate move on the part of the lame duck president.”

President Obama’s decision could lead to an almost immediate escalation of the conflict and basically put the US in a situation of “waging a proxy war against the Russians and Syrians,” a former Pentagon official, Michael Maloof, told RT.

“The rebels, whom we cannot identify, are going to be getting some very sophisticated weapons. Potentially, I should say, man-portable air defense systems, which can knock down Russian and Syrian aircraft,” Maloof said. “And the fact too, that we have stocks already in Europe, that can easily be transferred with this waiver. Under the waiver, it’s supposed to be a 15-day notification to Congress, but Congress, as of tonight, Washington time, is going to be out of session until January. So these arms can go within hours.”

Underfunded, unready’: John McCain wants $17 billion more for “defense”, including for Ukraine

From Sputnik

Underfunded, Unready’: John McCain Wants $17 Billion More for US Defense
May 25, 2016

Senate Armed Services Chairman John McCain is expected to ask for an additional $17 billion in defense funding, via an amendment to the $602 billion 2017 National Defense Authorization Act that arrives on the Senate floor this week.

Democratic members of the Senate have demanded that each dollar spent on defense be matched in domestic spending, which may make the Republican’s amendment much more difficult to pass.

“I don’t know whether or not this amendment will succeed, but the Senate must have this debate and senators must choose a side,” McCain said at an event at the Brookings’ Center.

In a six-page letter to the Senate by McCain on May 20, he requested additional funding for the Afghan Security Forces Fund, increased spending to fight Daesh and the Taliban, as well as money for Ukraine, in addition to what is already being spent on new fighter jets and ship building.

McCain also called for a freeze on the drawdown of the Army and Marines.

“By the end of the next fiscal year, the Army will be cut down to 450,000 Active-Duty personnel soldiers, down from a wartime peak of 570,000. This budget-driven reduction was made before Russia’s invasion of Ukraine and the rise of ISIL,” he states in the letter, reiterating ungrounded accusations US Republicans often use to justify more military expenditures. “Given the current threats facing the Army and the demands they impose upon our soldiers, the Senate should stop the planned reduction of 15,000 Active-Duty soldiers and 10,000 reserve component soldiers in fiscal year 2017.”

He argued that the military is being left “underfunded, undersized, and unready to meet current and future threats.”

“My instinct that Sen. McCain’s amendment would just be about increasing defense spending in the NDAA, and that kind of dollar-for-dollar increase on other issues wouldn’t be germane there, so you have a vote for the first time, in recent memory at least, on whether we should increase defense spending or not, without the ancillary issues,” Justin Johnson, a senior defense policy analyst at The Heritage Foundation, told Defense News.

The White House issued a statement saying it will veto any legislation that includes these changes.

Pentagon budget may include $1 billion in lethal aid to Ukraine – Congressman

According to this article, this bill has been referred to the House of Representatives Foreign Affairs Committee. http://foreignaffairs.house.gov/

Posted on Strategic Culture Foundation, March 17, 2015

Sputnik — A proposed piece of legislation providing $1 billion in lethal defensive aid to Ukraine may be incorporated into the 2016 Pentagon budget, the National Defense Authorization Act (NDAA), US House Armed Services Committee Chairman Mac Thornberry said at a press briefing on Monday.

“It may be something that we want to look at on the NDAA,” Thornberry said of the legislation. “It could stand on its own, or it could be both.”

Further questioned on including the $1 billion in lethal aid to the 2016 NDAA, Thornberry said the budget legislation could “at least express the opinion [of the US Congress] on it,” which is not a formal authorization for the action.

Thornberry added he is unclear when his legislation on Ukraine will come up for a vote because there are still “jurisdictional questions” regarding the bill, which was referred out of Armed Services to the House Foreign Affairs Committee for further action.

“I’m for doing it tomorrow, myself,” he stated.

US efforts to provide lethal support to Ukraine have “strong bipartisan support” in the US House and Senate, Thornberry noted.

Thornberry introduced the bill in February together with US Representative Adam Smith, calling on the US government to provide $1 billion in lethal defensive military aid to the government in Kiev.

Smith said in February that the language in the bill was more forceful than previous pieces of legislation in terms of pressuring US President Obama to arm Ukraine.

The US Congress is currently working toward an agreement on the federal budget for fiscal year 2016. The Pentagon has requested approximately $585 billion in defense spending, which is higher than the amount of spending authorized under the Congress’ Budget Control Act limits, or sequestration.

Russia has said that providing Kiev will weapons will exacerbate the Ukrainian crisis, and goes against claims by Washington of its commitment for a peaceful resolution of the conflict in Ukraine

U.S. Congress approves “No Social Security for Nazis” Act, while providing ongoing U.S. military and logistical aid for Ukrainian Nazis

“Congress never intended for participants in Nazi persecution[i] to be allowed to enter the United States or to reap the benefits of United States residency or citizenship, including participation in the Nation’s Social Security program.”

Last week, Congress unanimously approved the “No Social Security for Nazis” Act – HR 5739.[ii] It was a reaction to a scandal that broke out this fall.

In October, the news media reported that Nazi immigrants, some brought to the U.S. under Operation Paperclip, were induced to leave the country by allowing them to retain Social Security benefits.

Outrage reigned in this pseudo-scandal. Taxpayer dollars were spent to support Nazis? How could this be?

Lawmakers quickly put together HR 5739 to show their opposition to Nazis… that is “1940s Nazis who directly supported Hitler” Nazis, not American Nazis, not Nazis in other countries since then. Conveniently, there are reportedly only 4 of the HR 5739 Nazis left.

The rules about who may not enter the United States are here: http://www.uscis.gov/iframe/ilink/docView/SLB/HTML/SLB/0-0-0-1/0-0-0-29/0-0-0-2006.html

Read the very carefully defined scope of Nazis.
———————————————————————-
From the Immigration and Nationality Act — INA:

(E) PARTICIPANTS IN NAZI PERSECUTION, GENOCIDE, OR THE COMMISSION OF ANY ACT OF TORTURE OR EXTRAJUDICIAL KILLING

(i) Participation in nazi persecutions.-Any alien who, during the period beginning on March 23, 1933, and ending on May 8, 1945, under the direction of, or in association with-

(I) the Nazi government of Germany,

(II) any government in any area occupied by the military forces of the Nazi government of Germany,

(III) any government established with the assistance or cooperation of the Nazi government of Germany, or

(IV) any government which was an ally of the Nazi government of Germany, ordered, incited, assisted, or otherwise participated in the persecution of any person because of race, religion, national origin, or political opinion is inadmissible.
————————————————————-

Notice the very narrow time frame and geographical reference. Notice that it does not include current governments or organizations. However, the U.S. government even violated these provisions for programs such as Operation Paperclip and Operation Nightingale (Nachtegall) (not to be confused with the current Nightingale program, named perhaps to confuse, and providing archaeological training to veterans).[iii]

Interestingly, there are INA provision that apply to these Ukrainian officials and leaders, including Voldymyr Parasiuk[iv] and President Poroshenko. For instance,

(ii) Participation in genocide.-Any alien who ordered, incited, assisted, or otherwise participated in genocide, as defined in section 1091(a) of title 18, United States Code, is inadmissible.

There is also a lengthy section on terrorism.

However, these individuals are not just allowed into the United States. They are welcomed, feted, and given standing ovations in Congress if they serve a specific foreign policy objective.

And what about the Americans who assist and train them?

The House just approved supporting Ukrainian Nazis in H. Res 758. And the National Defense Authorization Act 2015 has specific provisions supporting these same ultra-nationalist and Nazi groups. The CIA and FBI provide assistance and training to these groups. The California National Guard continues to train and assist the Ukrainian National Guard, including bringing them into the United States. Assistant Secretary of State Victoria Nuland stated in May that the U.S. had spent $5 billion on Ukraine thus far. She was directly involved in selecting the current Kiev regime leaders.

When Congress gave its robust welcome to Ukrainian President Petro Poroshenko this fall, it clearly demonstrated either a profound and dangerous ignorance about events and history in Ukraine (an example of ignorance about other critical areas of U.S. policy) or a warm support for U.S. historical intervention, covert operations, and regime change in Ukraine.

The United States recently refused to approve the latest UN resolution condemning Nazism and hate crimes, and it has refused to approve the previous ones.

So, don’t lie to me about United States condemnation of Nazism. This hypocritical action will be used as a PR stunt together with the powerful Jewish lobby to show opposition to Nazism, when the exact opposite is true — support for ongoing, current Nazi, ultra-nationalist actions and genocide in the Ukraine, and a welcome mat into the United States and other Western nations.

[i] It’s not clear what they’re saying: persecution by Nazis or persecution of Nazis. Currently, it seems that the latter definition applies.
