The legislation would prohibit the U.S. government from using American taxpayer dollars to provide funding, weapons, training, and intelligence support to groups like the Levant Front, Fursan al Ha and other allies of Jabhat Fateh al-Sham, al-Qaeda and ISIS, or to countries who are providing direct or indirect support to those same groups.

The legislation is co-sponsored by:

Reps. Peter Welch (D-VT-AL), Barbara Lee (D-CA-13), Dana Rohrabacher (R-CA-48), and Thomas Massie (R-KT-04), and supported by the Progressive Democrats of America (PDA) and the U.S. Peace Council..

Under U.S. law it is illegal for any American to provide money or assistance to al-Qaeda, ISIS or other terrorist groups. If you or I gave money, weapons or support to al-Qaeda or ISIS, we would be thrown in jail. Yet the U.S. government has been violating this law for years, quietly supporting allies and partners of al-Qaeda, ISIL, Jabhat Fateh al Sham and other terrorist groups with money, weapons, and intelligence support, in their fight to overthrow the Syrian government.[i]

The CIA has also been funneling weapons and money through Saudi Arabia, Turkey, Qatar and others who provide direct and indirect support to groups like ISIS and al-Qaeda. This support has allowed al-Qaeda and their fellow terrorist organizations to establish strongholds throughout Syria, including in Aleppo.

A recent New York Times article confirmed that ‘rebel groups’ supported by the U.S. ‘have entered into battlefield alliances with the affiliate of al-Qaeda in Syria, formerly known as al Nusra.’ This alliance has rendered the phrase ‘moderate rebels’ meaningless. Reports confirm that ‘every armed anti-Assad organization unit in those provinces [of Idlib and Aleppo] is engaged in a military structure controlled by [al-Qaeda’s] Nusra militants.’

A recent Wall Street Journal article reported that many rebel groups are ‘doubling down on their alliance’ with al Nusra. Some rebel groups are renewing their alliance, while others, like Nour al-Din al-Zinki, a former CIA-backed group and one of the largest factions in Aleppo are joining for the first time. “The Syria Conquest Front—formerly known as the al-Qaeda-linked Nusra Front—is deeply intermingled with armed opposition groups of all stripes across Syria’s battlefields.”

The CIA has long been supporting a group called Fursan al Haqq, providing them with salaries, weapons and support, including surface to air missiles.  This group is cooperating with and fighting alongside an al-Qaeda affiliated group trying to overthrow the Syrian government. The Levant Front is another so-called moderate umbrella group of Syrian opposition fighters. Over the past year, the United States has been working with Turkey to give this group intelligence support and other forms of military assistance. This group has joined forces with al-Qaeda’s offshoot group in Syria.

This madness must end. We must stop arming terrorists. The Government must end this hypocrisy and abide by the same laws that apply to its’ citizens.

That is why I’ve introduced the Stop Arming Terrorists bill—legislation based on congressional action during the Iran-Contra affair to stop the CIA’s illegal arming of rebels in Nicaragua. It will prohibit any Federal agency from using taxpayer dollars to provide weapons, cash, intelligence, or any support to al-Qaeda, ISIS and other terrorist groups, and it will prohibit the government from funneling money and weapons through other countries who are directly or indirectly supporting terrorists,

Stephen Kinzer, a senior fellow at the Watson Institute for International Studies at Brown University, and award-winning author and journalist said,

“The proposal to stop sending weapons to insurgents in Syria is based on the principle that pouring arms into a war zone only intensifies suffering and makes peace more difficult to achieve. Congress made a decision like this about the Nicaraguan contras during the 1980s. Aid to the contras was cut off by the Boland Amendment. The result was a peace process that finally brought an end to wars not only in Nicaragua, but also in El Salvador and Guatemala. This is the example we should be following. Cutting off arms shipments forces belligerents to negotiate. That is what we achieved in Nicaragua. It should be our goal in Syria as well.”

Donna Smith, Executive Director of Progressive Democrats of America said,

“Progressive Democrats of America believes that it is fundamentally wrong for the United States to fund those groups or individuals aligned with al-Qaeda, Jabhat Fateh al-Sham, ISIS, or other terrorist/extremist organizations.  The ‘Stop Arming Terrorists’ bill authored by Rep. Alfred Marder, President of the U.S. Peace Council said,

“The U.S. Peace Council is honored to endorse and support the ‘Stop Arming Terrorists Bill’ as a major contribution to peace. This legislation will serve to galvanize the anti-war movement and the opposition to regime change policies that characterize our present foreign policy.”

Background:

The Stop Arming Terrorists bill prohibits U.S. government funds from being used to support al-Qaeda, ISIS or other terrorist groups. In the same way that Congress passed the Boland Amendment to prohibit the funding and support to CIA backed-Nicaraguan Contras during the 1980’s, this bill would stop CIA or other Federal government activities in places like Syria by ensuring U.S. funds are not used to support al-Qaeda, Jabhat Fateh al-Sham, ISIS, or other terrorist groups working with them. It would also prohibit the Federal government from funding assistance to countries that are directly or indirectly supporting those terrorist groups. The bill achieves this by:

  1. Making it illegal for any U.S. Federal government funds to be used to provide assistance covered in this bill to terrorists. The assistance covered includes weapons, munitions, weapons platforms, intelligence, logistics, training, and cash.
  2. Making it illegal for the U.S. government to provide assistance covered in the bill to any nation that has given or continues to give such assistance to terrorists.
  3. Requiring the Director of National Intelligence (DNI) to determine the individual and groups that should be considered terrorists, for the purposes of this bill, by determining: (a) the individuals and groups that are associated with, affiliated with, adherents to or cooperating with al-Qaeda, Jabhat Fateh al-Sham, or ISIS; (b) the countries that are providing assistance covered in this bill to those individuals or groups.
  4. Requiring the DNI to review and update the list of countries and groups to which assistance is prohibited every six months, in consultation with the House Foreign Affairs and Armed Services Committees, as well as the House Permanent Select Committee on Intelligence.
  5. Requiring the DNI to brief Congress on the determinations.

We keep hearing about a ‘moderate opposition’ instead of calling them what they are. These are radical Islamic jihadi terror groups, Jim Jatras, former U.S. diplomat and GOP Senate policy adviser, told RT.

RT: Given the complex situation on the ground it is always difficult to determine who has done what, but with the repeated allegations, why does the U.S. continue to support groups which are being accused of committing war crimes?

Jim Jatras: I wish I knew the answer to that question. They’ve been doing it for five years, and of course you know that the American media don’t make it real clear the nature of the groups we’re supporting in Syria. We keep hearing about a moderate opposition instead of calling them what they are. These are radical Islamic jihadi terror groups – the same ones we keep saying we’re worried about launching attacks here in the United States. And here we are supporting groups in Syria that have this jihadist ideology, cut off heads of little kids, use chemical weapons and I don’t think the American people really make the connection because the media does not report it.

RT: What is the red line, that if the group crosses, the U.S. might stop backing it? Isn’t the beheading of a child or the use of prohibited weapons enough to put an end to supporting a particular group?

JJ: I think what it likely to resolve it in another sense is by what’s happening on the battlefield. The reason these two chemical attacks were launched, clearly is a false flag in the case of the one that landed in opposition-controlled territory, is to try to pull a rabbit out of the hat to stop the Syrian Army’s offensive in Aleppo, supported by the Russian Air Force. If Aleppo is liberated this was is going to be effectively over. It will take some time, but there won’t be any question any more which way things are going militarily. Maybe that’s got to be the solution because I don’t see the open-mindedness here in Washington. Quite the contrary. Remember the letter from the 51 diplomats at the State Department. And Hillary Clinton has indicated through her puppet Michele Flournoy, her designated secretary of defense, that if things are still going like this in January… they want to launch airstrikes against Assad. I don’t see an open mind here in Washington.

RT: Such a chemical attack against civilians is a deplorable method. What would the Syrian Army have to gain from such tactics?

JJ: Sure it is. But it begs credibility to suggest that this came from the [Syrian] government. Why would they do that? They are advancing on Aleppo. These are not – as far as anybody can tell – weapons-grade gas attacks, at least from what I’ve heard on the news reports. It seems to be more of what is known as ‘kitchen gas’ variety that is certainly within the capabilities of these terrorist groups. It makes perfect sense that’s where it would come from. And frankly, I don’t think it’s going to wash with anybody here.

Terrorists are attacking residential areas, government forces and Kurds in Aleppo despite the start of Ramadan, a holy month for Muslims, the Russian reconciliation center in Syria said in a statement.

“Despite the start of Ramadan, a holy month for all Muslims, on Monday, terrorist groups are attacking not only the positions of the government forces and Kurds in Aleppo but residential areas as well. The number of civilian casualties is growing.

In the night, the terrorists purportedly fired multiple rocket launchers, artillery, mortars and anti-aircraft weapons at Aleppo, the center said.

“Over 24 hours, the settlement of Handrat, the al-Nairab airport as well as al-Muhafaza, Meydan, Sheikh Maqsood and al-Zahra districts in Aleppo were subjected to mass fire from multiple rocket launchers and mortars.”

The ceasefire in Syria worked out by Russia and the United States took effect on February 27. The cessation of hostilities does not apply to terrorist organizations, such as Daesh and al-Nusra Front, outlawed in a number of countries worldwide including Russia and the United States.

Syria has been mired in civil war since 2011, with government forces loyal to Syrian President Bashar Assad fighting numerous opposition factions and extremist groups.

Russia fiddles while Syria burns. There is no peace partner in Washington

American history spells it all out: invasion, genocide, slavery, relentless land grabs, resource plundering, gunboat diplomacy, repression, wars against other countries, right-wing support, coups, assassinations, disregard for international law, corporate/Wall Street/banking partnerships, environmental destruction, slaughtering civilians, training terrorists, disrespect, megalomania (“the one indispensable nation”), silver-tongued orators, and powerful propaganda/marketing messages — repeatedly. The history of the US involvement in Latin and South America alone is crystal clear about American values and objectives. A Navy that stands for freedom doesn’t build a barracks in the shape of a swastika, as the US did in Coronado, California.

The US may be incapable of change. The truth-telling and repentance so desperately needed is largely absent; it seems banned from the mass media and public discourse. Humility and clear vision are not a national nor governmental trait. Too few Americans who understand are willing to stand up and speak out.

America is expert at manipulating words and creating deception. For your own safety and the safety of the world, do not believe the words of America. Watch America’s actions; that’s where the truth lies.

Make no mistake. Putin’s strategic intervention in Syria last September was a bold, vital step. He deserves credit and praise for taking it.

Things changed dramatically on the ground. Reinvigorated government forces retook large swaths of earlier lost territory, freeing them from the scourge of US-sponsored terrorism.

At the same time, Russia’s all-out efforts for ceasefire and conflict resolution peace talks failed. On the one hand, the alternative is endless war. On the other, the only language America understands is force.

Moscow’s genuine diplomatic efforts can’t succeed because it has no peace partner in Washington – under Obama or whoever succeeds him.

It’s time to accept reality and act boldly, assertively and unilaterally against all terrorist groups in Syria rejecting ceasefire, Moscow following through on its earlier commitment, repeated as recently as late May and early June – so far not implemented.

Russia’s Foreign Ministry and General Staff Main Operational Directorate head General Sergei Rudskoy issued similar statements in March, saying unilateral airstrikes will target ceasefire violators – at the same time accusing Washington of failing to work cooperatively to implement Security Council 2254 provisions.

They call for ceasefire and diplomatic conflict resolution. Russia genuinely pursues both objectives. America obstructs them.

Endless fighting rages. Washington wants war, not peace, regime change called political transition. Geneva I, II and III failed. Nothing suggests better prospects ahead.

Russia’s failure to follow through on its commitment gave ISIS, Jabhat al-Nusra (Al Qaeda in Syria) and other terrorist groups time to regroup, rearm and replenish their ranks – with help from Washington, NATO (notably Turkey), Israel, Saudi Arabia and other regional rogue states.

Russia’s repeated calls for Washington to work cooperatively against terrorism in Syria remain unanswered.

On Saturday, Sergey Lavrov again expressed concern about US delaying tactics. Russia’s Foreign Ministry said he and John Kerry continue discussing the situation on the ground without agreement, explaining:

…Lavrov has expressed concern (about US) attempts to delay resuming political talks for various artificial reasons, which was seen clearly during the UN Security Council briefing on Syria on June 3.

On June 5, Tass reported terrorist shelling of Syrian cities and towns in the last 24 hours alone killed over 270 civilians, injuring hundreds more.

The Russian Coordination Center said terrorist groups breached cessation of hostilities in the last 24 hours 10 times in Aleppo and Damascus – 626 times since ceasefire took effect at midnight last February 26.

Washington wants its terrorist foot soldiers protected, outrageously telling Russia to stop attacking Jabhat al-Nusra fighters, wanting heroic efforts by government forces obstructed and defeated.

The Obama administration continues providing terrorists with arms and other material support. Reports indicate increasing Russian airstrikes. There’s more.

According to Al Monitor, “the Russians this week disembarked ground forces and paratroopers in the port of Tartus to support more than 3,000 Russian volunteers dispatched to the region in the past few weeks, in a bid to revive coordination with the Syrian army.”

“This represents yet another additional indication that a wide-ranging operation is being prepared” – likely in Raqqa and Aleppo provinces.

According to Syrian sources, Russia’s joint command staff, handling aerial operations, returned to Khmeimim air base in likely preparation for new combat operations.

It’s time to deal with Washington and its rogue allies in the only language they understand – by resuming large-scale aerial strikes like earlier, intensifying them, regaining the offensive decisively, not letting up, smashing all terrorist elements failing to observe ceasefire.

Liberating Syria depends on it. Fiddling with Washington won’t end well.

After a series of coordinated suicide bombings rocked the Syrian coast, killing over one hundred innocent civilians, Syrians are becoming even more frustrated with the hypocrisy of the West, not only in terms of the faux solidarity expressed when Belgium and France were attacked and the subsequent silence when it comes to Syria, but also in the constant Western whining about a “war on terror” that is made up of supporting and directing the very terror organizations it tells its own population it is trying to defeat.

Nowhere outside of its own borders does anyone truly believe that the United States represents freedom and democracy. That lie is reserved for hundreds of millions residing in the U.S., constantly plugged in to American media and the constant barrage of pro-war propaganda. It is thus highly ironic that it is the American people who are the key to stopping the American war machine from its continued march across the rest of the world before finally running out of steam and coming back home to march upon its own population.

Still, Syrians, over 6,000 miles away from the United States, besieged by five years of intense warfare, are fully aware of who has brought this destruction to their doorsteps even if Americans are still unaware that the destruction is even taking place.

In an interview with Aimee Anderson of ED TV, Afraa Dagher, a Syrian political analyst currently residing in Syria, expressed much of that frustration. After reporting the facts of the recent bombings, Dagher stated what many Syrians feel and what any informed observed can easily see for himself. She said,

There is a mastermind behind this. Such [an] attack is well-organized and is planned. . . . . It is an organized plan to destroy our infrastructure, battle stations, hospitals, electricity directorate, many of our important and sensitive sides, killing our people. So called Ahrar al-Sham announced their responsibility but the U.S. refuses to designate it or to classify it as a terrorist group in [at] the U.N. Later, the so-called ISIS declared its responsibility. As I said, [there is] no presence for those [ISIS] in our cities in the coastal line. They are just a cover. At the time, Israel[i] media was so happy to announce that this is a great attempt to kill those [who support] Assad and who support their government. Al Jazeera also reported it as ISIS. It is not ISIS. It is the “moderate rebels.” The “moderate rebels” of the West bombing Assad’s stronghold.

Afraa then moves on to address the perpetrators of the attacks – the root of the problem – the United States, NATO, the GCC, and Israel. Most notably, she addresses the West, who is always harping on about the need for “democracy” in countries other than their own. Afraa asks,

Is this your democracy, to kill who is against you and your views and who is believing what I believe, in my government, so you must kill me? Is this your democracy? I think you are slaughtering every Syrian. Every day. Aleppo, Deir al-Zour, Raqqa, Latakia, Jobleh, Tartus. And I see it also as a message to Russia. Because Russia has its airbase in Tartus. They say “We are here. We can hit any point we want.” Please watch the video about this. Is it a crime? A war crime? Or is it normal to kill kids, women, innocent people? Is this normal for you?

Unfortunately, the answer to that question is “yes.”

Al Qaeda goes to Washington

A senior figure from a Syrian rebel group with links to al Qaida was allowed into the United States for a brief visit, raising questions about how much the Obama administration will compromise in the search for partners in the conflict.”  McClatchy, May 21, 2016Labib al Nahhas is known as the foreign affairs director for the Islamist fighting group Ahrar al Sham. He visited Washington in December. The leader of a terrorist entity linked to Al Qaeda was granted entry by US immigration:

That suggests that authorities granted him entry at a time when U.S. immigration authorities face political pressure to block visitors with even tenuous ties to extremist groups. Four months after Nahhas entered the United States on a European passport, U.S. authorities denied entry to a well-known Syrian humanitarian leader who had been approved to visit Washington to receive an award from international aid groups. McClatchy 

While the purpose of his visit was not disclosed, the report nonetheless intimates that he was in Washington for talks with US government officials. “His previously undisclosed visit is a delicate matter for both sides – the conservative Salafist insurgents risk their credibility with even perceived ties to the United States, and the U.S. government risks looking soft on screenings by allowing entry to a member of an Islamist paramilitary force.”

Moreover,  shortly prior to his visit to Washington, Nahhas together with other rebel leaders met with Michael Ratney (image right), U.S. State Department special envoy for Syria, in Istanbul on December 5, 2015.

Was this Istanbul meeting intended to establish the groundwork for further consultations with the jihadist leader in Washington DC?

The report suggested that the Ahrar al Sham “moderate” terrorist leader (who appears to have the profile of a US “intelligence asset”)  would be meeting with “third parties” in Washington DC  ”who might influence policymakers” –e.g. D.C. think tanks, research institutes, media, US intelligence, etc. as well as  ”lobbyists and Middle East researchers”.

The State Department declined to answer whether any U.S. officials knew in advance or expressed reservations about Nahhas’s presence in Washington, or whether State Department officials had assisted his entry.

National security analysts say U.S. authorities likely knew of Nahhas’ arrival – intelligence agencies for years have watched his group’s interactions with al Qaida’s Syrian branch, the Nusra Front.

Nahhas denies his affiliation to al Qaeda:

“We have been falsely accused of having organizational links to Al-Qaeda and of espousing Al-Qaeda’s ideology. Nothing could be further from the truth.”

According to Charles Lister (Brookings):

These are bold words [above] from such a senior Ahrar al-Sham official, … , this author still finds it nearly impossible to get any group, including those already successfully “vetted” by the United States, to commit to condemning Jabhat al-Nusra in front of others, Syrian or foreign.

So was Nahhas’ omission of Jabhat al-Nusra merely an extension of this broader reality? Thus far, it would seem so. By explicitly singling out al-Qaida, Nahhas was distinguishing its Syrian affiliate, or at least much of the 60 to 70 percent Syrian portion of it, as still being a potential partner [al Nusra] in a broader and more medium-term Syrian project. In this regard, the McClatchy report confirms that

The group’s ultimate vision is Islamist rule for Syria and its old links to al Qaida are no secret: One of the group’s founders, Abu Khalid al Suri, was memorialized by al Qaida leader Ayman al Zawahiri after his death in a bombing.

By all accounts, Ahrar al Sham is much more ideologically diverse than al Qaida, encompassing members ranging from followers of a more moderate, Muslim Brotherhood-style Islamism to Salafist jihadists whose beliefs are virtually identical to al Qaida’s.

“They’re not al Qaida but they are Salafi jihadists – they’re just not transnational ones,” Itani said of Ahrar al Sham. (McClatchy, op cit)

Salafist shades of gray: US uses veto to protect proxies in Syria

On Tuesday, 10th May 2016, the UN held a vote on the inclusion of the extremist groups Ahrar Al-Sham and Jaish al-Islam on the list of “terrorist” groups.The United States, France, UK, and Ukraine all voted against this resolution. This vote was the result of a proposal made by Russia in April, where even then the US implied that it would opt to block such a move in the future.
As was explained in this Fort Russ article, Russia finds itself caught in an Atlanticist web, where one week Group X are ‘terrorists’, and 7 days later they magically become “moderate”. The US has the ability to do this of course because of their imposing influence not only at the UN, but also in the world of Non Governmental Organisations. The Syrian Observatory for Human Rights, for example, provides Pentagon-funded agencies like Reuters with falsified information, which then travels along the NGO spider’s web, ending in such information being the top search result in Google or Yahoo. This method of information spin relies on idle minds and habitual behaviour, something that the State Department’s own Vice News feasts on (Hipsters).
Assuming that the majority of people obtain their knowledge from the US-controlled Wikipedia, it can be said that it is common knowledge that Jahbat Al-Nusra are “Al Qaeda in Syria”, and that they represent the Salafist ideology.

It can also be said that Ahrar Al-Sham, besides being Qatar’s finger in the Syrian pie, are also widely known to be loyal to the Salafist ideology:

And finally, it can also be presumed that Jaish Al-Islam are widely known to be loyal to the Salafist ideology:

So despite all 3 groups sharing the same ideology, only 1 has been placed on the UN list of terrorist organisations.
Taking into account what is known about the events on the ground in Syria, Al-Nusra have been able to capitalise on Russia’s postponement of the assault on Aleppo. In order to appease not only the Higher Negotiations Committee, but  John Kerry also, Russia moved some toys out of Syria, and seemingly thought that the US, in return, would offer to rein-in the groups they have influence over in Aleppo.
Unfortunately, Putin was left feeling disappointed at the US’ semantic games, and now looks like a villain in the eyes of Iran and the Syrian Army, who are now lacking air support when they need it the most.
Robert Fisk’s excellent article entitled “After splitting with Al-Qaeda, Al-Nusra is being presented to the West as a moderate force. It’s nothing of the sorthighlights that the West uses an non-existent group (Cameron’s 70,000 for example)  that are earmarked as ‘moderates’ who can behave as a Trojan Horse in the Levant. This role was initially played by “ISIS”, but Russia quickly removed them from the main equation, and now Al-Nusra are Obama’s go-to guys. They have inherited a magic shield that protects them from Russian KAB-500Kr and OFAB-500 bombs. Maybe soon they will give them MANPADs too – a throwback to the 80’s…
The US’ plan in Syria hinges now on Al Qaeda, who must somehow arrange themselves in Aleppo in a way where Samantha Power, US’ permanent representative at the UN, can help them to dissimulate their true objective – to create a Salafist Emirate in Syria.
On a separate note – Ukraine vetoing the resolution is a statement in itself, and really confirms that Kiev is acting as an auxiliary ammo depot for Takfiri Jihadists. US Gladio-B outposts outside Syria provide the IMF with fresh blood and Angela Merkel with more banana republics inside the now frail EU.
Russia can only counter this hybrid encircling by attacking the head of the snake – Jabhat Al-Nusra – and by offering the Syrian Army and the Iranian Al-Sabereen units the air support they need to liberate Aleppo district by district. This war still has a long way to go…
