Western Washington: Navy SEALs extend training 8 weeks longer in sensitive habitat areas, exclude wildlife agencies

From West Coast Action Alliance

February 23, 2016 – New documents show Navy SEALs training 8 weeks longer than previously thought: Federal wildlife agencies excluded.

3 SEALs coming ashore

An email and an internal draft of a biological assessment obtained by the West Coast Action Alliance reveal the Navy’s intent to extend their secret and massive SEALs training program on 68+ beaches and Washington State Parks from January 1 to May 31, 2016, and to bypass consultations with federal wildlife agencies. The two Navy slide shows previously obtained by Truthout (12,) had indicated the training would start in mid-January and conclude in mid-April.

Springtime is when places like the Salish Sea are vital for nesting birds. Nursing whale mothers don’t like disturbance, either.

These documents, from December 2015, contradict the statement made by a Navy spokesperson in January, who said: “As far as I know, everything is in the very, very beginning planning stages, period. There has been no decision made on anything. Everything is speculation at this point.”

Read it for yourself. Does this look like “beginning stages?” Is it speculation? The Navy doesn’t waste its time doing biological assessments for “speculation.” The purpose for this one was to justify avoiding consultations with federal agencies. It was done 15 days before the training was to start. That’s not enough time to do anything but try to cover one’s legal backside.

list of training sites for 2016 is included. Which means the other training sites in the two slide shows were for previous years. Which means decisions have been made, and it’s game on. From reading the multiple documents and in the absence of further information from wildlife agencies, it should be assumed that the SEAL combat training has been taking place in these areas since 2014.

5 plover nest

What some nests look like. Think they’ll see that in the dark?

According to the Navy’s internal biological assessment, the purpose of the training is “to provide a “real world” environment for Special Forces personnel to practice stealth tactics” (translate: in civilian communities) and “to maneuver in the water and across land undetected.” It acknowledged that by law the Navy must assess impacts to endangered species, and it laid out three choices: No effect; May affect; and May affect, likely to adversely affect. It also acknowledged the requirement to consult with federal agencies if any impacts were anticipated; this obligation extends to assessing impacts to Essential Fish Habitat, under the Magnusen-Stevens Fishery Conservation and Management Act, and consulting with the State and with the National Marine Fisheries Service if any impacts are anticipated.

6 Plover on nest

A plover on its nest on the beach.

The “problem” was neatly solved by the Navy claiming in its internal biological assessment that since there would be no impacts, there would be no need to consult with the agencies. That equaled no notification at all. A call to the Fish and Wildlife Service in January confirmed that they had had no idea that the massive SEALs training program was about to begin for 2016, and no idea that it had been occurring since 2014. The FWS confirmed a keen interest in consulting with the Navy about potential impacts.

7 Salmon habitat

UW map showing critical habitat for Chinook Salmon, Steelhead Trout, Chum Salmon, and the Puget Sound Chinook Salmon. And the Navy didn’t bother to tell wildlife agencies?

Some logical conclusions:

  • One would think that commandeering 68+ beaches and State Parks from January 1 through late Spring might affect nesting birds and other sensitive species, and therefore be of interest to wildlife agencies.
  • One might rightfully question the Navy’s own expertise in assessing impacts to wildlife, since it has called whales “obstacles to safe navigation” in reports and says the purpose of its Joint Land Use Plans with communities is to ensure the Navy’s own activities continue unimpeded.
  • Given that the Navy refuses to allow wildlife agencies to assist them with the training they need to recognize sensitive species, one might question the above even more.
  • One would be correct in assuming a public process is required in order to close off access to public lands. The answer to “Aren’t such arbitrary and unannounced closures outside the law?” is yes.
  • Even if they get in and out undetected, it’s still psychologically intrusive for users of those beaches and State Parks, the mission for which includes not one word about “Realistic Military Training.” It’s disturbing to think of having armed Navy SEAL kill teams practicing in the midst of families enjoying their State Parks. (Read the two slide shows to confirm the fact that these teams will be armed.)
  • We should all be questioning the “wisdom” of normalizing military combat training in civilian communities where it does not normally occur.

So, after all this, could anyone claim with a straight face that the Navy is even trying to be a good neighbor?

Obviously, not everything the Navy does can be public knowledge. But to conceal such a massive program from state and federal agencies is inexcusable. While the West Coast Action Alliance is not against training our military, we object to doing it in the places where we live, work, and recreate. We object to concealing it from appropriate oversight of state and federal agencies. And the fact that public informed consent is completely absent from any of the Navy’s massive encroachments on our communities and the wildlife in this region merely adds insult to injury.

Lithuanians are under police state attack, as the world is under Washington’s attack

By Dr. Paul Craig Roberts
Global Research, March 26, 2015

According to news reports and to this appeal by Kristoferis Voishka, the pro-American government installed in Lithuania is persecuting Lithuanians who dissent from the anti-Russian propaganda that is driving Washington’s NATO puppets to war with Russia.  Unlike their puppet government, Lithuanians understand that war with Russia means that Lithuania on the front line will be utterly destroyed, a result that would not bother Washington in the least, just as Washington is undisturbed when its forces obliterate weddings, funerals, and children’s soccer games.

What is Lithuania?  To Washington it is a nothing.

Kristoferis Voiska runs an alternative Internet news site in Lithuania. Not long ago he interviewed me, and the interview appeared in both Lithuanian newspapers and on his Internet news program in video form.  I found him to be sincere and well informed.  I advised him that interviewing me would bring trouble for him, and he already was aware of that.

As I have said so many times, Americans are the worst informed people on the planet.

They are unaware of the growing momentum toward war with Russia.  The presstitute media throughout Europe, especially in the Baltic states and Poland, is hard at work creating in people’s minds the fear of a Russian invasion.  The orchestrated fear then provides the basis for the American puppet governments to beg troops and tanks and missiles from Washington, and the US military/security complex, counting its profits,  is pleased to comply.

But what Russia sees is a threat, not a money-making opportunity for the US military/security complex and payoffs to the corrupt Lithuanian and Polish governments, which are increasingly perceived as neo-nazi like the government that Washington bestowed on Ukraine.

The situation is dangerous, as I keep telling you, a message that some are too weak to accept.

If you care to show support for Kristoferis and the independent media in Lithuania, send emails to  tautiniai.socialistai@yandex.ru

In about one week I will be 76 years old.  I was born in 1939 as World War II was unfolding as the direct consequence of the Versailles Treaty that broke every promise President Woodrow Wilson made to Germany in exchange for the end of World War I.

I remember as a child Cold War nuclear attack drills in elementary school during which we would cower under our school desks.  We were issued dog tags with our blood type just like the dog tags ripped by their comrades off US soldiers killed in the war movies by Germans or Japs (no longer a permissible word) and sent home to the dead GI’s family.

To us it was more romantic than scary.  We loved wearing the dog tags.  I have no idea what happened to mine.  They must be collectors’ items by now.

I have seen a lot.  As kids playing war–in those days you could have toy guns without being shot down by the police who are protecting us–we reveled in America’s World War victories.  We understood, thanks to our parents and grandparents, that the Red Army won the war against Germany, but we Americans beat the heartless Japs.

That was enough. We knew that the US was tough.

I was 14 when the Korean War broke out.  We expected to win, of course, and our expectations, we thought, were proven correct when General MacArthur’s amphibious landings rolled  up the North Korean army.  But what MacArthur and Washington had overlooked is that China and the Soviet Union were not about to accept a US victory.

Before Americans could cheer, the Third World Chinese Army rolled in and pushed the conquerors of Japan back town to the tip of South Korea.  It was a humiliating defeat for American arms.  In his dispute with President Truman about the conduct of the war, MacArthur, America’s most famous general, was removed from command.

Washington accepted defeat in Korea and again in Viet Nam where a 500,000 US force consisting of US Army, Marines, and Special Forces was defeated by a Third World guerrilla  army.

To these defeats we can add Afghanistan and Iraq.  After 14 years of killing, the Taliban controls most of the country.  Jihadist have carved a new state out of parts of Syria and Iraq.  The Middle East reeks of American defeat.  Just like Korea.  Just like Viet Nam.

Despite these facts insouciant Americans and their crazed rulers in Washington imagine that the US is a Uni-Power, the world’s only superpower against whom no country can stand.  Arrogance, ignorance, and hubris are leading the US into conflict with Russia and China, either of which can destroy the US with ease.  And Europe as well.  And the stupid bought-and-paid-for Japanese government, a total non-entity, a disgrace to the Japanese people, a collection of well-paid American puppets.

As Andrew Cockburn has documented, the US military is lost in abstractions and is no longer capable of conducting conventional warfare. http://www.paulcraigroberts.org/2015/03/24/us-government-us-military-became-murder-inc-paul-craig-roberts/

Any American or NATO army sent to attack Russia will be destroyed almost instantly.  Washington cannot accept the loss of prestige from defeat and would take the war nuclear.  Life on earth would end.

The only conclusion that informed analysis supports is that Washington is the greatest threat to life on earth.  Washington is a greater threat than global warming.  Washington is a greater threat than the exhaustion of mineral energy sources.  Washington is a greater threat than the rise in world and US poverty from Washington’s policy to enrich the few at the expense of the many.

The only possible conclusion is that unless Washington collapses from its economic house of cards or is abandoned by its NATO puppet states, Washington will destroy life on earth.

Washington is the greatest evil that the world has ever faced.  There is no good in  Washington.  Only evil.

Senior MP: Washington’s role in ISIL creation proven by capture of US military advisors; Israelis also captured

Last year, a senior aide to Russian President Vladimir Putin accused Mossad of training ISIL terrorists operating in Iraq and Syria.

Alexander Prokhanov said that Mossad is also likely to have transferred some of its spying experiences to the ISIL leadership, adding that Israel’s military advisors could be assisting the Takfiri terrorists.

Farsi News Agency, March 11, 2015

TEHRAN (FNA)- Chairman of the Iranian Parliament’s National Security and Foreign Policy Commission Alaeddin Boroujerdi said the recent capture of the US military advisers who were aiding the ISIL in Northern Iraq is a compelling proof that Washington has created the Takfiri terrorist group.

“The capture of the American advisers by the Iraqi army leaves no doubt that ISIL has been created by the US,” Boroujerdi told reporters on Wednesday.

He underlined that the American people who will never forget the beheading of their journalists by ISIL now blast Washington officials as the main culprits in the crime.

On Saturday, Iraqi Special Forces declared that they have apprehended several foreign military advisors of ISIL, including American, Israeli and Arab nationals, in an operation in Mosul in the Northern parts of the country.

The Iraqi forces said they have retrieved four foreign passports, including those that belonged to American and Israeli nationals and one that belonged to the national of a Persian Gulf Cooperation Council (PGCC) member-state, from ISIL’s military advisors.

The foreign advisors were arrested in a military operation in Tal Abta desert near Mosul city.

On Monday, a senior Iraqi legislator lashed out at the western countries and their regional allies for supporting Takfiri terrorists in Iraq, and said he is in possession of irrefutable intelligence documents showing that ISIL is receiving arms aids from Israel as well as a number of western and Arab countries.

“We have intelligence which shows Israel and some major western and regional states have supplied weapons to ISIL,” Al-Qad news website quoted member of the Iraqi parliament’s Security and Defense Committee Abbas al-Khazali as saying.

Meantime, the Iraqi legislator stressed that his country needs more weapons to fight the ISIL, and said Baghdad is willing to purchase weapons from East European countries, Russia and China.

Iraqi provincial officials and statesmen have repeatedly lashed out at the western countries and their regional allies for supporting Takfiri terrorists in Iraq, revealing that US and Israeli-made weapons have been discovered from the areas purged of ISIL terrorists.

In late December, a member of the Iraqi parliament’s Security and Defense Committee disclosed that US planes were supplying the ISIL terrorist organization with arms and ammunition in Salahuddin province.

MP Majid al-Gharawi stated that he had intelligence to prove that US planes were supplying ISIL organization, not only in Salahuddin province, but also other provinces.

He added that the US and the international coalition are “not serious in fighting against the ISIL organization, because they have the technological power to determine the presence of ISIL gunmen and destroy them in one month”.

Gharawi added that “the US is trying to expand the time of the war against the ISIL to get guarantees from the Iraqi government to have its bases in Mosul and Anbar provinces.”

Salahuddin security commission also disclosed in December that “unknown planes threw arms and ammunition to the ISIL gunmen Southeast of Tikrit city”.

Later in December, another senior Iraqi lawmaker complained that the terrorist group still received aids dropped by unidentified aircraft.

“The international coalition is not serious about air strikes on ISIL terrorists and is even seeking to take out the popular (voluntary) forces from the battlefield against the Takfiris so that the problem with ISIL remains unsolved in the near future,” Nahlah al-Hababi told FNA.

“The ISIL terrorists are still receiving aids from unidentified fighter jets in Iraq and Syria,” she added.

Also in late December, the US-led coalition dropped aids to the Takfiri militants in an area North of Baghdad.

Field sources in Iraq told al-Manar that the international coalition airplanes dropped aids to the terrorist militants in Balad, an area which lies in Salahuddin province North of Baghdad.

Then in January, Head of the Iraqi Parliament’s National Security and Defense Committee Hakem al-Zameli disclosed that coalition planes had dropped weapons and foodstuff for the ISIL in Salahuddin, Al-Anbar and Diyala provinces.

Al-Zameli underlined that “the coalition is the main cause of ISIL’s survival in Iraq”.

“There are proofs and evidence for the US-led coalition’s military aid to ISIL terrorists through air(dropped cargoes),” he told FNA in January.

He noted that the members of his committee have already proved that the US planes have dropped advanced weaponry, including anti-aircraft weapons, for the ISIL, and that an investigation committee had been set up to probe into the matter.

“The US drops weapons for the ISIL under the excuse that it doesn’t know about the whereabouts of the ISIL positions and it is trying to distort the reality with its allegations.

He noted that the committee had collected the data and the evidence provided by eyewitnesses, including Iraqi army officers and the popular forces, and said, “These documents are given to the investigation committee … and the necessary measures will be taken to protect the Iraqi airspace.”

Also in January, another senior Iraqi legislator reiterated that the US-led coalition is the main cause of ISIL’s survival in Iraq.

“The international coalition is only an excuse for protecting the ISIL and helping the terrorist group with equipment and weapons,” Jome Divan, who is member of the al-Sadr bloc in the Iraqi parliament, said.

He said the coalition’s support for the ISIL is now evident to everyone, and continued, “The coalition has not targeted ISIL’s main positions in Iraq.”

Then, on February 21 al-Zameli announced that he had documents and photos showing that the US Apache helicopters airdropped foodstuff and weapons for the ISIL in the Southern parts of Tikrit.

Two days later, the senior official declared that the Iraqi army has shot down two British planes as they were carrying weapons for the ISIL terrorists in Al-Anbar province.

“The Iraqi Parliament’s National Security and Defense Committee has access to the photos of both planes that are British and have crashed while they were carrying weapons for the ISIL,” al-Zameli said, according to a report released by the Arabic-language information center of the Islamic Supreme Council of Iraq on February 23.

He said the Iraqi parliament has asked London for explanations.

The senior Iraqi legislator further unveiled that the government in Baghdad is receiving daily reports from people and security forces in al-Anbar province on numerous flights by the US-led coalition planes that airdrop weapons and supplies for ISIL in terrorist-held areas.

The Iraqi lawmaker further noted the cause of such western aids to the terrorist group, and explained that the US prefers a chaotic situation in Anbar Province which is near the cities of Karbala and Baghdad as it does not want the ISIL crisis to come to an end.

Earlier on the same day, a senior Iraqi provincial official lashed out at the western countries and their regional allies for supporting Takfiri terrorists in Iraq, revealing that US and Israeli-made weapons have been discovered from the areas purged of ISIL terrorists.

“We have discovered weapons made in the US, European countries and Israel from the areas liberated from ISIL’s control in Al-Baqdadi region,” the Al-Ahad news website quoted Head of Al-Anbar Provincial Council Khalaf Tarmouz as saying.

He noted that the weapons made by the European countries and Israel were discovered from the terrorists in the Eastern parts of the city of Ramadi.

Two days later on February 25, another Iraqi provincial official revealed that the US airplanes still continued airdropping weapons and foodstuff for the ISIL terrorists.

“The US planes have dropped weapons for the ISIL terrorists in the areas under ISIL control and even in those areas that have been recently liberated from the ISIL control to encourage the terrorists to return to those places,” Coordinator of Iraqi popular forces Jafar al-Jaberi told FNA.

He noted that eyewitnesses in Al-Havijeh of Kirkuk province had witnessed the US airplanes dropping several suspicious parcels for ISIL terrorists in the province.

“Two coalition planes were also seen above the town of Al-Khas in Diyala and they carried the Takfiri terrorists to the region that has recently been liberated from the ISIL control,” Al-Jaberi said.

And eventually on February 28, the Iraqi popular forces who had shot down a US helicopter carrying weapons for the ISIL forces in Al-Baqdadi region released the photos of the downed chopper on the Internet.

A group of Iraqi popular forces known as Al-Hashad Al-Shabi (mobilized forces) had shot down the US Army helicopter that was carrying weapons for the ISIL in the western parts of Al-Baqdadi region in Al-Anbar province on February 21.

Prokhanov said ISIL is a byproduct of US policies in the Middle East.

“ISIL is a tool at the hands of the United States. They tell the Europeans that if we (the Americans) do not intervene, ISIL will cause you harm,” he said, adding that Iran and Russia are the prime targets of the ISIL.

“They launched their first terror attack against us just a few days back in Chechnya,” he said, stressing that the ISIL ideology has got nothing to do with the Islam practiced in Iran and some other Muslim countries in the Middle East region.

Prokhanov said the United States and Israel are one and the same when it comes to supporting a terror organization like the ISIL.

From Tasnim News

Reports of the arrest of American military advisors assisting ISIS militants in Iraq constitutes evidence of cooperation between the US and the ISIS terrorist group in the Arab country, an Iranian lawmaker said.

Speaking to the Tasnim News Agency on Sunday, Mohammad Saleh Jokar said the US and the coalition it leads are not after tackling the ISIS, but pursue other objectives.

On Saturday, Iraqi sources reported that the Arab country’s counter-terrorism forces in an operation in an outlying area in the province of Nineveh have arrested four foreign advisors -three of them from the US and Israel- who were employed as military advisors to the ISIS fighters.

The arrest of American advisors made it clear for the world public opinion that the ISIS is a product of the US and Washington backs it, Jokar explained.

The detained foreign advisors have been transferred to a security center in capital Baghdad.

Since March 2, the Iraqi troops, backed by voluntary forces, have launched an offensive to recapture Tikrit and the surrounding areas.

The offensive is the biggest military operation in the province since the ISIS terrorists seized swaths of north Iraq last June and advanced toward the capital Baghdad.

U.S. to use private contractors to supply weapons and soldiers to Ukraine – hacker group

From Sputnik News, February 28, 2015

Washington plans to use Western private military contractors to deliver weapons to Ukraine. Once arms are delivered, these companies will send their “volunteers” who will come to make good use of these weapons.

The United States plans to use private military contractors to deliver arms to Kiev, Ukrainian hacker group CyberBerkut reports.

“We, CyberBerkut, got access to files stored on the electronic device that belonged to an employee of the private military contractor “Green Group”, who recently visited Kiev with a US military delegation. The documents reveal that the United States is still mulling over the idea of supplying lethal weapons to Kiev, but first, it would like to gain the support of its European allies.” – said the statement published on CyberBerkut website.Washington plans to use Western private military contractors to deliver weapons to Ukraine. These companies, of course, would deliver arms “voluntarily”, out of kindness. Moreover, once weapons are delivered to Ukraine, these companies will send volunteers to come and fight against Donbas forces in Eastern Ukraine, CyberBerkut says.

CyberBerkut is a group of anonymous hackers who oppose the current government in Kiev. The group has already done a few high-profile hacks that changed the course of conversation about the situation in Ukraine. Victoria Nuland’s famous words “F**k the EU!” and her secret plot to assemble a post-coup government in Kiev became public after CyberBerkut leaked the recording. The group also leaked information about snipers at the Maidan Square, shooting indiscriminately at both police and protesters last year. Last month, CyberBerkut obtained classified information that exposed massive casualties and terrible morale among Kiev forces attacking eastern Ukraine.
