So we will hammer everyone who shoots at the soldiers of the legitimate government of Syria, at whose request we are here”.

And the Americans had to accept it. Pentagon spokesman Peter Cook said that the U.S. government will not use U.S. air power to protect the “moderate rebels”.

Apparently the “goodwill”, shown by the United States compromising with Russia, is not exactly “good”, but is caused by a complete fiasco of the U.S. armed forces, which in the last 20 years bombed only the ‘Papuans’ and forgot what it was like to deal with real high-tech adversary armed with modern sea and air defense systems.

And now the Americans are just lost because they do not know how to behave with those who are able to realistically fight back.

People not only in “independent” Ukraine, but around the world laugh at the outright impotence of the current regime, which is not capable of managing the country. A few days ago a new figure was added to the large group of “foreign Ukrainians”, who in fact, are running the country. Now an American economist Arthur Laffer has been appointed as an advisor to the ex-American Minister of Finance of Ukraine Natalie Ann Yaresko. What can we expect from him?

Author of the theory of “supply-side economics” will oversee Ukraine’s taxation. In his days “the newly appointed Ukrainian” was economic advisor to the US President Ronald Reagan and the British Prime Minister Margaret Thatcher. This news requires time for serious reflection. But something can be said now.

People are already making jokes about the foreigners in Ukraine: 1. Saakashvili is frolicking in Odessa; 2. Abromavic has saddled the trade; 3. Kvitashvili promises European medical treatment for everyone; 4. Natalie Ann Yaresko counts Ukrainian money … And now Laffer is beginning to collect Ukraine’s taxes.

Arthur Betz Laffer is an interesting person. He was born on August 14, 1940 in Youngstown, Ohio. Laffer earned a B.A. in Economics from Yale University (1962) and an M.B.A. (1965) and a Ph.D. in Economics (1971) from Stanford University. In 1971 he became a Doctor of Philosophy with a degree in “economics”. Until mid-1980s he worked as a tenured professor of the Graduate School of Business at the University of Chicago and the Marshall School of Business. In 2008, he was named a Distinguished University Professor of Economics by Mercer University in Georgia. Laffer became well known during the reign of Reagan, when he became a member of the presidential council on economic policy.

His name is associated with, a very sad for ordinary Americans, era of Reaganomics – an economic policy of the American government based on constant “credit stimulation”, reduction of social expenditures (they increased significantly only in the defense industry) and taxes, reduction of the state influence on the economy and deregulation of financial markets.

All this led to serious problems. In seven years the National debt of the United States tripled, soaring to 2.8 trillion dollars. Social stratification increased dramatically during the Reagan era. The number of Americans living below the poverty line increased to nearly 32 million. Homeless became a real scourge in the major cities …

The theory of Milton Friedman of the University of Chicago, revered by the current advisor to the Minister of Finance of Ukraine, brought a lot of troubles to many countries. An example of what can result from realization of this theory into practice is the situation in Chile, when in 1973 President Salvador Allende was overthrown with the help of the CIA and dictator General Pinochet came to power.

In order to “reform” the country’s economy Pinochet summoned the so called “Chicago boys” from the United States – 30 Chileans who studied economics at the University of Chicago, in which Laffer was playing an important role and who developed a “special program”. What came of it?

At first, they managed to lowered inflation and at the same time caused a rise in unemployment from 9.1 to 18.7 percent. In just one year (from 1974 to 1975) the GDP of Chile fell by 12.9 per cent. It was the most severe since the 30s depression in the country. In 1976 there was a slight increase in economic indicators, which was called the “Chilean economic miracle”. But the final result turned out to be a grim one. The economy of once prosperous country still cannot overcome the effects of this “miracle.”

From 1973 to 1987 the main indicator of living standards (GDP per capita) in Chile fell by 6.4 percent. People became totally impoverished. An average worker in 1989 was living worse than in 1970. Half of the population was below the poverty line and one third of Chileans were in a desperate situation. The UN began to speak openly about the humanitarian catastrophe.

Around Santiago and other large cities mega slums sprung up. They were the camps of the hungry. Life in them was maintained only due to free soup kitchens organized by international volunteers. By 1988, the number of Chileans who did not have permanent housing had grown from 27 to 40 percent. There was an enormous income inequality between the rich and the poor. Representatives of seventy-nine richest households were receiving nearly 47 percent of the national income! ..

In Ukraine the situation for 75-year-old American is a convenient one. In 24 years of independence the country has developed an oligarchic economy, in which several dozen families own 86 percent of the national wealth. There are horizontal ties, logistics, methods of budget’s milking, embezzlement, fusion of big business and power. Everything seems to be good, but the taxation is a mess. At the request of the Ukrainian government Laffer has come to the country to “restore order” and “to harmonize the situation” in this field.
 
The Ukrainian oligarchic authorities (that is the proper name to call them, because even the president is an oligarch) have no motivation to improve the lives of ordinary citizens. They are interested only in their own well-being. Hence the merger of the state and big business. This is the true cause of the corrupt nature of Ukraine’s economy. The tax system of Ukraine is working to preserve the budgetary trough in the interests of domestic billionaires and transnational profiteers. 
 
However, sometimes the system experiences malfunctions with subsequent unrest, strikes, demonstrations, Maidan. It seems so that Laffer was invited to Kiev to repair the already functioning mechanism for robbing the people, including by international financial corporations. It is impossible to expect something different from the engineer of Reaganomics.

The success of the Russian strikes are undeniable. Since September 30, an Islamic State command center has been obliterated in the Aleppo province and another one in the town of Raqa, while the one American strike did in — two excavators.
The polemics keep on swelling around the effectiveness of the actions of the coalition of 62 countries … Myriam Benraad, a specialist in Middle East, researcher at Sciences Po in Paris [with a doctorate in political science], gave us her view of the conflict that is again becoming more international: “The Middle East is a trap for all who set foot there. It is a quagmire, a powder keg. My essential hope for the Russian engagement in Syria is that it may revive much more serious negotiations between Russia, the United States, and the other actors in the region to decide the fate of Assad and what can get put back together in political terms. At the time of the Gulf War, the Russians and Americans were closely coordinated to respond multilaterally around the Iraqi crisis. These US-Soviet agreements of the time, in the period of the cold war, were aimed at giving birth to a collective security managed by the UN, but were betrayed by the Americans (for the war in Iraq, 2003 and Libya in 2011).
“The Russian involvement in Syria is a response to unilateralism. It’s obvious. Sergei Lavrov has said it a few times over. And Americans are paying the price. Other countries, such as Venezuela, have raised their voice, saying that the United States cannot keep on behaving as they have been doing over the past 25 years. I think those Russian-US tensions, with the Ukrainian crisis behind, can finally result in a dialogue between Washington and Moscow. “
Meanwhile, the Russian Air Force had scarcely gotten the order from president Vladimir Putin to attack the terrorists in Syria when the western press fell into an inquisitorial frenzy. Accusing Russia of “flying to the aid of her ally Assad on the pretext of fighting terrorism” the big western media have spread out their choir of photos and videos showing Syrian victims among the civilians. But these men, women and infants covered in blood that denounce the “ferocious Russians” are nothing but fakes. The photos were taken September 28 (See above). With scarce a smile, and steel nerves, the Russian foreign minister Sergei Lavrov condemned the information war and underlined that its releases were premeditated.
The scandal was, moreover, far from unhorsing the Americans whose positions in the Middle East seem undermined by Moscow. Washington has asked the Iraqi authorities not to send the information that the United States communicates to Baghdad to “third countries” — namely Russia.
Why put a spoke in the wheel for the Sukhoi planes in Syria when the chairman of the US General Staff is prepared to cooperate tactically with Russian forces? And now Moscow could initiate air strikes against the Islamic State in Iraq, if the authorities of that country so request. A low blow for the US, the UK, France, Germany, Qatar, Saudi Arabia and Turkey, who respond with a joint statement calling on Russia to stop air strikes … One more proof that Vladimir Putin is on track …

The Pentagon is considering defending ‘moderate’ Syrian terrorists from Russia

MOSCOW, October 2 — RIA Novosti. The Pentagon is looking into the issue of whether the use of military force to protect the Syrian “moderate opposition” [read: moderate terrorists – KR], if it is subjected to Russian airstrikes, but no decision on this matter has been made, reports the Associated Press, citing U.S. officials.

U.S. officials told the agency that high-ranking military leaders and Pentagon are researching the legal and foreign policy aspects of the issue [damn Russia tricked them into remembering about the law! – KR] and weigh the risks of using military force in response to the possible actions of the Russian air force on the backed by Washington Syrian opposition groups. The U.S. Secretary of Defense Ashton Carter declined to answer this question, when asked directly about it earlier this week, the agency said.

A senior official of the Russian Defense Ministry said Thursday that representatives of military departments of Russia and the United States discussed regular communication of experts to prevent conflict of interests in the Syrian airspace, the conversation had been constructive.

Earlier the President of Russia Vladimir Putin has declared that  he expects the completion of the dialogue between Russia and the U.S. to coordinate actions to combat terrorism in Syria and the establishment of a permanent mechanism for such interaction.

U.S. officials told the agency that the issue of use of military force is discussed as one of the options of how to respond to Russia’s actions in Syria. One of the officials noted that the military is assessing the possible negative consequences of such step, however, the final decision is still pending.

Earlier, the Chairman of the Committee on Armed Forces of the U.S. Senate, John McCain has expressed confidence that Russian planes yesterday bombed not the positions of the terrorist group “Islamic state” but units of the “Free Syrian army”. The agency notes that the American-trained insurgents are active in the North, while the strikes of the Russian air force are applied in the Western part of Syria.

In September, Pentagon spokesman General Lloyd Austin, at the hearings of the Senate Committee on the armed forces acknowledged that only four or five American-trained fighters are fighting against ISIS [the rest fled to ISIS – KR]

Russia has begun air strikes on ISIS positions in Syria in response to a request from President Bashar al-Assad. The US-led coalition has been [pretend] striking ISIS since September 2014 in Syria in circumvention of the UN Security Council and not coordinating their actions with Syrian authorities. Russia taking measures against potential terror attacks after Syria bombing raids – Peskov

Russian special services are working tirelessly to prevent potential terrorist attacks by extremists in retaliation to Moscow’s operation in Syria, Dmitry Peskov, presidential press secretary, has said.

Peskov noted the situation was similar to other places in the world – in all nations special services are constantly taking steps to counter terrorism in all of its manifestations. In Russia, this task is being fulfilled by the Federal Security Service and the National Anti-Terror Committee, he said.

The Russian Air Force mounted several strikes on terrorist positions in Syria on Wednesday, soon after the country’s upper house unanimously voted to endorse President Putin’s request to use the nation’s military in Syria to fight terrorism. The head of the presidential administration Sergey Ivanov emphasized that Russia would not be involved in any ground operation – aid would only be in the form of airstrikes.

In press comments on Wednesday, President Vladimir Putin called the operation in Syria “preemptive strikes against terrorists” adding that the use of military forces abroad had been prompted by the fact that a relatively large number of Russian citizens had joined the terrorist groups in Syria, and these people could potentially pose a threat to Russia’s national security. The president said that extremists must all be defeated in the Middle East and not allowed to return to their home countries.

In late February, the head of Russia’s Federal Security Service, Aleksandr Bortnikov, urged deeper professional cooperation between special services in their common fight against the Islamic State terrorist group (IS, previously known as ISIL and ISIS). He noted that Russia was especially interested in cooperation with the United States in the common fight against IS and added that the existing intelligence exchange was already helping to achieve positive results.

Russian Air Force destroys terrorist command center in Raqqa – Defense Ministry

A surgical airstrike by Russian fighter jets has knocked out the battle headquarters of a jihadist group near Raqqa, according to Russian Defense Ministry. Operating from the Khmeimim airbase, the Russian Air Force continues to inflict pinpoint strikes on Islamic State installations.

Over the past 24 hours, Sukhoi Su-34 and Su-24M fighter jets have performed 20 sorties and hit nine Islamic State installations,” Igor Konashenkov, Russia’s Defense Ministry spokesman, reported.

Konashenkov added that yesterday evening Russian aircraft went on six sorties, inflicting strikes on three terrorist installations.

A bunker-busting BETAB-500 air bomb dropped from a Sukhoi Su-34 bomber near Raqqa has eliminated the command post of one of the terror groups, together with an underground storage facility for explosives and munitions,” the spokesman said.

Commenting on the video filmed by a Russian UAV monitoring the assault near Raqqa, Konashenkov noted, “a powerful explosion inside the bunker indicates it was also used for storing a large quantity of munitions.

“As you can see, a direct hit on the installation resulted in the detonation of explosives and multiple fires. It was completely demolished,” the spokesman said.

Another bomber on a sortie from Khmeimim has dropped a KAB-500 air bomb on an Islamic State camp near Maarrat al-Numan. It destroyed fortifications, ammunition, fuel and seven units of equipment, Konashenkov said at a media briefing on Saturday.

The Russian Air Force has also eliminated a workshop in Idlib province, where terrorists have been mounting large-caliber machine-guns and other heavy armaments on pickup trucks.

Assault aircraft from at Khmeimim airbase have also inflicted airstrikes against terrorist forces near Jisr al-Shughur in Idlib province, destroying vehicle storage depots used for organizing terror attacks.

Regarding the airstrike on a target near Jisr al-Shughur, Igor Konashenkov pointed out, “footage of a huge pillar of smoke indicates a direct hit resulted in the total elimination of the facility.”

A few words about what preceded Putin’s speech. After the schedule of speeches was revealed, NASA immediately convened a press conference at almost the same time with some sensational details about Mars. It turned out that small rivers might flow there, or, perhaps not. It is clear that this was done so that Americans would change the channel and not watch Putin’s speech.

Many, including myself, noticed that simultaneously with the beginning of Putin’s speech a strange noise was heard in the room coming from the speakers. The noise was distinct and irritating. The aim is clear – to ruin the impression from the speech and try to bring Putin a little out of balance.

The intrigue was revealed by Obama, who in his speech called Assad a dictator, expressed complaints about Crimea, in short, ran the old song. Which is encouraging – it means they will not agree and there will not be any more hypocritical smiles and more hoots of the Russian fifth about “the extended hand of friendship” [from the US].

In Putin’s speech, who said everything we already know about the Western destruction of the Middle East and support of terrorists, asking a rhetorical question: “Do you realize what you’ve done?”, – I would emphasize one point that helps to envision his future course. The President first stressed, that the only legitimate authority in Syria is the Assad government, and secondly- that no one can arbitrarily act in circumvention of the UN Charter.

Since Russia has a veto power, then no coalition can legitimately act without our consent. But we can act without the consent of the United States and their lackeys because we are asked by the legitimate government of Syria. This is a strong position.

Another question is what will we do if the US still dares to attack Assad. But, obviously, all the consequences of such a step Putin will explain to Obama face-to-face in today’s talks.

I really hope that even a superficial agreement will not be achieved and Russia will continue the hard line on squeezing the U.S. out of Eurasia.
