1. The West poisons the West

Radiation safety threats associated with the use of depleted uranium (DU) shells by Ukrainian formations have significantly increased. This was stated by Secretary of the Russian national Security Council Nikolay Patrushev at a meeting on national security held in Voronezh city on 16 November, 2023.

According to him, Moscow has repeatedly warned about the disastrous consequences of the West’s supplies of DU shells to Ukraine. “We have emphasized that their use will harm human health and nature for many decades, both in Ukraine and in Europe. Our warnings were not heeded,” Patrushev stated.

As a result of the destruction of warehouses with DU shells supplied by the Anglo-Saxons in order to prevent their use against Russia, Europeans have been recording increased radiation in their countries for several months, he said,

“Last week, the European Committee on Radiation Risk noted an increase in the number of uranium particles in the air in southeastern England as a consequence of the movement of air masses from western Ukraine,” the secretary of the Russian Security Council added.

In his opinion, this eloquently shows that the political elites of the Western countries supplying weapons to the Ukrainian regime are completely unconcerned about the safety and health of their own population.

2. Kiev may lose control over bioagents

According to Nikolay Patrushev, there is a high probability that the Ukrainian side will completely lose control over the biological agents that are still located on Ukrainian territory.

“Unauthorized access to collections of dangerous pathogens, destruction and looting of laboratory premises, as well as loss of biological samples cannot be ruled out. The probability of committing terrorist acts and sabotage with the use of biological agents has increased,” the secretary of the Russian Security Council stated.

He also warned that under the conditions of continuing significant migration flows, including refugees and internally displaced persons from Ukraine, the risks of infectious diseases entering the territory of Russia are increasing.

Patrushev also drew attention to the fact that the United States continues to work actively within the framework of military biological programs to create artificial pathogens and microorganisms resistant to antibiotics, standard vaccines and traditional therapies.

In particular, he recalled that Washington has deployed a network of biolaboratories on the territory of Ukraine and other states bordering Russia. Among other things, they conduct military-biological research and experiments using biomaterials, including those taken from representatives of Slavic peoples.

As Patrushev noted, the actions of the Americans in placing bio-laboratories in close proximity to Russia’s borders and expanding the range of military biological research undoubtedly create serious biological threats and require the development of effective measures to eliminate them.

“At the same time, under far-fetched pretexts, the Anglo-Saxons are hindering the creation of verification mechanisms within the framework of the Concept for the Prohibition of Biological and Toxin Weapons designed to bring under international control the biological activity of States Parties to the Convention,” Patrushev stated.

3. Additional menace: radioactive waste

The Russian Foreign Ministry believes that the situation with the storage of hazardous radioactive waste in Ukraine is taking a dramatic and uncontriolled turn.

Indeed, the total amount of waste generated from the processing of uranium ores at the Prydniprovsky Chemical Plant located in the city of Kamenskoye (formerly Dniprodzerzhinsk) amounts to 42 million tons. There are several storage facilities and workshops with a total area of about 600 hectares for their storage at the plant and beyond, the MFA stated.

These wastes are a significant and dangerous source of environmental pollution. There is a high probability of about 12 million tons of radioactive waste entering the Dnieper River and groundwater as a result of possible scouring of the dam of one of the storage facilities located 800 meters from the river and its tributary Konoplyanka.

About 14 tons of radioactive dust is spread annually in the surrounding area, including on agricultural land.

Kiev does not allocate funding to ensure the environmental safety of the facilities of the Prydniprovsky Chemical Plant, which may eventually lead to an environmental disaster not only in the territory controlled by the Kiev regime, but also beyond its borders.

4. Results on the battlefield on November 16, 2023

In total since the SMO began on February 24, 2022, 536 Ukrainian airplanes and 254 helicopters; 8,960 unmanned aerial vehicles; 441 air defence missile systems; 13,426 tanks and other armoured fighting vehicles; 1,184 combat vehicles equipped with MLRS; 7,121 field artillery guns and mortars, as well as 15,312 units of special military equipment have been destroyed.

The Ministry of Defence (MoD) of the Russian Federation announced additional information dealt with the U.S. military biological activities in Ukraine and other regions of the world

The MoD presented updated materials that confirmed the U.S. involvement in dual-use of bioweapons lams in Ukraine.

One of the U.S. Defence Department’s (DoD) seventeen laboratories, the Pacific Northwest National Laboratory in Richland, Washington, worked directly in Ukraine as part of a project called ‘The Proliferation Security Initiative’. John Stephen Binkley, director of the U.S. Department of Energy’s Office of Scientific Research, made a statement dated 4 April 2022, where it has admitted that the Office would assist the Ukrainian side in restoring the curtailed dual-use research programs after the possible return of specialists. The presented document confirmed that one of the activities of the Department of Energy was the recruitment of specialists formerly working in Ukraine with experience and knowledge in the field of weapons of mass destruction.

A key figure in the US Department of Energy projects in Ukraine was ex-Pacific Northwest National Laboratory Professor Richard Weller. He supervised the implementation of Ukrainian projects to study diseases that can be transmitted from animals to humans, based at the Kiev Institute of Veterinary Medicine and the Institute of Experimental and Clinical Veterinary Medicine in Kharkov.

Russian MoD highlighted the close cooperation existing between the Department of Energy and the U.S. Department of Defense. For example, the Department of Energy’s Pacific Laboratory is headed by Stephen Ashby, who is also serving as vice president of Battelle, the Pentagon’s main contractor.

The Ukrainian Science and Technology Centre (USTC) acted as an intermediary between the Department of Energy and Ukrainian research organizations.

The USTC and the International Science and Technology Centre (ISTC)’s responsibility to allocate the funds under the grant system. Ronald Lehman, Chairman of the organization’s Governing Board, is also Director of the Center for Global Security Studies at Livermore National Laboratory, which is also part of the United States Department of Energy. The Director of the Kiev office, Sawn Anderson, the U.S. Embassy’s energy Attaché, is in charge of organizing the department’s research activities in Ukraine. Thus, along with the Pentagon, the Department of Energy is a key organiser and customer of military-biological research in Ukraine and elsewhere in the world.

It should be noted that more than a dozen dual-use ‘P’-projects, such as (P-157, P-316, P-490, etc.) were organized with the direct involvement of the U.S. Department of Energy. As part of these projects, genetic variability in areas of radioactive contamination, the spread of tuberculosis, and other mycobacterial infections, as well as economically important animal diseases such as African swine fever and classical swine fever were studied.

In 2023 alone, the U.S. Department of Energy officially allocated $105 million for research in the Virtual Research Environment for Biohazard Preparedness project, which is supposed to study the specific epidemic spread of highly dangerous diseases.

So, there is the question: ‘What does the Department have to do with fighting against biological threats and implementing dual-use projects?’

The non-transparent nature of the DoE activities is underlined by the fact that it enjoys the exclusive right not to return unspent Fiscal Year allocations to the U.S. Treasury and to allocate them to unbudgeted future expenditures. A report from the U.S. Chamber of Accounts dated 25 July 2022 supports this fact.

This strategy permits limitless funding for U.S. military and biological programs without the need for new requests to the U.S. Congress.

As an American politician and potential U.S. presidential candidate Robert Kennedy mentioned that in the early 2000s, the Washington started allocating $2 billion a year to bioweapons development.

The Russian MoD has repeatedly highlighted the risks of the Pentagon’s military-biological programs to study the possibility of spreading economically significant infections through vectors, including migratory birds.

These worries are related to Ukraine’s particular geographic location, where more than 270 species of migratory birds pass through and act as natural reservoirs for harmful diseases including highly deadly influenza and other infectious diseases.

Directly for the benefit of the U.S. military through the Ukrainian Science and Technology Centre, Project P-444 was implemented, the main purpose of which was to monitor avian influenza in wild birds from the Azov-Black Sea region.

The project assessed the conditions under which transmission could become unmanageable, cause economic damage and pose risks to food security.

It should be recalled that over the previous three years, avian influenza has cost the Russian Federation more than RUB 4.5 billion in damage and killed more than 10 million domestic birds. In Europe, agricultural losses due to the disease amounted to about €3 billion.

It is estimated that, while avian influenza used to be a seasonal disease in the European region, outbreaks are now registered all year round.

In addition, the World Health Organization has regularly documented the interspecies transmission of highly pathogenic avian influenza with infectiousness and mortality of up to 50% in humans. This year alone, four such cases have been recorded in Chile, Cambodia, and China.

Such facts make Russia reconsider the possible consequences of UP-4 project, which implied Ukrainian highly contagious strain gathering, capable of overcoming interspecies natural barrier.

The Western media and so-called ‘Russian experts’, performing research on foreign grants, skeptically commented possible global biological threats of such a project. It has been claimed that such researches are not ‘dual-use’ and are ‘perfectly safe’. It was noted, I quote: ‘…the methods of Ukrainian scientists and their foreign colleagues are used by ornithologists around the world…’.

Efforts to evacuate and eliminate any results, as well as material gathering during the research, confirm the dual-use nature of the project. In addition to that, the project scientists have been pressured by the Security Service of Ukraine.

Last week, the Russian Ministry of Defence and Russian Federal Security Service, as well as Rosselkhoznadzor (Federal Service for Veterinary and Phytosanitary Surveillance) conducted a research in the Falz-Fein Askania-Nova Biosphere Reserve (Kherson Region). A study of documents seized from the archive of the organization’s veterinary laboratory confirms that the Reserve’s staff sampled and transferred biological material from migratory birds abroad until 2022.

The research was led by Denis Muzyka, the Deputy Director for international cooperation at the Kharkov Institute of Experimental and Clinical Veterinary Medicine. Viktor Gavrilenko and Aleksandr Mezinov, two employees of the Biosphere Reserve gathered and passed over migrating birds’ biological material.

During the Biosphere Reserve’s veterinary laboratories inspection, gross violations of biological safety requirements have been detected. Work was carried out in unequipped rooms, collections were not safeguarded or monitored, and in some cases highly pathogenic biomaterial was even stored at the homes of their staff members.

The Reserve’s poultry population’s documented mass death in 2021, which experts believe was caused by an infectious disease. It cannot be ruled out that the overnight deaths were provoked by the experiments being carried out and a disregard for biosafety requirements.

At the same time, the hastily fled project participants after the liberation of the Kherson Region offered the remaining employees to take out or destroy research archives, especially documentation confirming the fact of mass livestock death for a reward.

Therefore, the primary goals of the research conducted in Askania-Nova were to gather and transfer strains of particularly risky and costly infections to the U.S. military, analyzed their potential effects on the local biological environment, and ascertain whether the chosen pathogens were capable of causing widespread human outbreaks (similar to the pandemic of a new Corona virus disease or COVID).

To achieve these goals, they ignored generally accepted biosafety standards and the requirements of basic international documents on the selection and transportation of pathogenic biomaterials.

The Pentagon’s moves to expand its military-biological presence in various regions of the world significantly increase the level of bio-threats.

However, given the scale of U.S. dual-use initiatives and the hazards to the world’s biological security they present, it is necessary to conduct a thorough international review of U.S. military and biological operations.

America’s $100-billion Germ Warfare Industry is a “Criminal Enterprise”, says author of U.S. Biowarfare Act

The American legal authority who in 1989 drafted the law Congress enacted to comply with the 1972 Biological Weapons Convention says the U.S. today [October 11, 2015] is in flagrant violation of that Convention.

“Since Sept. 11, 2001, we have spent somewhere in the area of $100 billion” on offensive biological warfare, charges Professor Francis Boyle of the University of Illinois, Champaign. 

Boyle said an estimated 13,000 “death scientists” in 400 laboratories in the U.S. and abroad, are employed making new strains of offensive killer germs that will be resistant to vaccines. 

For example, Dr. Yoshihiro Kawaoka’s group at the University of Wisconsin has found a way to increase the toxicity of the flu virus by 200 times! Boyle says Kawaoka is “the same death scientist who resurrected the genocidal Spanish Flu virus for the Pentagon for offensive biowarfare purposes.”

As for fighting flu, the National Institutes of Health in 2006, a typical year, got only $120 million from Congress to fight flu, which kills an estimated 36,000 Americans annually.  By contrast, Congress gave NIH $1.76 billion for “biodefense,” even though the anthrax outbreak in 2001 killed just five persons.

“These distorted budgetary allocations,” (spending 15 times as much for germ warfare as for fighting flu) demonstrate that the priority here is not the promotion of the public health of American citizens but rather to further develop the U.S. offensive biowarfare industry that will someday ‘blowback’ upon the American people with a catastrophic pandemic,” Boyle said.

He went on to say the Pentagon and Central Intelligence Agency(CIA) are “ready, willing, and able to launch biowarfare when it suits their interests…They have a super-weapons-grade anthrax that they already used against us in October, 2001.”

Boyle here was referring to the anthrax pathogens mailed to two U.S. Senators (Tom Daschle, of South Dakota and Patrick Leahy, of Vermont) and others after 9/11 that were traced back to the Government’s biowarfare lab at Fort Detrick, Md.

Boyle’s remarks came in response to written questions from Sherwood Ross, a Miami, Fla.-based columnist. Asked if the recent outbreaks of Ebola in Sierra Leone and Liberia could be from U.S. Government-backed facilities, Boyle replied: 

“These Ebola vaccines were experimental U.S. biowarfare vaccines that were being tested out in West Africa. It was a result of testing out of the U.S. biowarfare vaccines at our lab in Kenema, Sierra Leone, that created the West African Ebola pandemic in the first place.” 

Boyle warned that the Galveston National Laboratory in Texas, a high-containment research lab, has been seeking for potential biowarfare agents in the wild in other parts of the world “in order to turn them into biological weapons.”

He said, “They should shut down Galveston as an ongoing criminal enterprise along the lines of the S.S. and the Gestapo — except that Galveston is far more dangerous to humanity than Hitler’s death squads ever were.” 

Boyle added, “American universities have a long history of willingly permitting their research agenda, researchers, institutes, and laboratories to be co-opted, corrupted, and perverted by the the Pentagon and the C.I.A. into death science. These include Wisconsin, North Carolina, Boston U., Harvard, M.I.T., Tulane, University of Chicago, and my own University of Illinois, as well as many others.”

BOYLE CHARGES U.S. GERM WARFARE PROGRAM IS “CRIMINAL ENTERPRISE”

Francis A. Boyle is a leading American professor, practitioner and advocate of international law. He was responsible for drafting the Biological Weapons Anti-Terrorism Act of 1989 (BWATA), the American implementing legislation for the 1972 Biological Weapons Convention. His BWATA was passed unanimously by both Houses of the United States Congress and signed into law by President George Bush Sr. The story is told in his book Biowarfare and Terrorism (Clarity Press: 2005). He served on the Board of Directors of Amnesty International USA (1988-1992), and represented Bosnia-Herzegovina at the World Court. Professor Boyle teaches international law at the University of Illinois College of Law in Champaign. He holds a Doctor of Law Magna Cum Laude as well as a Ph.D. in Political Science, both from Harvard University.

Q: To get some idea of the magnitude of U.S. biological warfare research involving deadly diseases now going forward, the Federal government is said to be funding 400 laboratories globally. These labs purportedly are concocting new strains of lethal microbes for which there is no cure. Right off the bat, I’d like to ask you, “Is this a criminal enterprise whose dimensions are being concealed from the American public?” 

A: Of course it is! Since September 11, 2001, we have spent somewhere in the area approaching $100 billion on biological warfare. Effectively we now have an Offensive Biological Warfare Industry in this country that violates the Biological Weapons Convention and my Biological Weapons Anti-terrorism Act of 1989. We have reconstructed the Offensive Biological Warfare Industry that we had deployed in this county before its prohibition by the Biological Weapons Convention of 1972 that was described by Sy Hersh in his groundbreaking exposé of it in his book Chemical & Biological Warfare: America’s Hidden Arsenal (Bobbs-Merrill: 1968). Our putative adversaries around the world such as Russia and China have undoubtedly reached the same conclusions I have derived from the same open and public sources, and have responded in kind. So what the world now witnesses is an all-out offensive biological warfare arms race among the major military powers of the world: United States, Russia, Britain, France, China, Israel, inter alia. The Biological Weapons Convention has become the proverbial “mere scrap of paper.” But my BWATA still remains the law of the land in the United States with a penalty of life-in-prison for violators. That is why the self-styled “synthetic biologists” proposed to repeal my BWATA so that they can use Synthetic Biology to manufacture new classes of biological weapons more efficiently.

Q: Exactly what is biowarfare?

A: Biological warfare involves the use of living organisms for military purposes. Such weapons can be viral, bacterial, and fungal, among other forms, and can be spread over a large geographic terrain by wind, water, insect, animal, or human transmission. Toxins—living organisms such as fungi—are also used.

Q: Which are the most dangerous?

A: Today several U.S.G. labs are at work on Anthrax, Tularemia, Plague, Ebola, Botulism, and the genocidal Spanish Flu virus. 

Q: What do they do with these pathogens?

A: Using DNA genetic engineering, U.S. death scientists are concocting new strains of lethal microbes for which there are no cures. Bacteria, for example, can be made resistant to vaccines, made more virulent, easier to spread, and harder to eradicate. Right now U.S. death scientists are scouring the biosphere around the world to locate any bioagent in nature that they can exploit and pervert into offensive biowarfare purposes.

Q: USA Today has done some fine reporting on this subject. Among other things, their reporters have exposed massive incidents of lax security conditions at U.S.G. labs and university labs funded by U.S.G. What might the consequences be of this disregard for safety?

A: This is a biocatastrophe waiting to happen here in the United States. In fact it has already happened in West Africa with the Ebola pandemic there. It is only a matter of time before we have a similar pandemic at home here caused by U.S. biowarfare programs. In this regard you should watch the excellent award-winning documentary by Coen & Nadler entitled Anthrax-War (Transformer Films: 2009) in which I appear and served as a consultant on.

Q: Recently, 13 cases of plague were reported in Arizona, California, Colorado, Georgia, New Mexico, Oregon and Utah, resulting in three deaths. Could these deadly plague pathogens (infectious agents) have come from the U.S. government’s (U.S.G.) germ warfare labs? 

A: I suspect they might have. But proving it is another matter. Any time you see some mysterious and widespread outbreak of an exotic disease around the country, you have to factor into the analytical explanatory equation that it could be the result of some illegal U.S. biowarfare program.

Q: Is it a fact, as alleged, that the Anthrax pathogens mailed to two U.S. Senators and others after 9/11 trace back to the U.S.G. biowarfare lab at Ft. Detrick, Md.? You have written that Senators Daschle and Leahy, both Democrats, had opposed the Patriot Act, which gives U.S.G. unprecedented powers and abolishes Americans’ traditional personal liberties. If the Anthrax was sent by the Pentagon, was it to intimidate the Senators?

A: Yes! I have written about this in my book Biowarfare and Terrorism (Clarity Press: 2005). More recently my friend and colleague Professor Graeme MacQueen from McMaster University in Canada has also written about this in his book The 2001 Anthrax Deception (Clarity Press: 2014). You are free to read these two books, draw your own conclusions, and see if you agree with us. Over the years there are numerous interviews I have given on this matter that you can obtain by Googling my name and adding the word “anthrax” to their search engine. The twin purposes of these October 2001 anthrax attacks were (1) to scaremonger the American People and Congress into adopting the totalitarian and Orwellian USA Patriot Act and (2) to wage an offensive war of aggression against Iraq. As President George Bush Jr. proudly boasted: “Mission accomplished!” — on both counts.

Q: Recently, there have been outbreaks of Ebola in Sierra Leone and Liberia. You have raised the possibility that U.S.G. may be illegally experimenting with these diseases on citizens of those African nations. Could you please elaborate?

A: These Ebola vaccines were experimental U.S. biowarfare vaccines that were being tested out in West Africa. It was a result of testing out of the U.S. biowarfare vaccines at our lab in Kenema, Sierra Leone, that created the West African Ebola pandemic in the first place. I have given numerous interviews to support my conclusion here in more detail. These can be located by Googling my name and adding the word “Ebola” to their search engine.

Q: Is such germ warfare development work illegal under the BWC Treaty of 1972? (Dr. Boyle was the American attorney who wrote the implementing legislation for the U.S. that passed Congress without a single negative vote.)

A: Yes. The U.S. is a party to the 1972 Biological and Toxic Weapons Convention which bans “development, production, stockpiling and use of microbes or their poisonous products except in amounts necessary for protective and peaceful research…” Colonel David Huxsoll, Commander of the Army’s Medical Institute of Infectious Diseases, has admitted that offensive research is indistinguishable from defensive research. 

Q: Although Russia said it scrapped its germ warfare program after the Communists lost power in 1991, the U.S. budget for this purpose has increased. Are there any countries or terrorist groups that might realistically attack the U.S. with such weapons? One critic has said .U.S.G.’s biowarfare push resembles “a dog chasing its own tail.”

A: The truth of the matter is that the United States government has been pursuing the development of an offensive biowarfare program and industry since the Reagan administration and his Neoconservatives came to power in 1981. I set forth this earlier biowarfare documentation on Reagan and his Neo-Cons in my previous book The Future of International Law and American Foreign Policy (Transnational Publishers Inc.: 1989), Chapter 8, “The Legal Distortions Behind the Reagan Administration’s Chemical and Biological Warfare Buildup.” Interestingly enough, the Department of Defense itself reprinted my study as Current News: Special Edition: CHEMICAL WEAPONS, NO. 1586 (28 May 1987) and distributed it to thousands of high-level D.O.D. civilian and military officials all over the world.

Q: It sounds fantastic, I know, but scientists once paid by the U.S.G. to cure cancer are now being paid to develop deadlier strains of anthrax, dengue, Japanese encephalitis, tularemia, Q fever, and other dread diseases. Comment? 

A: On the relationship between cancer research and bioweapons you should have a look at the book by Dr. Len Horowitz, Emerging Viruses: AIDS and Ebola – Nature, Accident, or Intentional? (Tetrahedron Inc. 1996).

Q: You have written that Dr. Yoshihiro Kawaoka’s group at the University of Wisconsin has found a way to increase the toxicity of flu virus by 200 times. What is the purpose of this horrible-sounding research and why should U.W. support it?

A: This is the same U.S. death scientist who resurrected the genocidal Spanish Flu virus for the Pentagon for offensive biowarfare purposes. Like all U.S. universities, Bucky Badger U. gets a cut out of all research funds brought in from the outside. Here at Chief Illiniwak University they publicly admitted that they take 51 cents out of every research $1 Buck brought in from the outside and charge it off to “overhead.” At most American Universities today, money talks and principles walk. My Disalma Mater Harvard is no better, no worse, and no different.

Q: During the 1980-88 Iraq-Iran war, the Reagan White House okayed the Pentagon’s sale of weapons-specific biological agents and poison gas to Iraq that Saddam Hussein used against Iran and his own Kurdish minority? At least 5,000 Kurds were gassed. And, according to Time magazine of Jan. 20, 2014, the CIA reckoned Iran suffered 50,000 deaths. Doesn’t this prove the White House has used biological agents offensively? 

A: Certainly chemical weapons were used illegally. In addition, the Reagan administration shipped weapons-specific biowarfare agents to Saddam Hussein in Iraq in the hope and expectation that he would weaponize them and use them against Iran. He did weaponize them. So far I have not seen evidence that he used bioweapons against Iran or the Kurds. But these biowarfare weapons that Saddam Hussein produced thanks to Reagan and his Neo-Cons did “blowback” upon U.S. armed forces when they invaded Iraq in 1991. This “blowback” played a causative role in the Gulf War Syndrome that afflicted U.S. soldiers who participated in Gulf War I under President Bush Sr. I discuss this in my book Destroying World Order (Clarity Press: 2004) and in the British TV documentary The Dirty War (1993) produced by and shown on Britain’s Independent Television Network TV4 that I consulted on and appear in.

Q: You have pointed out that the Galveston National Laboratory in Texas, a high-containment research lab, admits to seeking for potential biowarfare agents in the wild in other parts of the world “in order to turn them into biological weapons.”

A: Right! They should shut down Galveston as an ongoing criminal enterprise along the lines of the S.S. and the Gestapo — except that Galveston is far more dangerous to humanity than Hitler’s death squads ever were. They say their work with Ebola is for a vaccine, but the same technology can also be weaponized. Galveston is working to aerosolize Ebola just as Ft. Detrick worked to aerosolize Anthrax. Aerosolization of a biowarfare agent is always the tip-off to the development of a weapon to be delivered by air to human beings who will breathe it in. Ft. Detrick should be shut down as well because it too is an ongoing criminal enterprise.

Q: Besides Ft. Detrick and Galveston, are there any other biowarfare laboratories you believe should be closed?

A: All of them. Since 1981, the Pentagon has been gearing up to fight and “win” biological warfare without prior public knowledge and review. What’s more, American universities have a long history of willingly permitting their research agenda, researchers, institutes, and laboratories to be co-opted, corrupted, and perverted by the Pentagon and the C.I.A. into death science. These include Wisconsin, North Carolina, Boston U., Harvard, M.I.T., Tulane, University of Chicago, and my own University of Illinois as well as many others.

Q: Biological warfare development requires highly sophisticated technology and safe laboratories. No so-called “terrorist” group is known to possess anything like the requisite facilities. Besides America, what countries have operative biowarfare labs? 

A: U.S., U.K., Russia, France, China, Israel, for sure. There are several other countries that the U.S. has established satellite biowarfare labs in.

Q: Is there any published data on U.S.G.’s expenditures for biowarfare since 9/11? I assume it has taken off like other Pentagon outlays.

A: Yes, there are published figures on this in the open record. The last time I did a calculation from them the sum was approaching $100 billion. By comparison, in 2012 Dollars we spent $30 Billion on the Manhattan Project to develop the atom bombs that were then used to destroy Hiroshima and Nagasaki. You can see my book The Criminality of Nuclear Deterrence (Clarity Press: 2002), Chapter 2, “The Lessons of Hiroshima and Nagasaki.” So that historical precedent and analogy is a pretty good indication that the U.S. Offensive Biowarfare Industry is intended for use on human beings somewhere. The momentum behind the money propels inexorably towards use of the weapons.

Q: Does the recent Pentagon mail-out of live anthrax virus to 86 laboratories here and to 7 nations abroad, bear out your prior criticism of U.S.G.’s careless handling of these pathogens?

A: Of course. But I don’t believe there was anything “careless” or “accidental” about any of this. The Pentagon knows exactly what they are doing. They are not “incompetent” at the Pentagon. This was deliberate. Just like the anthrax attacks of October 2001 were deliberate.

Q: You contend that the American pharmaceutical industry and the World Health Organization (WHO) are dumping dangerous vaccines in West Africa where the publics are already suffering from Ebola. Why would WHO get involved in this? Can you elaborate?

A: First, to make money. WHO is a front organization for BIG PHARMA. Second, to reduce the numbers of Black West Africans — genocide.

Q: It’s been estimated that 36,000 Americans are dying every year from flu. By contrast, only five Americans died from an Anthrax attack and that was back in 2001. Yet, the National Institutes of Health (NIH) in 2006, a typical fiscal year, received only $120 million from Congress to fight flu but $1.76 billion for “biodefense”? 

A: Right! These distorted budgetary allocations demonstrate that the priority here is not the promotion of the Public Health of American citizens but rather to further develop the U.S. Offensive Biowarfare Industry that will someday “blowback” upon the American People with a catastrophic pandemic.

Q: Scientists who oppose the Pentagon’s activity insist that germ-warfare defense is clearly impractical; that every person would have to be vaccinated against every harmful biological agent. Since that likely is clearly impossible isn’t the only application of a defensive development in conjunction with offensive use?

A: We are currently stockpiling vaccines to immunize our Civilian and Military Leadership Elites for if and when they decide to wage offensive biowarfare. Pace the Constitution, “We the People of the United States” will have to fend for ourselves as best we can with our grossly underfunded and inadequate public health services that have been deliberately starved of money in order to feed the U.S. Offensive Biowarfare Industry Beast.

Q: Recently, Defense Secretary Ashton Carter told a St. Louis audience of government employees, “You’re some of the nation’s most innovative and inventive physicists, chemists, and geneticists…molecular biologists,” etc. Yes, indeed. How many employees does the Pentagon now have in germ warfare work and how much is it costing the American people?

A: Overall I have read a figure that there about 13,000 death scientists in America today doing dirty biowarfare work who perversely call themselves “life scientists.” Doctor Mengele would be proud of them all! As Doctor Strangelove said: “Mein Fuhrer, I can walk!” Seventy years after World War II ended the Nazis have won.

Q: Given all of the above, does it appear conceivable to you the Pentagon is developing a massive germ warfare weapon as a means of intimidating the world? After all, it has positioned itself in about 900 bases around the globe from which it can, and does, strike using conventional weapons, and it has used illegal radioactive ammunition in its war against Iraq.

A: Of course. But not just intimidation. The Pentagon and the C.I.A. are ready, willing, and able to launch biowarfare when it suits their interests. They already attacked the American People and Congress and disabled our Republic with super-weapons-grade anthrax in October 2001. A fortiori they will do so again to foreign states and peoples when deemed convenient. Us too! They have a stockpile of that super-weapons-grade anthrax that they already used against us in October 2001.

Zika outbreak epicenter in same area where GM mosquitoes were released in 2015

The World Health Organization announced it will convene an Emergency Committee under International Health Regulations on Monday, February 1, concerning the Zika virus ‘explosive’ spread throughout the Americas. The virus reportedly has the potential to reach pandemic proportions — possibly around the globe. But understandingwhy this outbreak happened is vital to curbing it. As the WHO statement said:

“A causal relationship between Zika virus infection and birth malformations and neurological syndromes … is strongly suspected. [These links] have rapidly changed the risk profile of Zika, from a mild threat to one of alarming proportions.

“WHO is deeply concerned about this rapidly evolving situation for 4 main reasons: the possible association of infection with birth malformations and neurological syndromes; the potential for further international spread given the wide geographical distribution of the mosquito vector; the lack of population immunity in newly affected areas; and the absence of vaccines, specific treatments, and rapid diagnostic tests […]

“The level of concern is high, as is the level of uncertainty.”

Zika seemingly exploded out of nowhere. Though it was first discovered in 1947, cases only sporadically occurred throughout Africa and southern Asia. In 2007, the first case was reported in the Pacific. In 2013, a smattering of small outbreaks and individual cases were officially documented in Africa and the western Pacific. They also began showing up in the Americas. In May 2015, Brazil reported its first case of Zika virus — and the situation changed dramatically.

Brazil is now considered the epicenter of the Zika outbreak, which coincides with at least 4,000 reports of babies born with microcephaly just since October.

zika-microcephalyWhen examining a rapidly expanding potential pandemic, it’s necessary to leave no stone unturned so possible solutions, as well as future prevention, will be as effective as possible. In that vein, there was another significant development in 2015.

Oxitec first unveiled its large-scale, genetically-modified mosquito farm in Brazil in July 2012, with the goal of reducing “the incidence of dengue fever,” as The Disease Daily reported. Dengue fever is spread by the same Aedes mosquitoes which spread the Zika virus — and though they “cannot fly more than 400 meters,” WHO stated, “it may inadvertently be transported by humans from one place to another.” By July 2015, shortly after the GM mosquitoes were first released into the wild in Juazeiro, Brazil, Oxitec proudly announced they had “successfully controlled the Aedes aegypti mosquito that spreads dengue fever, chikungunya and zika virus, by reducing the target population by more than 90%.”

Though that might sound like an astounding success — and, arguably, it was — there is an alarming possibility to consider.

Nature, as one Redditor keenly pointed out, finds a way — and the effort to control dengue, zika, and other viruses, appears to have backfired dramatically.

The particular strain of Oxitec GM mosquitoes, OX513A, are genetically altered so the vast majority of their offspring will die before they mature — though Dr. Ricarda Steinbrecher published concerns in a report in September 2010 that a known survival rate of 3-4 percent warranted further study before the release of the GM insects. Her concerns, which were echoed by several other scientists both at the time and since, appear to have been ignored — though they should not have been.

Those genetically-modified mosquitoes work to control wild, potentially disease-carrying populations in a very specific manner. Only the male modified Aedes mosquitoes are supposed to be released into the wild — as they will mate with their unaltered female counterparts. Once offspring are produced, the modified, scientific facet is supposed to ‘kick in’ and kill that larvae before it reaches breeding age — if tetracycline is not present during its development. But there is a problem.

According to an unclassified document from the Trade and Agriculture Directorate Committee for Agriculture dated February 2015, Brazil is the third largest in “global antimicrobial consumption in food animal production” — meaning, Brazil is third in the world for its use of tetracycline in its food animals. As a study by the American Society of Agronomy, et. al., explained, “It is estimated that approximately 75% of antibiotics are not absorbed by animals and are excreted in waste.” One of the antibiotics (or antimicrobials) specifically named in that report for its environmental persistence is tetracycline.

In fact, as a confidential internal Oxitec document divulged in 2012, that survival rate could be as high as 15% — even with low levels of tetracycline present. “Even small amounts of tetracycline can repress” the engineered lethality. Indeed, that 15% survival rate was described by Oxitec:

“After a lot of testing and comparing experimental design, it was found that [researchers] had used a cat food to feed the [OX513A] larvae and this cat food contained chicken. It is known that tetracycline is routinely used to prevent infections in chickens, especially in the cheap, mass produced, chicken used for animal food. The chicken is heat-treated before being used, but this does not remove all the tetracycline. This meant that a small amount of tetracycline was being added from the food to the larvae and repressing the [designed] lethal system.”

Even absent this tetracycline, as Steinbrecher explained, a “sub-population” of genetically-modified Aedes mosquitoes could theoretically develop and thrive, in theory, “capable of surviving and flourishing despite any further” releases of ‘pure’ GM mosquitoes which still have that gene intact. She added, “the effectiveness of the system also depends on the [genetically-designed] late onset of the lethality. If the time of onset is altered due to environmental conditions … then a 3-4% [survival rate] represents a much bigger problem…”

As the WHO stated in its press release, “conditions associated with this year’s El Nino weather pattern are expected to increase mosquito populations greatly in many areas.”

Incidentally, President Obama called for a massive research effort to develop a vaccine for the Zika virus, as one does not currently exist. Brazil has now called in 200,000 soldiers to somehow help combat the virus’ spread. Aedes mosquitoes have reportedly been spotted in the U.K. But perhaps the most ironic — or not — proposition was proffered on January 19, by the MIT Technology Review:

“An outbreak in the Western Hemisphere could give countries including the United States new reasons to try wiping out mosquitoes with genetic engineering.

“Yesterday, the Brazilian city of Piracicaba said it would expand the use of genetically modified mosquitoes …

“The GM mosquitoes were created by Oxitec, a British company recently purchased by Intrexon, a synthetic biology company based in Maryland. The company said it has released bugs in parts of Brazil and the Cayman Islands to battle dengue fever.”

Flu epidemic in Ukraine: U.S bioweapon of war

After reviewing information about the flu epidemic coming to Ukraine and the number of fatalities associated with this disease in different regions of the country, I remembered that six months ago I wrote an article on a similar theme. And then came the thought: if not elements is “controlled chaos” implemented in Ukraine?
Then, six months ago, in my paper, I analyzed the content of the apocalyptic parables of “Advent”, written by O. Turchynov.
Yes, we are talking about the same Oleksandr Turchynov  which in one case seems like a pastor of some Church, in other cases – as one of the officials responsible for security in Ukraine. Here is an excerpt from that article: “The speaker impartially narrated about victims in South Korea who died from the disease, caused by an unknown virus”.
And then I had a feeling of deja vu. Where was I able to hear about it before? The key words spoken on television: “Preparations for the treatment of this disease does not exist.” Here it is! It’s the leitmotif of the plot of the book “Advent,” by Oleksandr Turchynov  where the author describes the behavior of people during the worldwide spread of an unknown disease: “The main problem facing doctors and scientists in all countries, is that the virus that causes “barking (dog) flu that is resistant to all known antiviral drugs. In this regard, the disease at this stage can quickly be diagnosed, but there is no cure…” (p. 115)
And here on the Internet appeared the information about the impending flu epidemic already in South Korea, and the Ukraine: “Over three weeks in Odessa, 15 people died of flu and its consequences, in Vinnytsia region — 7, in the occupied Kramatorsk — 17. Kiev confirmed only two deaths from flu, but the situation in the capital is close to peak. The official number of cases in Ukraine in just one day, January 11, reached five thousand. Doctors say that the challenges have grown 2-3 fold. All the same symptoms: very high fever (above 39 degrees) and cough. Authorities say quarantine in schools and kindergartens can be setup in the near future”.
Disappointing statistics were published and the Deputy Head of the Verkhovna Rada Committee on Health Irina Sysoenko: “Today, the flu affected 5.7 per cent of the total population. Of these, 70 percent are children, pregnant women. The greatest number of cases are in Vinnytsia, Odessa, Kharkiv, Kyiv and Kyiv region. In comparison with last year the number of fatalities increased by 10 percent. In Odessa 28 patients died, in Vinnytsia – 25”. The MP advised citizens not to self-medicate and named the reasons for the increased number of deaths: “Low level influenza vaccination, self-medicated people, as well as lack of primary health care, including the insufficient number of medicinal products at medical institutions”.
“We haven’t reached the epidemiological threshold. This is the usual peak for influenza season,” – Ukrainian-Georgian Minister Kvitashvili said on January 12th. This reassurance does not prevent a comparison with the Ukrainian population of Poland during the same epidemiological period from October to early January when just five people died from the flu, the same as in Kyiv.
In Kiev from the 16th January, there will be a quarantine in educational institutions and health care, as well as restrictions on holding public events.
Vinnytsia, Odessa, Kharkiv, Kyiv and Kyiv region… In Russia the flu this year didn’t come from the East and from the South-West, Ukraine…
In the summer of 2015 our activists sounded the alarm about a strange laboratory located in many cities of Ukraine, published on American money, and Americans, as you know, ain’t no charity. Then what is being develops in these labs?
The alarm was caused by community members on the information about the level of data security labs have been assigned a level three (of the four, the fourth – the maximum). This suggests that these laboratories can produce bioweapons and their level of safety is equated to military installations.
For example, in Kharkov, just 800 metres from residential areas of the town of Merefa and 25 km from the Kharkov, despite the lack of permits, the American company Black & Veatch, which is among the contractors of the U.S. Department of Defense, undertook the construction of a biological laboratory that has the potential to develop biological weapons. Officially this is called “Central reference laboratory“, according to information from local residents, Ukrainians do not work in the laboratory as overseas experts are imported. Also there are reports that if the laboratory were to open a “Depository” for storage of hazardous biological materials, including, for example, pathogenic strains of plague, anthrax and other diseases, they are of interest not only to biologists, but also the military.
Today this information is particularly disturbing. Not to mention a strange epidemic in Ukraine, which began with the coming to power “orange”. Recall that in 2009, during the Prime Minister Yulia Tymoshenko, a fellow member of A. Turchynov, the country was raised the hype around the flu, which was named “pork”. And it is against public in Ukraine under President Viktor Yushchenko since 2005, in coordination with the US defense Department biological laboratories.
Why the biological laboratory was created in Ukraine becomes clear only now, in light of the information that the United States is going to have a biological weapons attack in Syria. So, in this article the IEE expert Henry Kamens notes that American strategists have found a way out of the Syrian conflict, delegating their decision to the Turkish authorities, by organizing a “full-scale biological attack.” According to the author, “The anthrax spores, which will presumably be used to attack, will be delivered to Syria from Georgia, where there are a large number of American laboratories conducting experiments not only on dangerous viruses, but also over the Georgian population”.

US encircling Russia with bioweapons labs, covertly spreading them – Russian FM

The US is obstructing international efforts to eradicate biological weapons, seeking to involve other nations covertly in research on weaponized diseases, Moscow charged. America’s record of handling bioweapons is poor.

The accusations of mishandling biological weapons voiced by the Russian Foreign Ministry refer to a recent report that the US military shipped live anthrax by mistake. Last week, the Pentagon admitted sending samples of the highly dangerous disease to at least 51 labs in 17 US states and three foreign countries.

The delivery “posed a high risk of outbreak that threatened not only the US population, but also other countries, including Canada and Australia. Of great concern is the shipment of bacteria to a US military facility in a third country, the Osan Air Base in South Korea,” the Russian ministry said in a statement.

It added that an anthrax outbreak incident occurred in 2001, which also involved a US military lab.

For Russia such incidents are of particular concern, because one of its neighbors, Georgia, hosts a research facility for high-level biohazard agents. The Richard G. Lugar Center for Public and Animal Health Research near Tbilisi is an undercover American bioweapons lab, a branch of the Walter Reed Army Institute of Research, Russia believes.

“American and Georgian authorities are trying to cover up the real nature of this US military unit, which studies highly dangerous infectious diseases. The Pentagon is trying to establish similar covert medico-biological facilities in other countries [in Russia’s neighborhood],” the Russian ministry said.

Moscow says the US is de facto derailing international efforts under the Biological and Toxin Weapons Convention (BTWC), a 1972 international treaty aimed at eradicating bioweapons worldwide.

“The US administration is obviously not interested in strengthening this convention. It’s known that in 2001 the US unilaterally torpedoed multilateral talks in Geneva to work on a verification mechanism for the BWTC and have since obstructed their restart. Decades of international effort to strengthen the convention were derailed,” the statement said.

The Russian Foreign Ministry’s indictment comes amid a wider list of accusations against the US over what Moscow sees as American violations of various international agreements dealing with weapons control, non-proliferation and disarmament.

The statement came in response to a US annual report on the issue, which accused Russia of various wrongdoings. Moscow considers such reports “megaphone diplomacy.” Such tactics aren’t aimed at resolving any differences, but instead support America’s pretense to be the ultimate judge of other nation’s behavior, the ministry said.

US bioweapons labs, billions in research are a ‘real problem’ – Russian security chief

The head of Russia’s Security Council has warned of “a real problem” posed by the growing number of US-controlled laboratories that produce biological weapons. Nikolay Patrushev estimated that Washington allocates “tens of billions of dollars” to this research.

Speaking after Russia’s Security Council meeting, Patrushev mentioned the threat stemming from biological weapons laboratories that operate on the territories of the Commonwealth of Independent States (CIS).

“There are also other problems, such as the production of military oriented biological weapons and the very large funding allocated to this,” Patrushev said. “This is tens of billions of dollars. Additionally, the number of laboratories under US jurisdiction or control has increased 20 times.”

What is more worrying is that some of such laboratories “operated and operate” on CIS soil, said Patrushev.

“This is why the problem is real,” he said.

The head of the Security Council has also mentioned the chemical weapons issue, saying that Russia will dispose of its remaining arsenal by 2020 – eight years earlier than the US.

“We are putting into practice a program to get rid of chemical weapons. Russia will dispose of these weapons by 2020. It was expected that the US will also destroy these weapons by that time, but according to today’s plans, it will carry out the disposal by 2028,” Patrushev told journalists.

In June, the Russian Foreign Ministry accused the US of encircling Russia with bioweapons labs, as well as obstructing international efforts to eradicate biological weapons.

Russia’s new National Security strategy

Acting by decree, an updated national security strategy, has been implemented which fundamentally redefines US-Russia relations. 

It addresses significant threats Russia faces – notably US-led NATO encroaching on its borders, stating:

“The buildup of the military potential of the North Atlantic Treaty Organization (NATO) and vesting it with global functions implemented in violations of norms of international law, boosting military activity of the bloc’s countries, further expansion of the alliance, the approach of its military infrastructure to Russian borders create a threat to the national security.”

It accused Washington and it allies of “seeking to keep up their domination in global affairs,” risking greater conflicts than already.

Russia’s Foreign Ministry issued a statement, saying

“(t)he course NATO has assumed towards ‘deterring’ Russia, materialized as a buildup of military presence in countries of Eastern Europe and the Baltic States, increase in the number and intensity of exercises close to the Russian border, necessitated measures to counter the threats that NATO creates for Russia’s national security.”

“The remaining channels of a political dialogue with NATO and bilateral contacts with the leadership of the key member countries of the organization have been used for the explanation of negative consequences and potential risks from changes to the existing configuration of forces in Europe.”

The Ministry noted the “confrontational nature of the Alliance’s decision to invite Montenegro to the start of talks on its accession to NATO, leading to a further fragmentation of the European security space, creation of new demarcation lines on the continent.”

Are plans to incorporate Ukraine next not yet revealed? Will US-led NATO divisions be deployed along Russia’s borders more than already? Pentagon tactical and strategic nuclear weapons target its heartland.

Are things heading recklessly toward direct confrontation? Russia’s warning against deploying nuclear weapons in Europe to avoid “dangerous consequences” went unheeded.

Former German Defense Ministry Parliamentary State Secretary Willy Wimmer called “new attack options against Russia a conscious provocation of our Russian neighbor.”

Despite Bundestag members overwhelmingly ruling for the withdrawal of US nuclear weapons from Germany earlier, new ones are being deployed, sparking outrage in Russia.

Foreign Ministry spokeswoman Maria Zakharova called it “an infringement of Articles 1 and 2 of the Treaty on Non-Proliferation of Nuclear Weapons.”

Putin responded to Washington’s provocative Eastern European expansion, saying Russia “will be forced to aim our armed forces…at those territories from where the  threat comes.”

“It is (US-led nuclear armed and dangerous) NATO that is moving towards our border, and we aren’t moving anywhere.”

Russia’s Foreign Ministry accused Washington of “inciting tensions and carefully nurturing (its) European allies’ anti-Russian phobias (as a pretext for) expanding its military presence and influence in Europe” – threatening world peace.

Key US NATO allies Britain, France, Germany, Turkey and others march in lockstep with its aggressive anti-Russian policy. Its officials have just cause for concern.

Russian lower house State Duma Speaker Sergey Naryshkin called NATO a “cancer tumor” in Europe. World peace depends on its “disband(ment).”

“This could be done in several stages,” he said. First “expel” America. Disbandment could “painlessly” follow – a vital step toward “strengthening security and stability on the European continent,” he stressed.

Russia’s updated national security strategy cited other significant threats – including internally or externally instigated color revolutions, a US specialty, threatening its sovereignty by undermining and destabilizing its political integrity.

US bioweapons threaten its security, the document saying its “network of…biological military labs is expanding on the territories of countries bordering Russia.”

Its “independent foreign and domestic policy has been met with counteraction by the US and its allies, seeking to maintain” unchallenged global dominance, including by marginalizing, containing, weakening and isolating Russia, a high-risk confrontational policy assuring no winners.

US-installed fascists in Ukraine pose a direct threat to Russia’s security. Their regime represents a “long-term source of instability in Europe and directly at the Russian border” – an intolerable situation forcing Putin to respond appropriately, at the same time fostering peace and stability.

Moscow wants nuclear proliferation constrained, urging “the creation of appropriate conditions that will enable a reduction of nuclear weapons without damaging international security and strategic stability” – perhaps a first step toward eliminating these hugely destructive weapons once and for all.

Its document explained “(a)n entire spectrum of political, financial, economic and information instruments has been brought into struggle for influence in the international arena.” America’s agenda threatens world peace.

Russia only intends using force when other options to “protect the national interests” fail, a possibility it hopes won’t be necessary.

It’s concerned about its resource-dependent economy, noting a need to become more diversified and competitive.

It cites “a lag in the development of advanced technologies, the vulnerability of the financial system, the imbalance of the budgetary system, the economy going offshore, the exhaustion of the raw materials base, the strength of the shadow economy, conditions leading to corruption and criminal activities, and uneven development of regions.”

It intends initiatives designed to deal with these and other significant issues – planning social and economic policies to strengthen its financial system, as well as “ensur(e) its sovereignty and the stability of the national currency.”

It understands the threats and challenges it faces – intending to address them effectively, permitting no outside forces from compromising its sovereignty, especially US-led Western ones.

Whether its efforts will be enough to avoid potentially catastrophic global war is the most pressing issue of our time.

America’s expansive Bioweapons Industrial Complex

The dystopian British sci-fi film 28 Days Later opens with animal rights activists breaking into the Cambridge Primate Research facility to free chimpanzees used in a secret weapons program.

Terrified by the intrusion, a scientist warns the raiders that the chimps are infected with a genetically-modified pathogen. Ignoring his admonition, the chimps are let loose from their cages and immediately attack everyone in sight, unleashing a plague of unimaginable proportions.

Despite the film’s fanciful scenario (with animal rights’ campaigners clearly focused in the cross-hairs) this grim, cautionary tale does contain a kernel of truth. While marauding gangs of flesh-eating zombies haven’t invaded our cities, a subtler threat looms on the horizon.

The sixth anniversary of the murder of British bioweapons expert Dr. David Kelly on July 17, 2003, lifted the lid on more than government lies that smoothed the way for the illegal invasion and occupation of Iraq; it exposed the shadowy world of germ warfare research in Britain and the United States.

Along with the 2001 anthrax attacks in America that murdered five people and exposed some 10,000 others to a weaponized form of the bacteria, Kelly’s death under highly questionable circumstances focused attention on the West’s bioweapons establishment. For a fleeting instant, all eyes were trained on an international network of medical researchers, corporate grifters and Pentagon weaponeers busy as proverbial bees experimenting with deadly microorganisms.

And then as they say, things went dark; as more bodies piled up, cases were “closed” and the money kept on flowing…

An Expansive Bioweapons-Industrial Complex

The production of biological weapons were ostensibly banned when the United States signed the Biological Weapons Convention (BWC) in 1975. However, the absence of any formal verification regime limited, some would argue purposely so, the effectiveness of the treaty from the get-go.

Indeed, a giant loop hole in the BWC allows for the production of “small quantities” of pestilential agents “for medical and defensive purposes.” Note however, it is is not the production of said agents that are prohibited as such but rather, their transformation into “weapons, equipment or means of delivery … for hostile purposes or in armed conflict.”

And with the September 11 and anthrax attacks as a pretext, the United States embarked on a systematic and reckless program to expand research into the creation of prohibited weapons systems. Along with renewed interest in these dodgy projects, now euphemistically dubbed “biodefense” to avoid breaching the BWC, came a huge increase in funding as new facilities are built and older ones “upgraded.” A May 2009 report by the Congressional Research Service (CRS) estimates that overall government spending has “increased from $690 million in FY2001 to $5.4 billion in FY2008.”

According to the Washington D.C.-based Center for Arms Control and Non-Proliferation since the 2001 terrorist attacks “the U.S. government has spent or allocated nearly $50 billion among 11 federal departments and agencies to address the threat of biological weapons. For Fiscal Year 2009 (FY2009), the Bush Administration proposes an additional $8.97 billion in bioweapons-related spending, approximately $2.5 billion (39%) more than the amount that Congress appropriated for FY2008.”

The bulk of these funds according to the Center have gone to the Department of Health and Human Services’ Biomedical Advanced Research and Development Authority, or BARDA ($31.5 billion), the Defense Department ($11.8 billion), Department of Homeland Security ($3.3 billion) and Project BioShield ($5.5 billion).

Yet according to numerous studies, deadly pathogens are far more likely to spread like wildfire as the result of a laboratory accident than an attack by germ-wielding terrorists. As I write, labs with Biosafety Level 3 (BSL-3) and Biosafety Level 4 (BSL-4) facilities are sprouting up like poisonous mushrooms across the United States.

A BSL-3 lab designation means that a facility is equipped to handle indigenous or exotic agents that may cause serious or potentially lethal disease after inhalation. Examples of substances handled by a BSL-3 lab include tuberculosis, anthrax, West Nile virus, SARS, salmonella, and yellow fever.

On the other hand, a BSL-4 lab handles the most deadly pathogens known to humankind; in other words, aerosol-transmitted infectious agents that cause fatal diseases for which no known treatments are available. Examples of substances handled by a BSL-4 lab include: Marburg virus, Ebola virus, Lassa fever and Crimean-Congo hemorrhagic fever.

CRS researchers reported that “Non-federal entities have also expanded or constructed additional high-containment laboratories. In addition to the threat of bioterrorism, an increasing awareness of the threat posed by emerging and re-emerging diseases has led to the proliferation of high-containment laboratories internationally, as the technologies used are widely available.”

Shockingly, CRS was unable to determine the exact number of BSL-3 laboratories currently operating in America. However Congress’ research arm said that “the total amount of planned or existent BSL-4 space in the United States has increased by an estimated twelve-fold since 2004.”

Much of this work, conveniently, is being contracted out to private corporations with little or no effective oversight. Among the more prominent firms to have received the federal government’s largesse for BSL-3 and BSL-4 work according to CRS, one finds the “Lovelace Respiratory Research Institute, Battelle Memorial Institute, Southern Research Institute, and others.” Indeed, much can be hidden here, including outsourced secret weapons research, under the rubric of “proprietary information” and “intellectual property” of course!

During 2007 hearings before Congress’ Committee on Energy and Commerce’s Subcommittee on Oversight and Investigations, committee Chairman Rep. Bart Stupak (D-MI) said:

These BSL–3 and 4 labs are the facilities where research is conducted on highly infectious viruses and bacteria that can cause injury or death. Some of the world’s most exotic and most dangerous diseases are handled at BSL–3 and 4 labs, including anthrax, foot-and-mouth disease and Ebola fever. The accidental or deliberate release of some of the biological agents handled at these labs could have catastrophic consequences. Yet, as we will hear from the Government Accountability Office, GAO, no single Government agency has the ultimate responsibility for ensuring the safety and securing of these high-containment labs. However, GAO states there is a major expansion of the number of BSL laboratories is occurring both in United States and abroad but the full extent of that expansion is unknown. The hearings revealed that no one “in the Federal Government even knows for sure how many of these labs there are in the United States, much less what research they are doing or whether they are safe and secure.” Neither “safe” nor “secure” such facilities however, are highly profitable.

During 2007 alone, some 100 “incidents” were reported; however, “there are indications that the actual number of incidents may be much higher,” according to Rep. Stupak. Reporting guidelines are so lax that dangerous pathogens such as hantavirus, SARS and dengue fever “are not on the select agent list” nor are there requirements “that the theft, loss or release of these agents … be reported to Federal officials.”

According to Edward Hammond, director of the now-defunct Sunshine Project, some 20,000 people working at more than 400 sites in the U.S. conduct research on organisms that can be used as bioweapons. This represents a tenfold increase in employment at such facilities since the 2001 anthrax attacks.

Using the Freedom of Information Act to pry data from the federal government, Hammond obtained records from a score of university biosafety committees. What he discovered was disturbing to say the least. Plague, anthrax, Rocky Mountain spotted fever, tularemia, brucellosis and Q fever; these are some of the deadly pathogens that escaped containment through poor safety practices and resulted in the inadvertent sickening of lab workers.

Scientists have warned for years that the more people who handle these toxic substances, the higher the probability that mishaps will occur. Among the more well-publicized incidents, Hammond reported the following:

* Texas A&M University: workers were exposed to Q fever when it escaped containment;
* University of New Mexico: one worker was jabbed with an anthrax-laden needle while another was stuck with a syringe filled with an undisclosed, genetically altered microbe;
* University of Ohio Medical Center: workers are exposed to and infected with Valley Fever;
* University of Chicago: a syringe puncture of a lab worker with an undisclosed substance that required heavy containment, most likely anthrax or plague;
* University of California at Berkeley: workers handled the air-borne toxin Rocky Mountain Spotted Fever without containment. It had been mislabeled as “harmless”.

More recently, Global Security Newswire reported in June that an inventory at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Md., “found nearly 10,000 more vials of potentially lethal pathogens than were known to be stored at the site.”

Claiming that there are “multiple layers of security,” Ft. Detrick’s deputy commander Col. Mark Kortepeter said it was “extremely unlikely” that any of the center’s samples had been smuggled out. “Unlikely,” but not impossible.

Amongst the 9,200 extra samples uncovered during the inventory were “bacterial agents that cause plague, anthrax and tularemia; Venezuelan, Eastern and Western equine encephalitis viruses; Rift valley fever virus; Junin virus; Ebola virus; and botulinum neurotoxins.” So much for a “culture of safety”!

Any one of these pathogens should they escape or made to “disappear,” could be transformed into a doomsday weapon.

Designer Genes, Designer Weapons

In Emerging Technologies: Genetic Engineering and Biological Weapons, researcher Edward Hammond described how “Genetic engineering can contribute to offensive BW programs in a variety of ways. With genetic manipulation, classical biowarfare agents such as anthrax or plague may be made more efficient weapons. Barriers to access to agents such as smallpox, Ebola or the Spanish flu are being lowered by genetic and genomic techniques.”

No longer the province of science fiction, recombinant DNA research is being exploited by enterprising corporate grifters for decidedly sinister purposes. Hammond writes that while “access to highly virulent agents and strains is increasingly regulated and restricted,” with lethal toxins such as the smallpox virus “eradicated outside the laboratory more than 20 years ago … it is only a question of time before the artificial synthesis of agents or agent combinations becomes possible.”

The available evidence suggests such work, alarmingly, is advancing at a rapid rate.

In 2002, poliovirus was synthesized by a research team at the University of New York in Stony Brook. Hammond writes that “researchers built poliovirus ‘from scratch’ through chemical synthesis. Starting with the gene sequence of the agent, which is available online, the researchers synthesized virus sequences in the lab and ordered other tailor-made DNA sequences from a commercial source. They then combined them to form the full polio genome. In a last step, the DNA-sequence was brought to life by adding a chemical cocktail that initiated the production of a living, pathogenic virus. The experiment was funded by the US Defense Advanced Research Projects Agency (DARPA).”

While poliovirus is not “well suited” as a bioweapon, “the experiment exemplifies possibilities that generate real problems if similar techniques become applicable to agents such as smallpox.” Hammond averred that in 2002 “such a technique was demonstrated.” Indeed, “the full sequences of at least two different smallpox strains are available in the internet, and most recently a new internet site dedicated to poxvirus genomic sequences has been launched.”

As frightening as the potential for genetically engineering smallpox as a bioweapon, U.S. researchers, led by a Pentagon pathologist “recently began to genetically reconstruct” the dangerous influenza strain responsible for the 1918-1919 pandemic. “In one experiment” Hammond informs us, “a partially reconstructed 1918 virus killed mice, while virus constructs with genes from a contemporary flu virus had hardly any effect.” During the 1918-1919 outbreak some 40 million people died in the global pandemic.

Hammond reports that a sample of lung tissue from a 21-year-old soldier who died in 1918 at Ft. Jackson in South Carolina “yielded what the Army researchers were looking for: intact pieces of viral RNA that could be analysed and sequenced. In a first publication in 1997, nine short fragments of Spanish flu viral RNA were revealed. Due to the rough tissue preparation procedure in 1918, no living virus or complete viral RNA sequences were recovered.”

But far from inhibiting Pentagon researchers, biowarfare proponents were jumping for joy when Army scientists recovered intact pieces of viral RNA that were then subsequently pulled apart and analyzed. By 2002 according to Hammond, “four of the eight viral RNA segments had been completely sequenced, including the two segments that are considered to be of greatest importance for the virulence of the virus.”

Which leads to a queasy sense that perhaps the current outbreak of the H1N1 strain of swine flu may be the result of some mad experiment gone awry. Adrian Gibbs, a prominent Australian scientist who collaborated on research that led to the development of the Tamiflu drug, told Bloomberg News “the new strain may have accidentally evolved in eggs scientists use to grow viruses and drugmakers use to make vaccines. Gibbs said he came to his conclusion as part of an effort to trace the virus’s origins by analyzing its genetic blueprint.”

“The sooner we get to grips with where it’s come from, the safer things might become,” Gibbs told Bloomberg. “‘It could be a mistake’ that occurred at a vaccine production facility or the virus could have jumped from a pig to another mammal or a bird before reaching humans, he said.”

Gibbs is no crank and his claims, at least initially, were taken seriously by the World Health Organization (WHO). Kenji Fukada, WHO’s assistant director-general of health security and environment said the agency is reviewing Gibbs’ report. On the other hand, the American Centers for Disease Control in Atlanta dismissed the findings, deciding there is “no evidence” to support the scientist’s conclusions.

His research is considered credible and the scientist said his analysis is supported by other researchers, including Richard Webby, a virologist at St. Jude Children’s Research Hospital in Memphis who found “the new strain is the product of two distinct lineages of influenza that have circulated among swine in North America and Europe for more than a decade.”

Gibbs told the financial publication he saw no evidence that “the swine-derived virus was a deliberate, man-made product.” The researcher said, “I don’t think it could be a malignant thing. It’s much more likely that some random thing has put these two viruses together.”

Fukada later said that Gibbs’ proposition “didn’t fit the evidence.” The WHO official added that the organization will need to review Gibbs’ research article when it is published, but he indicated that “it is unlikely to change the experts’ conclusions.”

Perhaps Gibbs is wrong and his findings will be relegated to the sidelines. Having said that however, the danger that H1N1 or some derivative might be weaponized cannot be dismissed out of hand.

Indeed, the Journal of the Royal Society of Medicine was so-alarmed by the prospect that in 2003 they commented, “the possibility for genetic engineering and aerosol transmission [of influenza] suggests an enormous potential for bioterrorism.” Unsaid, of course, was the gravest threat posed by such dark research may be state terrorism, more specifically, American state terrorism.

Plum Island

If past is prologue, it might be an instructive exercise to take a short detour down memory lane.

One spooky facility that played a key role in America’s Cold War bioweapons programs is the 840-acre Plum Island Animal Disease Center (PIADC). Under the nominal control of the U.S. Department of Agriculture, Plum Island shared close ties with the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Md.

According to a series of striking reports by researcher Mark Sanborne, Plum Island’s “spiritual godfather” was none other than one Dr. Erich Traub, “a Nazi scientist with a fascinating history.” Traub spent the pre-war years as a scientific fellow at the Rockefeller Institute in Princeton, N.J., “studying bacteriology and virology, while still finding time to hang out at Camp Sigfried, headquarters of the American Nazi movement in Yaphank, Long Island, 30 miles west of Plum Island.”

Citing evidence uncovered by researcher by Michael Christopher Carroll in his exposé Lab 257, when war broke out, Traub returned to Germany and became the head of Insel Riems, the Nazi state’s secret biological warfare research facility located on an island in the Baltic Sea. A fanatical Nazi, Traub tested germ and viral sprays over the occupied Soviet Union “while reporting directly to Heinrich Himmler.”

With a CV such as this one would have expected Traub to have landed in prison or at the end of a rope. Think again!

After the war Traub worked briefly for the Soviets before escaping into the embrace of Operation Paperclip, Washington’s covert employment program for useful Nazi scientists. As Werner von Braun was to rockets, Traub was to germs: He promptly went to work for the Naval Medical Research Institute and gave operational advice to the CIA and the biowarriors at Fort Detrick. Indeed, his detailed description of his work at Insel Riems probably helped inspire the selection of Plum Island by the Army: both the German and U.S. facilities were situated on islands where the prevailing winds blew (mostly) out to sea. But that’s all in the past, right? Well, not entirely…

Carroll builds a compelling case that the 1975 outbreak and subsequent pandemic spread of Lyme Disease, a tick-borne pathogen first identified in Old Lyme, Connecticut “just 10 miles across Long Island Sound from Plum Island,” may have originated when a secret bioweapons experiment went awry.

Since its 1975 appearance nearly 300,000 cases have been reported in 49 states, although given its mimetic abilities and confusing, multi-symptom manifestations, the CDC estimates that only one in 10 cases are recognized as such, which means potentially some three million Americans may have been infected by the pathogen.

Indeed, what makes Lyme the perfect cover as a bioweapon is its capacity as “a devious, multi-systemic, inflammatory syndrome that mimics other illnesses by encompassing a range of afflictions, including chronic and crippling pain and fatigue that untreated can spread to organs and the central nervous system, causing depression, palsy, memory loss, psychosis, and even encephalitis and death,” Sanborne grimly informs us.

Why then, would America’s biowarriors concern themselves with a disease that “incapacitates but rarely kills” its victims? According to Sanborne, “the logic is brutally simple.” Drawing an analogy between how a wounded soldier puts greater stress on an army than a dead one, “gradually sickening a population places greater economic and social stress on a society than simply killing a limited number of people with a more direct and virulent attack.”

And if such a disease can be transmitted via a natural vector like ticks or mosquitoes that already possess built-in plausible deniability so to speak “and can confuse medical authorities by presenting a broad array of symptoms that mimic other conditions (Bb, like its more famous relative syphilis, has been called the ‘Great Imitator’), then so much the better,” Sanborne wrote.

Carroll discovered during his research that entomologist Dr. Richard Endris and African swine fever team leader Dr. William Hess, traveled to Cameroon and other parts of Africa on “tick-hunting safaris.” By the time the pair had finished their collection, they had reared “over 200,000 hard and soft ticks of multiple species.”

Lab containment practices were cited as “unsafe” by outside consultants who “strongly recommended” the construction of a “modern, approved insectory be undertaken for future research.” (emphasis in original) The pair were fired in 1988 and the tick colony destroyed, but the question remains: were the ticks already out of the bag?

There is also evidence that Plum Island researchers experimented with more than ticks. Carroll averred,

Dr. Endris also conducted experiments with sand flies on Plum Island in 1987 to test transmission of leishmaniasis, a bacterial ailment that if left untreated, has a human mortality rate of almost 100 percent. It is characterized by irregular bouts of fever, substantial weight loss, and swelling of the spleen and liver. The work was performed under contract for Fort Detrick, and serves as another example of a deadly germ warfare agent worked on at Plum Island for the Army, with no public knowledge or public safety precautions taken. Like other parts of America’s bioweapons-industrial complex, disease outbreaks and subsequent cover-ups go hand in hand. The New York Times reported in 2004 that “the highly contagious foot and mouth virus had briefly spread within the Plum Island Animal Disease Center in two previously undisclosed incidents earlier this summer.”

Fear not, lab spokesperson Donald W. Tighe told the paper “the virus had remained within the laboratory’s sealed biocontainment area. He said there had been no risk to humans or animals inside or outside the laboratory.” An investigation “is continuing.” Alarmingly, in 1991, Hurricane Bob knocked out power on the island for several hours and disabled the air pressure systems that contained the viruses. At the time, lab spokespersons assured the public “they were safe.”

Plans are afoot to close the facility. Global Security Newswire reported in February that the Department of Homeland Security is planning a new, $450 million facility to be built on the Kansas State University campus.

However, The New York Times revealed that “additional costs” would bring the total to about $630 million.” The National Bio and Agro-Defense Facility (NBADF) would have “safety built into every square inch,” DHS Secretary Janet Napolitano assured critics.

Coming to a City Near You!

Despite lax oversight and a veritable $50 billion ocean of cash washing over universities, corporations and the military, since 2002 the National Institutes of Health (NIH) has spent billions on the construction of new BSL-3 and BSL-4 facilities. More are planned, including those already under construction in major U.S. cities.

One Boston resident, alarmed by the prospect that Boston University Medical Center officials were building “a biological defense laboratory in one of the city’s poorest neighborhoods” told the Los Angeles Times, “We heard anthrax and Roxbury-South End,” she recalled. “Then we heard Ebola. The last thing we heard was bubonic plague. We looked at each other and said, ‘No way are they bringing that … into our community.’”

Seven years later, the $198-million lab complex stands completed between an apartment building and a flower market. But state and federal lawsuits by anxious residents, backed by skeptical scientists, have blocked the opening until late next year at the earliest.

The battle marks the first major setback in the vast growth since the Sept. 11, 2001, terrorist attacks of labs authorized to research the world’s most dangerous diseases. It also underscores a growing debate over the safety and security of such labs–and whether so many are needed. Working class Boston residents aren’t the only people alarmed by the explosive growth of such facilities.

According to a 2008 University of California budget document the Board of Regents recommended the allocation of $3,998,000 for a project to renovate and “upgrade” the existing laboratory facility “for programs that require Bio-safety Level 3 (BSL3) containment” on the U.C. Davis campus.

With students and workers reeling under draconian state budget cuts, out-of-control fee hikes and mass layoffs, why would the State of California waste nearly $4 million for such a facility? “The BSL3 space is needed” we are informed, “for research programs utilizing infectious and pathogenic organisms.” Indeed, “the facility would be designed to accommodate research studies involving in-vitro experimentation utilizing infected avian, murine, arthropod hosts, and the development of genetic markers for a wide range of disease agents that require BSL3 containment.”

But as with most of America’s bioweapons-industrial complex, illicit and illegal research is carried out with little or no oversight.

The antinuclear Bay Area watchdog group Tri-Valley CAREs (TVC), has been monitoring and protesting the expansion of America’s nuclear weapons complex for decades, with a particular focus on the Lawrence Livermore National Laboratory (LLNL).

An ubiquitous “public-private partner” of the U.S. national security state, LLNL is a “limited liability corporation” comprised of five partners: the University of California, Bechtel, BWX Technologies, Washington Group International and Battelle–all heavy-hitters in the biotech, construction, defense, energy, nuclear and security worlds.

According to TVC, the group obtained government documents as a result of Freedom of Information Act litigation demonstrating that LLNL had violated federal regulations and had carried out “restricted experiments” that were discovered by the Centers of Disease Control inspection in August 2005. CDC, the Department of Energy and LLNL covered up the inspector’s report.

Restricted experiments are experiments utilizing recombinant DNA that involve the deliberate transfer of a drug resistance trait to select agents that are not known to acquire the trait naturally. Select agents, which include anthrax and plague, are biological agents and toxins having the potential to pose a severe threat to public health and safety.

Because of the dangers involved in transferring drug resistance to select agents, restricted experiments require approval from the Secretary of the Department of Health and Human Services. Livermore Lab did not have that approval, but ran the experiments anyway. (“Livermore Lab Caught Conducting Illegal Restricted Bio-Experiments,” Tri-Valley CAREs, Press Release, May 26, 2009)

According to the watchdog group, the experiments were carried out by the lab at the same time of the accidental release of anthrax in August-September 2005. Five individuals were exposed to the deadly pathogen and a $450,000 fine was levied against the facility. TVC noted that “the relevant details of the 2005 anthrax accident were kept from the public at the time, just as happened with the illegal experiments that are coming to light today.”

LLNL has opened a BSL-3 facility and is planning to experiment with pathogens that can be used as offensive weapons. Activities contemplated include, “aerosolizing (spraying) pathogens such as plague, tularemia and Q fever, in addition to anthrax. Moreover, government documents disclose that planned experiments in the BSL-3 include genetic modification and potentially novel manipulation of viruses, prions and other agents.”

What of LLNL’s close partner, Battelle Memorial? According to a blurb on their web site, the firm’s national security brief includes what they euphemistically call “vaccine and therapeutic product development.” Battelle “specialists” at their Aberdeen, Maryland research facility (adjacent to USAMRIID’s Ft. Detrick bioweapons complex) “study aerosolized microorganisms that may be possibly used in terrorist attacks.”

Indeed, Ft, Detrick is currently undergoing the largest expansion in its history. Investigative journalists Bob Coen and Eric Nadler revealed in Dead Silence: Fear and Terror on the Anthrax Trail that the recently-opened “National Biodefense Analysis Countermeasures Center … contains heavily guarded and hermetically sealed chambers in which scientists will simulate terrorist attacks and use lethal germs and toxins.”

Coen and Nadler aver, “this, remember, is the facility that officialdom claims was the source of the only significant germ war attack on US soil.” Conveniently enough, “Battelle has the $250 million contract to manage the operation.”

But the journalists uncovered more, much more than insipid government pronouncements on “biodefense.” During a interview with constitutional law scholar Francis Boyle, a University of Illinois professor and acknowledged expert on the Biological Weapons Convention, Boyle told the investigative sleuths that the “Pentagon is ready to wage anthrax war.”

“Look at the Department of Defense’s Chemical and Biological Defense Program Report to Congress, April 2007, page 22, Table 2-5. Information Systems Modernization Strategy, Mid FY09-13,” Boyle told Coen and Nadler.

“Here you find a study” Boyle asserted, that estimates the “human effects from a 5,000 weapon worldwide strike; to predict fatalities and incapacitation, both initial and delayed and to accommodate population moves including area evacuations or sheltering in place. Now how does that strike you?”

Sounds like business as usual!
