Dopo che in Siria tutto sarà stato fatto, vedrai se gli americani non porteranno le loro truppe in Ucraina e se tutti i nostri progetti non cominceranno ad essere operativi! The balkanization of Russia – has it begun?

Some interesting details surrounding the new General Consul  to Ekaterinburg have unfolded. Russia’s Ural region has recently received Mr. Marcus Micheli, as representative of the USA – a package deal with his unfavourable working experience in the Ukraine. His posting to the region does not seem to be accidental, once the details surrounding his prior activities are brought to light.

After my original publication about the new General Consul to Ekaterinburg, a number of my astute readers recognized the name as someone who used to be employed by the United States National Security Council, with Ukraine as his area of specialization. His duties included lobbying for sanctions against the Russian economy, as well as the arrangement of funding toward Poroshenko’s army.

Let me start at the beginning.

In August 2014, two political pranksters by the names of Vladimir Krasnov and Aleksei Stoliarov (most recently pranking Elton John in his conversation with ‘Putin’), were involved in a covert investigation over the imposition of Mikhail Saakashvili to the seat of Governor in Odessa, Ukraine.   The pranksters, implanted into the existing administration, had asked Mr. Saakashvii to release the names of his contacts in the US Department of State.

The pranksters, through a number of clever moves and handshakes, managed to convince the runaway-Georgian ex-president in the genuine nature of their discussion with him.  Mr. Saakashvilli gave the name of Senator John McCain as his advisor.

As part of this operation, and with Saakashvili’s exclusive contact details, Mr. Aleksei Stoliarov, posing as Mr. Arsen Avakov (Ukraine’s Minister of Internal Affairs and Poroshenko’s right hand man) spoke to Mr. Marcus Micheli. This took place at the end of 2014, but it is not until Mr. Micheli was on his way to be the General Consul to Ekaterinbrug, that the pranksters forwarded me the recording. (August 2015).

In his conversation with “Mr. Avakov”, Mr. Micheli speaks in his role as colleague of the esteemed professor of International Relations, Charles Kupchan (formerly at Georgetown University.) Mr. Kupchan is also Director of European Affairs at the US National Security Council.

The National Security Council is the department responsible for their detailed recommendations toward sanctions against the Russian economy. Through this use of sanctions, Kupchan had personally invited the world to isolate the Russian economy on the official Council website. He emphasized that the situation in Ukraine will provoke internal pressure on President Putin. The use of sanctions was, in his eyes, a suitable strategy to weaken the Russian state.

The commentary was dated 29 August 2014, from the office of National Security Council Press Secretary – Caitlin Hayden, just prior to President Obama’s visit to Estonia and Wales on the 2nd and 4th September 2014. It is known that Charles Kupchan oversees the events in Europe at large, while Micheli those in Ukraine.

Micheli is well versed with the region, his work experience dates back to his postings to Moscow between 1992 and 1994, as well as between 2002 and 2004. Between 1994-1996 he was located in Warsaw; 1996-1999 in Kiev; 2000-2001 in Sarajevo; 2007–2009 in Podgorica, 2009-2012 in Kishinev.

Team Kupchan is also well connected to Hillary Clinton. Mr. Saakashvilli was quoted as saying, that these people are the more influential of his advisors in Washington.

The conversation between prankster Stoliarov and Kupchan’s office took place one week after Petro Poroshenko’s address in the United States Congress.

Aleksei Stoliarov did not reach Kupchan in the office when he called, but instead landed in the hands of his accomplice Mr. Micheli, who without a doubt in his mind assumed Minister Avakov was on the other end. In the conversation, Mikeli openly discussed increased funding toward the armament of Petro Poroshenko’s army against the resistance movements in the country’s east – the Donbass. Micheli was well positioned to speak on this topic, as it was him who was lobbying the US State Department towards armament.

A little earlier than that, in May 2014, the US government had provided $1 billion dollars for the initial armament of Poroshenko’s army. The first allocation of weaponry did not go to plan – Kiev’s army had been surrounded by the DPR militia, formerly ordinary residents of the Donbass. They had no choice but to release much of the US funded weaponry to the self organised militias of the Donbass region. In this way, the new wave of mobilization required more funding. In September 2014, the Ukrainian authorities received another $320 million dollars.

Poroshenko then, was not lying in his address in the 70th session of the General Assembly of the United Nations, where he said that “the war in Ukraine costs $5 million dollars a day.” With this calculation in mind, the $1 billion should have lasted 200 days, or around 6 months. This is as accurate as clockwork, with the first batch in May 2014 and second in November 2014.

Today, Marcus Micheli is a well-known lobbyist and an influential person in the White House. Why is he in Ekaterinburg? While I have no insight into the workings of the White House, I do have the following information for us to ponder over.

  • Ekaterinburg is known for being a target location of the US State Department for the preparation of a social movement
  • The State Department has been involved in Ekaterinburg for over 20 years in one way or another – creating an active network of agents that consist of local opposition, some of which are in the elite/ moneyed ranks.
  • An orchestrated and predetermined weakening of the region’s economy seems to provide sufficient reasoning toward the launch of an opposition movement here
  • Micheli has spent his entire working career in Europe, including a stint during a colour revolution, when he was part of the US diplomatic mission to Moldova 2009, “the twitter revolution.”

  • Upon his arrival in Ekaterinbrug, it is known to me that Micheli began networking with those individuals that I would consider to be a part of the ‘5th column.’ (Any group of people who undermine a larger group—such as a nation—from within, usually in favor of an enemy group or nation.)

The totality of this information together leads me to believe that the US State Department’s interest toward Russia’s regions, especially that of the Ural region, is growing by the day.

Mr Saakashvili appears to have lost interest in the whole thing but Mr McCain proceeds to tell us why Mr Putin is a ‘thug and a bully’. This video [below] goes back to a Russian TV show in 2011, when Putin’s foreign policy wasn’t quite as clear to the Russian public as it is today. Nevertheless, he makes his stance known on US foreign policy, and notably, his feelings toward Mr McCain.

Four years later, it appears Mr Putin has delivered on his words that Russia will not be ostracised when it comes to allies on the international arena.

The relationship between Washington and ISIS: the evidence

The UN peacekeeping force based in the occupied Golan has reported its observations of Israel’s Defence Forces ‘interacting with’ al Nusra fighters at the border. At the same time, Israeli arms have been found with the extremist groups, in both Syria and Iraq. In November 2014 members of the Druze minority in the Golan protested against Israel’s hospital support for al Nusra and ISIS fighters. This in turn led to questions by the Israeli media, as to whether ‘ Israel does, in fact, hospitalize members of al-Nusra and Daesh [ISIS]‘.

Reports that US and British aircraft carrying arms to ISIS have been shot down by Iraqi forces have been met with shock and denial in western countries. Few in the Middle East doubt that Washington is playing a ‘double game’ with its proxy armies in Syria, but some key myths remain important amongst the significantly more ignorant western audiences.

A central myth is that Washington now arms ‘moderate Syrian rebels’, to both overthrow the Syrian Government and supposedly defeat the ‘extremist rebels’. This claim became more important in 2014, when the rationale of US aggression against Syria shifted from ‘humanitarian intervention’ to a renewal of Bush’s ‘war on terror’.

A distinct controversy is whether the al Qaeda styled groups (especially Jabhat al Nusra and ISIS) have been generated as a sort of organic reaction to the repeated US interventions, or whether they are actually paid agents of Washington.

Certainly, prominent ISIS leaders were held in US prisons. ISIS leader, Ibrahim al-Badri (aka Abu Bakr al-Baghdadi) is said to have been held for between one and two years at Camp Bucca in Iraq. In 2006, as al-Baghdadi and others were released, the Bush administration announced its plan for a ‘New Middle East’, a plan which would employ sectarian violence as part of a process of ‘creative destruction’ in the region.

According to Seymour Hersh’s 2007 article, ‘The Redirection’, the US would make use of ‘moderate Sunni states’, not least the Saudis, to ‘contain’ the Shia gains in Iraq brought about by the 2003 US invasion. These ‘moderate Sunni’ forces would carry out clandestine operations to weaken Iran and Hezbollah, key enemies of Israel. This brought the Saudis and Israel closer, as both fear Iran.

While there have been claims that the ISIS ‘caliph’ al-Baghdadi is a CIA or Mossad trained agent, these have not yet been well backed up. There are certainly grounds for suspicion, but independent evidence is important, in the context of a supposed US ‘war’ against ISIS . Saakashvili, a wanted man at home, lobbies Washington for arms for Ukraine

Former Georgian President Mikhail Saakashvili is on a mission. He’s come to Washington to persuade national legislators and government officials that they should arm the Ukrainian government.

While US President Barack Obama’s administration declared publicly that it hasn’t made a decision about sending lethal military aid to Ukraine, and European powers as well as Russia have warned Washington against doing so, Beltway hawks are getting another blast of warmongering adrenaline from a man who led his country to a disastrous war in 2008 and now seems eager to push Ukraine into an open confrontation with Russia.

Saakashvili’s closest friends in Washington: ever looking for a place to send US troops, Senator John McCain and his sidekick Sen. Lindsay Graham have long been advocating for sending arms in support of Petro Poroshenko’s government in Kiev.  Western powers failing to come to Ukraine’s aid “are legitimizing the dismemberment of a sovereign nation in Europe for the first time in seven decades,” they wrote in a joint statement.

However, Saakashvili — who has recently become an adviser to Ukrainian President Poroshenko — is looking to expand the number of supporters ready to arm Kiev.

Obviously, in the name of democracy and progress.

“[N]ever have so many [U.S.] lawmakers agreed to meet with me, even when I was president:” he posted on Facebook about the trip. “34 meetings in three days.”

Calling Ukraine “today’s West Berlin,” Saakashvili painted the conflict in unequivocal terms in a Feb. 24 op-ed in the Washington Post, appearing just in time for him to meet with US lawmakers.

“What is being decided in Ukraine — the largest country in Europe — is whether the post-Soviet space will be allowed to free itself from a vicious cycle of inefficiency, corruption, violence and failed governments to build instead modern, open, democratic societies,” he wrote.

While Saakashvili is on an international tour to drum up military aid, his own country has sought to have him extradited from Ukraine to face charges of abuse of authority.

Ukraine has so far refused Georgia’s extradition request, and Saakashvili has called the charges politically motivated and “a farce.”

Great Embarrassment for Washington if Saakashvili Is Convicted: Expert

Though the charges relate to abuses of power from earlier in his presidency, Saakashvili also came under fire from the European Union for his role in the 2008 war with Russia which led to Russia’s recognition of Abkhazia and South Ossetia as independent states.

The EU-commissioned report blamed Saakashvili for starting the conflict due to his “penchant for acting in the heat of the moment.” The report further dismissed claims that Russia had attacked prior to Georgia’s bombardment of the Southern Ossetian town of Tskhinvali, the first confrontation of the war.

“It is not possible to accept that the shelling of Tskhinvali with Grad multiple rocket launchers and heavy artillery would satisfy the requirements of having been necessary and proportionate,” the 2009 report concluded.

Saakashvili was elected in 2004 and held office until 2013, with strong support from the United States. The opposition Georgian Dream coalition won the country’s 2012 parliamentary elections, while the United National Movement, the ruling party since the Rose Revolution in 2003 and led by former President Saakashvili, became its rival. A year later, Giorgi Margvelashvili from Georgian Dream won the presidency, replacing Saakashvili. Immediately after losing presidential immunity, Saakashvili fled the country and since then has refused to return to Georgia to face the trial.

The events in Ukraine since November 2013 are so astonishing as almost to defy belief. An legitimately-elected (said by all international monitors) Ukrainian President, Viktor Yanukovich, has been driven from office, forced to flee as a war criminal after more than three months of violent protest and terrorist killings by so-called opposition.

His “crime” according to protest leaders was that he rejected an EU offer of a vaguely-defined associate EU membership that offered little to Ukraine in favor of a concrete deal with Russia that gave immediate €15 billion debt relief and a huge reduction in Russian gas import prices. Washington at that point went into high gear and the result today is catastrophe.

A secretive neo-nazi military organization reported linked to NATO played a decisive role in targeted sniper attacks and violence that led to the collapse of the elected government.

But the West is not finished with destroying Ukraine. Now comes the IMF with severe conditionalities as prerequisite to any Western financial help.

After the famous leaked phone call of US Assistant Secretary of State Victoria Nuland (photo, left) with the US Ambassador in Kiev, where she discussed the details of who she wanted in a new coalition government in Kiev, and where she rejected the EU solutions with her “Fuck the EU” comment,[1] the EU went it alone. Germany’s Foreign Minister, Frank-Walter Steinmeier proposed that he and his French counterpart, Laurent Fabius, fly to Kiev and try to reach a resolution of the violence before escalation. Polish Foreign Minister, Radoslaw Sikorski was asked to join. The talks in Kiev included the EU delegation, Yanukovich, the three opposition leaders and a Russian representative. The USA was not invited.[2]

The EU intervention without Washington was extraordinary and reveals the deeping division between the two in recent months. In effect it was the EU saying to the US State Department, “F*** the US,” we will end this ourselves.

After hard talks, all major parties including the majority of protesters, agreed to new presidential elections in December, return to the 2004 Constitution and release of Julia Tymoshenko from prison. The compromise appeared to end the months long chaos and give a way out for all major players.

The diplomatic compromise lasted less than twelve hours. Then all hell broke loose.

Snipers began shooting into the crowd on February 22 in Maidan or Independence Square. Panic ensued and riot police retreated in panic according to eyewitnesses. The opposition leader Vitali Klitschko withdrew from the deal, no reason given. Yanukovich fled Kiev.[3]

The question unanswered until now is who deployed the snipers? According to veteran US intelligence sources, the snipers came from an ultra-right-wing military organization known as Ukrainian National Assembly – Ukrainian People’s Self-Defense (UNA-UNSO).

Strange Ukraine ‘Nationalists’

The leader of UNA-UNSO, Andriy Shkil, ten years ago became an adviser to Julia Tymoshenko. UNA-UNSO, during the US-instigated 2003-2004 “Orange Revolution”, backed pro-NATO candidate Viktor Yushchenko against his pro-Russian opponent, Yanukovich. UNA-UNSO members provided security for the supporters of Yushchenko and Julia Tymoshenko on Independence Square in Kiev in 2003-4.[4]

UNA-UNSO is also reported to have close ties to the German National Democratic Party (NDP). [5]

Ever since the dissolution of the Soviet Union in 1991 the crack-para-military UNA-UNSO members have been behind every revolt against Russian influence. The one connecting thread in their violent campaigns is always anti-Russia. The organization, according to veteran US intelligence sources, is part of a secret NATO “GLADIO” organization, and not a Ukraine nationalist group as portrayed in western media. [6]

According to these sources, UNA-UNSO have been involved (confirmed officially) in the Lithuanian events in the Winter of 1991, the Soviet Coup d’etat in Summer 1991, the war for the Pridnister Republic 1992, the anti-Moscow Abkhazia War 1993, the Chechen War, the US-organized Kosovo Campaign Against the Serbs, and the August 8 2008 war in Georgia. According to these reports, UNA-UNSO para-military have been involved in every NATO dirty war in the post-cold war period, always fighting on behalf of NATO. “These people are the dangerous mercenaries used all over the world to fight NATO’s dirty war, and to frame Russia because this group pretends to be Russian special forces. THESE ARE THE BAD GUYS, forget about the window dressing nationalists, these are the men behind the sniper rifles,” these sources insist. [7]

If true that UNA-UNSO is not “Ukrainian” opposition, but rather a highly secret NATO force using Ukraine as base, it would suggest that the EU peace compromise with the moderates was likely sabotaged by the one major player excluded from the Kiev 21 February diplomatic talks—Victoria Nuland’s State Department.[8] Both Nuland and right-wing Republican US Senator John McCain have had contact with the leader of the Ukrainian opposition Svoboda Party, whose leader is openly anti-semitic and defends the deeds of a World War II Ukrainian SS-Galicia Division head.[9] The party was registered in 1995, initially calling itself the “Social National Party of Ukraine” and using a swastika style logo. Svoboda is the electoral front for neo-nazi organizations in Ukraine such as UNA-UNSO.[10]

One further indication that Nuland’s hand is shaping latest Ukraine events is the fact that the new Ukrainian Parliament is expected to nominate Nuland’s choice, Arseny Yatsenyuk, from Tymoshenko’s party, to be interim head of the new Cabinet.

Whatever the final truth, clear is that Washington has prepared a new economic rape of Ukraine using its control over the International Monetary Fund (IMF).

IMF plunder of Ukraine Crown Jewels

Now that the “opposition” has driven a duly-elected president into exile somewhere unknown, and dissolved the national riot police, Berkut, Washington has demanded that Ukraine submit to onerous IMF conditionalities.

In negotiations last October, the IMF demanded that Ukraine double prices for gas and electricity to industry and homes, that they lift a ban on private sale of Ukraine’s rich agriculture lands, make a major overhaul of their economic holdings, devalue the currency, slash state funds for school children and the elderly to “balance the budget.” In return Ukraine would get a paltry $4 billion.

Before the ouster of the Moscow-leaning Yanukovich government last week, Moscow was prepared to buy some $15 billion of Ukraine debt and to slash its gas prices by fully one-third. Now, understandably, Russia is unlikely to give that support. The economic cooperation between Ukraine and Moscow was something Washington was determined to sabotage at all costs.

This drama is far from over. The stakes involve the very future of Russia, the EU-Russian relations, and the global power of Washington, or at least that faction in Washington that sees further wars as the prime instrument of policy.

Munich — While a bloody war rages in eastern Ukraine, the next dangerous conflict is breaking out in the Security Conference, a diplomatic battle of nerves centered on the question whether the West ought to supply armaments to the regime in Kiev. The opponents are actually allies: the USA against Europe,  and Germany in particular.
Behind the soundproof doors of the conference room in the Bayerischer Hof hotel, the Americans speak about Germans in rather derogatory terms.
Friday evening a bit after 7 p.m. on the sixth floor of the luxury hotel, according to BILD’s sources, American four-star generals, diplomats, and high-ranking US politicians held a frank discussion in a “briefing room,” and held forth about the Germans.
“Defeatist,” is what a US Senator called German Defense Minister Ursula von der Leyen, because she no longer believes in a Kiev victory. The phrase “German defeatist,” according to our information, was often heard in the room.

Obama’s top diplomat for Europe, Victoria Nuland, called the Chancellor’s trip to Putin, “Merkel’s Moscow thing.” Another US Foreign office type spoke of the Europeans’ “Moscow bullshit.”
And US Senator John McCain talked himself into a rage: “History shows us that dictators always take more, whenever you let them. They can’t be brought back from their brutal behavior when you fly to Moscow to them, just like someone once flew to this city.”
Merkel’s diplomatic initiative in the Ukraine crisis stands at the center of American anger. Reason: the Americans don’t believe that Putin can’t be made to back off without a massive push, and the Europeans have no wish to build up a greater push.
“They’re afraid of damage to their economy, counter-sanctions from Russia,” said Nuland. Another US politician: “It’s painful to see that our NATO partners are getting cold feet.”
Obama’s close confidante Victoria Nuland is the one who set the tone for her American colleagues at the prelude to the evening: “We can fight against the Europeans, we can fight with rhetoric against them.”
Several US politicians appeared to have hesitations about weapons supply to Kiev. One asked whether it was only a tactic, a false promise to get the Europeans to put more pressure on Putin. “No, it’s not a tactic to push the Europeans,” answered Nuland dryly. “We’re not going to sent any four divisions into Ukraine, as the Europeans fear. It’s only a relatively moderate delivery of anti-tank weapons.”
“But what will we tell the Europeans if we really decide on delivering weapons,” asked one Congressman. “What’s our story then?”
NATO Commander General Philip Breedlove was there. He answered: “We’re not on a footing to deliver so many weapons they could defeat Russia [!!! —tr] That’s not our goal. But we have to try to raise the battlefield cost for Putin, to slow down the whole problem, so sanctions and other measures can take hold.”
Again top diplomat Nuland, who speaks fluent Russian and served as Dick Cheney’s security advisor took it up: “I’d strongly urge you to use the phrase ‘defensive systems’ that we would deliver to oppose Putin’s ‘offensive systems.’”
General Breedlove clarified for the US politicians, what an actual arms delivery would look like. “Russian artillery is by far what kills most Ukrainian soldiers, so a system is needed that can localize the source of fire and repress it. Ukrainian communications are disrupted or completely swamped, so they need uninterceptible communications gear. Then I won’t talk about any anti-tank rockets, but we are seeing massive supply convoys from Russia into Ukraine. The Ukrainians need the capability to shut off this transport. And then I would add some small tactical drones.”
NB: These planned weapons and systems are so technically demanding that US soldiers would probably have to train the Ukrainian army. Thus the USA would be intervening with their own troops in the conflict.
There hasn’t been this much conflict between Europeans and Americans since the Munich Security conference of 2003, shortly before the beginning of the Iraq war. In the morning Chancellor Angela Merkel travels to Washington to US President Barak Obama. The two have much to discuss…

The German press is full of praise for their peace-making Chancellor, and apparently the Chancellory is committed to making Minsk II a success. In an interview with Ukrainian Espesso TV in December, Ukrainian military expert Major Aleksander Taran confirmed what General Muzenko head of the Ukrainian Armed Forces had to say on the subject.

During a briefing with General Muzenko he announced that “To date, we have only the involvement of some members of the Armed Forces of the Russian Federation and Russian citizens that are part of illegal armed groups involved in the fighting. We are not fighting with the regular Russian Army. We have enough forces and means in order to inflict a final defeat even with illegal armed formation present. “- he said.

Both of these statements further confirmed the head of the SBU position.

November 6 th In an interview with Gromadske.TV, Markian Lubkivsky, the adviser to the head of the SBU (the Ukrainian version of the CIA) stated there are NO RUSSIAN TROOPS ON UKRANIAN SOIL! This unexpected announcement came as he fumbled with reporters’ questions on the subject. According to his statement, he said the SBU counted about 5000 Russian nationals, but not Russian soldiers in Donetsk and Lugansk Peoples Republics.

All of these statements add weight to the otherwise untrustworthy comments of Alexander Torchynov back in June of 2014.

According to speaker of the Verkhovna Rada of Ukraine Alexander Turchynov, representatives of security agencies deliberately whipped up the situation systematically misinforming the country’s leadership about Russia’s possible military intervention, which had never happened.

 “Our intelligence agencies have about ten times a month reported that the time of a military attack on the part of the Russian Federation was defined – usually it was at three or four in the morning. And we sat in combat readiness at the command post… and the rest of the army was preparing for an open war with the Eastern neighbor. But it did not happen,” Alexander Turchinov said in an interview with Novoye Vremya, which is to be released tomorrow.

It would seem we have a long and illustrious history of Russia NOT attacking Ukraine in 2014.

Who is attacking then, that’s the question.

This morning NAF scouts spotted NATO tanks inside the encirclement(Cauldron) at Debaltseve. According to their information the possibility is strong that up to 25% of the trapped army may be NATO. Shell remnants marked clearly with US identifying numbers from 155mm shells, shot by the Paladin artillery system have been recovered from areas the Ukrainian army have attacked civilian targets. If the NATO troops are there, and who else would be running the complicated military equipment, the possibility that they won’t make it home is in the same government’s hands that brought the world a non-existent Russian invasion and is pushing the world to the brink.

This would explain both the US and EU trying to push a new peace initiative. If NATO troops are taken captive, what then? If hundreds of NATO troops are fighting for Ukraine in a war that even John McCain says is using prohibited weapons, what are the liabilities after? American troops in this case and just based on McCain’s admission are by any definition War Criminals for participating.

What will Russia’s Reaction Be?

Until this point Russia has been the only country to show restraint and a desire to stop the conflict. The US and EU have wholeheartedly helped Kiev go forward knowing it was committing war crimes; terrorist bombings of buses, rockets and missiles at cities, and phosphorus bombs. The west knows the volunteer battalions are committing mass war crimes.

If NATO soldiers are captured or their remains recovered and confirmed it will certainly change the nature of the war. The Russian weapons that the entire MSM have insisted are here will no doubt show up. If NATO pushes back, where ever isn’t far enough. It will be the brink of WWIII.

In the interview below are interesting comments about Hillary Clinton and the Democrats, John McCain, and the overall situation. However, Mr. Kofman does not acknowledge the political situation, and he parrots the American and Kiev regime lie that Russia is attacking Ukraine. Why Ukraine can not win the war with Russia and why America will not supply the Ukrainians with weapons, explained the military expert of the Academy of Public Policy at the Kennan Institute, Michael Kofman

In his last statement, Obama opposed arms deliveries to Ukraine. Why did he decide this, given that the opinion of some of his surrounding is the opposite?

You must understand, there are several problems.

First, the presidential circle is not trying to persuade him. The most important thing, is that our National Security Council, which is headed by Susan Rice, believes that this approach to Ukraine is not reasonable and will not solve the problems.

The second problem is that the head of the European policy towards Ukraine and in general the European resistance against the actions of Russia – is Germany. And in Germany, in Berlin, they agree [that weapons will not solve the problem in Ukraine].

Yes, this was recently stated by Frank-Walter Steinmeier, Foreign Minister of Germany.

If the US changed its decision, it would also put Germany in an awkward position. They would also have to change their mind. But we have to follow the same policy towards Ukraine, as Europe.

It is clear that any weapons today will not change the situation in Ukraine – in the sense of hostilities that are waged by the militia and Russia.

Why? We really could use those drones.

Even if we decide today, those weapons will not appear on the front tomorrow. It takes time. That is, it will not change the current situation. The main thing is to hope for the future.

Many believe that all problems are in the Ukrainian army. The Ukrainian army is unfit for combat, it has no coordination with the volunteer battalions – they do not fight as a unified force. It has many structural problems, that weapons will not solve, even if we sent our best tanks, and put rockets and grenade launchers on top of them.

The US has a good experience in this [deliveries of weapons – NV]. We did this in Iraq, and it backfired. We sent antitank weapons to the rebels in Syria – it did not change their destiny. It prolonged the war, they [the rebels] were still destroyed by the Syrian army.

The US goal is to find a political way out of this conflict so that we can actually be able to engage in Ukraine. This conflict gradually destroys the chances of Ukraine to become a new country, to reform and to continue their European path. Most important for the United States and Germany is not to engage in this war with Russia. The war with Russia on the border with Russia is almost impossible to win. It’s absurd. No one in history has ever won a war with Russia on it’s border. The plan to simply send weapons to Ukraine and see: may be, there will be some result, doesn’t work. There is no strategy.

How can you explain then all the statements of Republican senators who advocate that these weapons are sent to Ukraine?

They are senators, they can talk. But to do something – it is not their job. They do not take responsibility for the outcome of their recommendations. The President is responsible.

If he sends weapons to Ukraine – Russia will change its tactics and its approach in the worst for all of us way. Russians have many ways to fight and they can easily respond.

For example, we will send you an antitank missiles, and they will destroy Russian tanks – then will everything change? Of course, the Russians are not stupid. They will not lose tanks like that. It is clear that they will change their tactics. It is easy to write this on paper, but we all understand, because we have a serious combat experience.

John McCain actively supports the delivery of weapons.

John McCain… You know, his policy is to send arms to all and always. We joke like that. He never met such a problem, that he would not want to bomb. His entire life he wanted to bomb Iraq, Syria, Libya, Georgia, by the way, and now Ukraine. He has one answer to all problems. If John McCain had been President, we would have had four more wars.

Yes, now there is huge political pressure on the President, and, by the way, not from Republicans. Most of the people who wrote the report [on the provision of weapons to Ukraine] are former players and very influential people from the administration of Hillary Clinton. That is, this attack mainly is from the Democratic party, not the Republican.

So all these statements should be seen, rather, in the context of the upcoming elections? They are more related to the domestic policy of the States?

Yes, of course, since this report was signed by the most important person of the campaign – Michelle Flournoy, who, most likely, will participate in the election campaign of Hillary Clinton.

We all expect if Hillary Clinton becomes President in two years, then Michelle Flournoy is likely to be the first woman to become Secretary of Defense. It’s the nuances of our domestic policy.

She is one of eight people who signed this report, participated in its creation. The main idea of this report is to seriously push the President to change his policy. I think this is the wrong approach to Ukraine. Sending weapons will not change anything, except it will extend the war.

Which option would be better for Ukraine?

The main goal is to achieve a ceasefire, truce and bring the conflict to the political plane.

As for Ukraine, the USA needs to have a strategy for longer-term to build an army in Ukraine. Ukraine does not need weapons, it needs an army. Weapons without an army do not work. Ukraine needs to create a real strategic partnership with the US. In this structure we can work together and cooperate to solve fundamental problems of Ukraine. It’s economic reforms, it is democratic and political reforms, the creation of an efficient army, which Ukraine will be able to finance itself.

But not so we will send $1 billion per year for the Ukrainian army. The entire budget of the Ukrainian army now – $2 billion. That is, the armed forces, which will be in Ukraine in three years, will be 50% dependent on the money that will come from the States, but we will not continue to give endlessly. That is, your army will be financially dependent on us. Our goal is to create an army that Ukraine will be able to maintain, otherwise it makes no sense.

Are such cooperation programs being developed? The States help to train our future police. And the army?

We started a very modest training plan for four Ukrainian companies in the West, near Poland. Help to train your UAF. For today there is no overall strategic approach. Each is doing what they can. We train, Lithuanians train Ukrainians, Poles also send weapons, training. Britain sends armored personnel carriers. Canadians send military uniform, we – body armor. This is a temporary situation, because the situation is extreme. There is no strategic approach.

And most importantly, there are no financial resources to help Ukraine – this is the main problem. People say – let’s send weapons. But don’t want to give real money on the reform in Ukraine.

Will there be a case, if there will be no cooperation with Ukraine? Or this will not happen?

I think Ukraine will always be supported. But now the question is not whether to help or not to help. The question is, how to help effectively, what works and what doesn’t. This is the discussion in Washington.

In Ukraine, many are convinced that Ukraine needs American weapons, because without it we cannot achieve the ceasefire.

You cannot achieve a ceasefire with the armed forces. You simply don’t have any.

When can we achieve something? Sanctions against Russia are not particularly enhanced. It begins to attack harder. So everyone sees the solution in armed resistance.

You see, these are the illusions of the Ukrainian government.

The real problem in Ukraine is that no one – neither Poroshenko nor Yatsenyuk – don’t want to sign a real agreement on a compromise with Russia. They don’t want to realize what had happened, and to give some political status to this militia. They are very afraid of the people, a third Maidan.

Indeed, the probability of the third Maidan exists.

The fact is that the West in Ukraine is not allowed to make serious adult decisions in this environment. They just keep saying “yes” to Ukraine.

Because of this, Ukrainians continue to live in the illusion that they with their fighters can stand against one of the largest armed military in the world. This can not happen. My colleagues in Russia, associated with the General staff, are well aware that any day, if Russia wants to, it can completely destroy the entire UAF in 72 hours. They have such plans.

We understand that.

That won’t happen, because Russia doesn’t want to. But people need to understand that the problem is not with anti-tank missiles. If we will send anti-tank missiles, then Russia will send something else – aircraft, artillery, simply will wipe the area from the face of the earth.

Should we recognize these territories are not Ukrainian, to abandon them?

What did the conflict reach? These territories are really lost. The only result that I see over the past year, is that Ukraine has been losing territory and soldiers. And there are no improvements. Sanctions have not changed the policy of Moscow.

Why do they attack? Because the Minsk agreements did not give Russia anything. Russia believes that it made a serious mistake when it signed an agreement in Minsk. Ukraine had no sincere interest to observe Minsk protocol. Plus everyone knows that in addition to this protocol, between Kiev and Moscow, there was the second protocol signed on September 19, where there was a map of control between the UAF and the militia. According to this map Ukraine had to give them Donetsk airport and areas that Ukraine was not going to ever give up. It’s all well known. Ukraine was in no way going to give up, despite the fact that it signed the agreement. Nobody wants to go for a real compromise in Ukraine.
