U.S. spends 50% of world’s military expenditures to control foreign policy of nations, DoD fails another audit

Currently, the U.S. has exactly 900 military bases in foreign countries, in addition to the 749 bases inside the U.S. itself. The U.S. Government minimizes and tries to hide this reality from the public.

Furthermore, although the U.S. is officially estimated to spend around 36% of the entire world’s military expenditures, the actual figure is around 50% of the world’s military expenditures, and the added approximately 14% is being paid-out through federal U.S. Departments other than the ‘Defense’ Department, so as to make the total U.S. figure appear to be only 36% of the global total. Moreover: on November 15th, the U.S. Department of ‘Defense’ announced that “The results of the fifth annual DOD [Department Of Defense] wide financial audit will be a disclaimer of opinion for DOD” and used other such obtuse phraseology, so that the reality that — as one of the very few published news-reports that was based on it headlined optimistically — “Defense Department fails another audit, but makes progress”[1], and it opened:

The Defense Department has failed its fifth-ever audit, unable to account for more than half of its assets, but the effort is being viewed as a “teachable moment,” according to its chief financial officer.

After 1,600 auditors combed through DOD’s $3.5 trillion in assets and $3.7 trillion in liabilities, officials found that the department couldn’t account for about 61 percent of its assets, Pentagon Comptroller Mike McCord told reporters on Tuesday.

Neither the New York Times, USA Today, Wall Street Journal, Reuters, nor AP, reported it, at all. Nor did anyone report that ONLY the U.S. Aggression (or ‘Defense’) Department fails — and repeatedly fails — its audit-attempts. All other Departments pass their audits. This attempt, which had hired 1,600 independent auditors, failed for the same reason as before: the audit-team refused to sign findings, because where or to whom most of the money is going can’t be traced. But the public don’t know how corrupt or otherwise bad the U.S. military actually is; so, at least ever since the year 2000, the most respected “institution” of all, by the American people, is “The military.”[2] It’s a great PR success.

There is only a single empire remaining in the world: the U.S.-and-allied empire. It relies upon the U.S. military. U.S.-and-allied media have been serving it well.

On 1 December 2019, The Conversation.com headlined “Why does the US pay so much for the defense of its allies? 5 questions answered”, and said:

The U.S. currently has approximately 174,000 active-duty personnel deployed to overseas locations in approximately 140 countries. The Department of Defense Comptroller’s Office estimates the total cost of overseas bases and deployments at US$24.4 billion in fiscal year 2020. These figures generally exclude the costs of ongoing combat operations.

When stronger countries provide security for weaker countries, they receive non-material benefits in return.

For example, the weaker country may sacrifice control over their foreign policy.

To “sacrifice control over their foreign policy” is to be a vassal-nation, or ‘ally’, of the imperial power. It’s to serve the imperial power’s billionaires — to give them control over the vassal nation. That’s to “sacrifice” a lot. The imperial power’s billionaires benefit enormously. So, their media serve it. Here’s why that is being allowed:

U.S. President Franklin Delano Roosevelt formulated his concept of, and named, “the United Nations,” during his conversations with the UK Empire’s Prime Minister Winston Churchill in Newfoundland Canada during 9-11 August 1941, because FDR discovered there that he and Churchill had very different aims for what the post-WW-II world should be like: Churchill insisting upon continuation of empires, and FDR insisting upon the end of all empires and the ultimate replacement of them by a “United Nations” that would possess the exclusive authority, and means, to make and to enforce international laws — the laws that would govern not in national (domestic) matters — but ONLY in international matters.

FDR was convinced that the WW-I-era League of Nations had failed because it was partisan between nations and excluded some, and that the thing that had caused both World Wars was conflicts between empires — it was, regarding both WW I and WW II, wars between imperialistic gangs of nations. Whereas Churchill wanted post-WW-II to be ruled globally by a joint UK-U.S. empire, FDR wanted post-WW-II to be ruled globally by a democratic U.N. that would respect and preserve the individual independence of each and every nation and thus there would no longer be any “imperial” countries (such as the English Empire, and the French Empire), but instead there would be only independent nations and no master-slave relationship any longer existing between an imperial country and its vassal nations or ‘allies’.

It was to be an international democracy of nations; and, in this international global democracy, no nation would possess any right to demand of any other nation compliance with its own internal (domestic) values and laws.

Whereas FDR’s vision was for a further implementation of the Westphalian Principle — that the difference between national laws and international laws must always be honored and adhered-to — Churchill, like all imperialists, rejected the Westphalian Principle. FDR’s successor, Harry S. Truman, starting on 25 July 1945, committed America to Churchill’s vision, and within two years of becoming President, he replaced FDR’s entire Cabinet and advisors, so as to build the coming U.S./UK all-inclusive global empire and to eviscerate FDR’s intended U.N. — which therefore became the weak U.N. we have today. The only way to prevent WW III is to implement FDR’s vision, of a global democracy of nations, but it can’t be done without first cancelling those 900 foreign U.S. military bases. The empire — empire itself — must end. FDR was right; Truman was wrong.

Navy to Seize Control of Hundreds of Thousands of Acres of Public Land

RENO, Nev.— The final version of the National Defense Authorization Act released Tuesday night by the House Rules Committee contains provisions that would enable an enormous military land grab in Nevada.[1]

Despite celebrations by the environmental justice community about the omission of Sen. Joe Manchin’s permitting reform deal from the bill, the must-pass legislation does include a long-sought-after expansion of Naval Air Station Fallon in central Nevada. This provision would allow the Navy to gain complete or partial control of more than 500,000 acres of public land for bombing ranges and military exercise areas.

The public lands of central Nevada that would be turned into a military training area feature towering snow-capped mountain ranges and broad, sagebrush-filled basins. They’re rich in wildlife, including desert bighorn sheep, pronghorn antelope, golden eagles and greater sage-grouse.

“This is a dark day for the public lands and wildlife of central Nevada,” said Patrick Donnelly, Great Basin director at the Center for Biological Diversity. “I’m outraged that Nevada’s senators are helping the military seize control of hundreds of thousands of acres of irreplaceable public land.”

The expansion would entail a significant increase in military airplane activity above Stillwater National Wildlife Refuge, an essential stopover on the Pacific flyway and a Western Hemispheric shorebird reserve. The refuge is dense with bald eagles, tundra swans and shorebirds such as American avocets and long-billed dowitchers. The increased overflights will disturb the birds as they stop to rest on their long migrations.

The bill also includes a backdoor authorization for the Dixie Valley water grab, a proposed project that would suck water out of remote Dixie Valley and pipe it 50 miles to Fallon to fuel unsustainable growth. This project was recently cited by the U.S. Fish and Wildlife Service as a factor contributing to the endangered species listing of the Dixie Valley toad.

“Sen. Cortez Masto and Sen. Rosen have sold out Nevada’s public lands and wildlife,” said Donnelly. “They talk the talk about conservation, but when push comes to shove, they’re apparently willing to sacrifice our shared national heritage on the altar of the ever-expanding military-industrial complex.”

Now is the time for Biden to clarify U.S. nuclear doctrine. But he remains silent.

On Monday, Oct. 17, the North Atlantic Treaty Organization kicked off Operation STEADFAST NOON, its annual exercise of its ability to wage nuclear conflict. Given that NATO’s nuclear umbrella extends exclusively over Europe, the indisputable fact is that STEADFAST NOON is nothing more than NATO training to wage nuclear war against Russia.

Nuclear war against Russia.

The reader should let that sink in for a moment.

Don’t worry, NATO spokesperson Oana Lungscu reassured the rest of the world, the purpose of STEADFAST NOON is to ensure that NATO’s nuclear war-fighting capability “remains safe and effective.” It is a “routine” exercise, not linked to any current world events. Moreover, no “real” nuclear weapons will be used — just “fake” ones.

Nothing to worry about here.

Enter Jens Stoltenberg, NATO secretary general, stage right in the nuclear theater. In a statement to the press on Oct. 11, Stoltenberg declared that, “Russia’s victory in the war against Ukraine will be a defeat of NATO,” before ominously announcing, “This cannot be allowed.”

To that end, Stoltenberg stated, the STEADFAST NOON nuclear drills would continue as scheduled. These drills, Stoltenberg said, were an important deterrence mechanism in the face of Russian “veiled: nuclear threats.”

But they weren’t related to any current world events.

Enter Volodymyr Zelensky, stage left. Speaking to the Lowy Institute, a nonpartisan international policy think tank in Australia, the Ukrainian president called for the international community to undertake “preventative strikes, preventive action” against Russia to deter the potential use of nuclear weapons by Russia against Ukraine.

While many observers interpreted Zelensky’s words to imply a request for NATO to carry out a preemptive nuclear strike against Russia, Zelensky’s aides were quick to try and correct the record, saying he was simply asking for more sanctions.

Enter Joe Biden, center stage. Speaking at a fund raiser on Oct. 6, the president of the United States said that, “For the first time since the Cuban missile crisis, we have a direct threat of the use of a nuclear weapon if in fact things continue down the path they are going.”

Biden went on: “We’ve got a guy I know fairly well. He’s not joking when he talks about potential use of tactical nuclear weapons or biological or chemical weapons because his military is, you might say, significantly underperforming.”

Biden concluded: “I don’t think there’s any such thing as the ability to easily use a tactical nuclear weapon and not end up with Armageddon.”

While it has been made abundantly clear by the White House that Biden’s comments were his personal view, and not based on any new intelligence regarding Russian nuclear posture, the fact that a sitting U.S. president was speaking about the possibility of a nuclear “Armageddon” should send chills down the spine of every sane individual in the world.

No Kremlin Talk of Tactical Nuclear Weapons

First and foremost, there has been zero talk about the employment of tactical nuclear weapons from the Kremlin.

Zero.

Russian President Vladimir Putin has indicated that Russia would use “all the means at its disposal” to protect Russia. He said this most recently on Sept. 21, when in a televised address announcing partial mobilization, he accused the West of engaging in “nuclear blackmail,” citing “statements of some high-ranking representatives of the leading NATO states about the possibility of using nuclear weapons of mass destruction against Russia.”

Whales will save the climate…unless the U.S. military destroys them first (VIDEO)

The decimation of populations of whales and dolphins over the last decade—resulting from the year-round, full-spectrum military practices carried out in the oceans—has fast-tracked us toward a cataclysmic environmental tipping point.

The U.S. military is famous for being the single largest consumer of petroleum products in the world and the largest emitter of greenhouse gases. Its carbon emissions exceed those released by “more than 100 countries combined.”

Now, with the Biden administration’s mandate to slash carbon emissions “at least in half by the end of the decade,” the Pentagon has committed to using all-electric vehicles and transitioning to biofuels for all its trucks, ships and aircraft. But is only addressing emissions enough to mitigate the current climate crisis?

What does not figure into the climate calculus of the new emission-halving plan is that the Pentagon can still continue to destroy Earth’s natural systems that help sequester carbon and generate oxygen. For example, the plan ignores the Pentagon’s continuing role in the annihilation of whales, in spite of the miraculous role that large cetaceans have played in delaying climate catastrophe and “maintaining healthy marine ecosystems,” according to a report by Whale and Dolphin Conservation. This fact has mostly gone unnoticed until only recently.

There are countless ways in which the Pentagon hobbles Earth’s inherent abilities to regenerate itself. Yet, it has been the decimation of populations of whales and dolphins over the last decade—resulting from the year-round, full-spectrum military practices carried out in the oceans—that has fast-tracked us toward a cataclysmic environmental tipping point.

The other imminent danger that whales and dolphins face is from the installation of space-war infrastructure, which is taking place currently. This new infrastructure comprises the development of the so-called “smart ocean,” rocket launchpads, missile tracking stations and other components of satellite-based battle. If the billions of dollars being plowed into the 2022 defense budget for space-war technology are any indication of what’s in store, the destruction to marine life caused by the use of these technologies will only accelerate in the future, hurtling Earth’s creatures to an even quicker demise than already forecast.

Whale Health: The Easiest and Most Effective Way to Sequester Carbon

It’s first important to understand how whales are indispensable to mitigating climate catastrophe, and why reviving their numbers is crucial to slowing down damage and even repairing the marine ecosystem. The importance of whales in fighting the climate crisis has also been highlighted in an article that appeared in the International Monetary Fund’s Finance and Development magazine, which calls for the restoration of global whale populations. “Protecting whales could add significantly to carbon capture,” states the article, showing how the global financial institution also recognizes whale health to be one of the most economical and effective solutions to the climate crisis.

Unfortunately, the U.S. budget priorities never fail to put the Pentagon above all else—even a breathable atmosphere. At a December 2021 hearing on “How Operational Energy Can Help Us Address Logistics Challenges” by the Readiness Subcommittee of the U.S. House Armed Services Committee, Representative Austin Scott (R-GA) said, “I know we’re concerned about emissions and other things, and we should be. We can and should do a better job of taking care of the environment. But ultimately, when we’re in a fight, we have to win that fight.”

This logic that “we have to destroy the village in order to save it” prevails at the Pentagon. For example, hundreds of naval exercises conducted year-round in the Indo-Pacific region damage and kill tens of thousands of whales annually. And every year, the number of war games, encouraged by the U.S. Department of Defense, increases.

They’re called “war games,” but for creatures of the sea, it’s not a game at all.

Pentagon documents estimate that 13,744 whales and dolphins are legally allowed to be killed as “incidental takes” during any given year due to military exercises in the Gulf of Alaska.

In waters surrounding the Mariana Islands in the Pacific Ocean alone, the violence is more dire. More than 400,000 cetaceans comprising 26 species were allowed to have been sacrificed as “takes” during military practice between 2015 and 2020.

Today is a special, momentous and, without exaggeration, historic day, a day of truth and justice.

I cannot help but go back to the time when the Soviet Union was formed, when Russia was creating modern Ukraine. It was Russia that created modern Ukraine, giving it significant swathes of land, historical lands of Russia, along with the people, who no one asked about where and how they want to live, how they see the future of their children, and in which country. The same thing happened when the Soviet Union broke apart. The elites decided everything among themselves, and no one asked millions of ordinary citizens anything.

Only now, only modern Russia has given the residents of the Lugansk People’s Republic, the Donetsk People’s Republic, Zaporozhye and Kherson the right to choose. People came to the referendum and made their choice to be with their historical homeland, Russia.

Just an episode from what happened two, three or four days ago. The elections were going on in Lugansk, and people were standing in line in the street waiting to get into the polling station. The artillery shelling began. A shell landed nearby, not far away, but no one left the line to the polling station. Amazing!

For decades, they have been trying to eradicate historical consciousness from these people, to destroy their traditions, to forbid them from speaking their native language, and to ban culture – nothing of that came to pass. These people carried the love for their historical homeland in their hearts and passed it along to their children. That is why we are saying that Russia is not just opening the doors of its native home to our brothers and sisters; it is opening its heart to them. Welcome home!

But we know whom we owe today and today’s triumph to. We owe it to our heroic soldiers and officers, Donbass militia and volunteers. You and I are here today on Red Square, but they are not here at the parade. They are in the heat of the battle, heroically defending the choice that the people made several days ago. I know what I am talking about. Heroically is the word. So, as a sign of support and gratitude, and in recognition of their service, their heroism and self-sacrifice, I propose sending from here, from Red Square, a signal of our support, respect and admiration for their sacrifice and heroism. I propose doing it so loudly that they are able to hear our voice from Red Square, even from thousands of kilometres away. I propose giving them a triple “Hurrah.” Take a deep breath and go at my command on the count of three. One, two, three, go: Hurrah! Hurrah! Hurrah!

Friends,

We will do everything to support our brothers and sisters in Zaporozhye, Kherson, Donetsk and Lugansk. We will do everything we can to ensure security and to improve safety in these territories for these people. We will do everything to revive the economy, to rebuild infrastructure, to build new schools and other educational institutions, hospitals and outpatient clinics.

We are now stronger because we are together. The truth is on our side, and the truth means strength, which means victory. Victory will be ours!

President Putin on signing of treaties on accession of Donetsk and Lugansk people’s republics and Zaporozhye and Kherson regions to Russia

A ceremony for signing the treaties on the accession of the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye Region and the Kherson Region to the Russian Federation took place in of the Grand Kremlin Palace’s St George Hall.

President of Russia Vladimir Putin: Citizens of Russia, citizens of the Donetsk and Lugansk people’s republics, residents of the Zaporozhye and Kherson regions, deputies of the State Duma, senators of the Russian Federation,

As you know, referendums have been held in the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions. The ballots have been counted and the results have been announced. The people have made their unequivocal choice.

Today we will sign treaties on the accession of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye Region and Kherson Region to the Russian Federation. I have no doubt that the Federal Assembly will support the constitutional laws on the accession to Russia and the establishment of four new regions, our new constituent entities of the Russian Federation, because this is the will of millions of people. (Applause.)

It is undoubtedly their right, an inherent right sealed in Article 1 of the UN Charter, which directly states the principle of equal rights and self-determination of peoples.

I repeat, it is an inherent right of the people. It is based on our historical affinity, and it is that right that led generations of our predecessors, those who built and defended Russia for centuries since the period of Ancient Rus, to victory.

Here in Novorossiya, [Pyotr] Rumyantsev, [Alexander] Suvorov and [Fyodor] Ushakov fought their battles, and Catherine the Great and [Grigory] Potyomkin founded new cities. Our grandfathers and great-grandfathers fought here to the bitter end during the Great Patriotic War.

We will always remember the heroes of the Russian Spring, those who refused to accept the neo-Nazi coup d’état in Ukraine in 2014, all those who died for the right to speak their native language, to preserve their culture, traditions and religion, and for the very right to live. We remember the soldiers of Donbass, the martyrs of the “Odessa Khatyn,” the victims of inhuman terrorist attacks carried out by the Kiev regime. We commemorate volunteers and militiamen, civilians, children, women, senior citizens, Russians, Ukrainians, people of various nationalities; popular leader of Donetsk Alexander Zakharchenko; military commanders Arsen Pavlov and Vladimir Zhoga, Olga Kochura and Alexei Mozgovoy; prosecutor of the Lugansk Republic Sergei Gorenko; paratrooper Nurmagomed Gadzhimagomedov and all our soldiers and officers who died a hero’s death during the special military operation. They are heroes. (Applause.) Heroes of great Russia. Please join me in a minute of silence to honour their memory.

Behind the choice of millions of residents in the Donetsk and Lugansk people’s republics, in the Zaporozhye and Kherson regions, is our common destiny and thousand-year history. People have passed this spiritual connection on to their children and grandchildren. Despite all the trials they endured, they carried the love for Russia through the years. This is something no one can destroy. That is why both older generations and young people – those who were born after the tragic collapse of the Soviet Union – have voted for our unity, for our common future.

In 1991 in Belovezhskaya Pushcha, representatives of the party elite of that time made a decision to terminate the Soviet Union, without asking ordinary citizens what they wanted, and people suddenly found themselves cut off from their homeland. This tore apart and dismembered our national community and triggered a national catastrophe. Just like the government quietly demarcated the borders of Soviet republics, acting behind the scenes after the 1917 revolution, the last leaders of the Soviet Union, contrary to the direct expression of the will of the majority of people in the referendum of 1991, destroyed our great country, and simply made the people in the former republics face this as an accomplished fact.

I can admit that they didn’t even know what they were doing and what consequences their actions would have in the end. But it doesn’t matter now. There is no Soviet Union anymore; we cannot return to the past. Actually, Russia no longer needs it today; this isn’t our ambition. But there is nothing stronger than the determination of millions of people who, by their culture, religion, traditions, and language, consider themselves part of Russia, whose ancestors lived in a single country for centuries. There is nothing stronger than their determination to return to their true historical homeland.

For eight long years, people in Donbass were subjected to genocide, shelling and blockades; in Kherson and Zaporozhye, a criminal policy was pursued to cultivate hatred for Russia, for everything Russian. Now too, during the referendums, the Kiev regime threatened schoolteachers, women who worked in election commissions with reprisals and death. Kiev threatened millions of people who came to express their will with repression. But the people of Donbass, Zaporozhye and Kherson weren’t broken, and they had their say.

I want the Kiev authorities and their true handlers in the West to hear me now, and I want everyone to remember this: the people living in Lugansk and Donetsk, in Kherson and Zaporozhye have become our citizens, forever. (Applause.)

We call on the Kiev regime to immediately cease fire and all hostilities; to end the war it unleashed back in 2014 and return to the negotiating table. We are ready for this, as we have said more than once. But the choice of the people in Donetsk, Lugansk, Zaporozhye and Kherson will not be discussed. The decision has been made, and Russia will not betray it. (Applause.) Kiev’s current authorities should respect this free expression of the people’s will; there is no other way. This is the only way to peace.

EU threatens foreign observers over Donbass referendums

The sanctions, if agreed, may also affect those monitoring votes on joining Russia in Zaporozhye and Kherson regions

The EU will slap sanctions on anyone involved in referendums on joining Russia in the Donbass republics, as well as in Zaporozhye and Kherson regions, according to Peter Stano, a spokesman for the bloc’s foreign policy chief Josep Borrell.

“There would be consequences for all people, who participate in the illegal, illegitimate referendums,” Stano warned on Tuesday, the fifth and final day of voting.

Stano did not rule out the possibility of foreign observers, including EU citizens, also facing restrictions over any support they have given to the process. He said it would be up to member states to decide who falls under the sanctions regime.

Another high-ranking EU foreign policy official, Luc Devigne, also told European lawmakers on Tuesday that individuals who are “obviously linked” to the referendums would be targeted in the next sanctions package.

Residents of France, the Czech Republic, the Netherlands, Brazil and other countries have reportedly arrived to monitor voting in the Donetsk (DPR) and Lugansk People’s Republics (LPR), and the regions of Zaporozhye and Kherson, which are mostly controlled by Russian forces.

Ukraine and its Western backers have labeled the referendums a “sham,” vowing that they won’t recognize their results regardless of the outcome. The polls in the plebiscite closed at 4pm local time (1pm GMT) on Tuesday. The head of the LPR, Leonid Pasechnik, said preliminary results would be ready by this evening.

Russia sent its troops into Ukraine on February 24, citing Kiev’s failure to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014. Former Ukrainian president Pyotr Poroshenko has since admitted that Kiev’s main goal was to use the ceasefire to buy time and “create powerful armed forces.”

In February 2022, the Kremlin recognized the Donbass republics as independent states and demanded that Ukraine officially declare itself a neutral country that will never join any Western military bloc. Kiev insists the Russian offensive was completely unprovoked.

Report # 146. Breaking news: The majority voted to live in Russia

1. The majority of voters in four regions expressed their wish to live in Russia

Four separate referenda held in two independent republics in Donbass and in two regions in southern Ukraine, namely Kherson and Zaporozhye Oblast or Regions between September 23-27 ended at 16:00 hours local time on September 27th, 2022.

According to preliminary results (with 15% of ballot papers counted by 17:00 Moscow time) overwhelming majority of voters have OKeyed admission of all these regions to the Russian Federation as equal subjects.

All referenda have been recognized as valid. They have witnessed very high level of participation of voters despite permanent heavy shelling of the residential areas in all four regions by heavy weapons, including the U.S.-made MLRS HIMARS, by Armed Forces of Ukraine in violation of the UN Charter, the OSCE decisions and the EU basic principles.

The preliminary results in full will be announced on September 28th, and final results – some days later.

Such fantastic returns ran counter to Mrs Annalena Baerbock, German Foreign Minister’s allegations, who in a Marcus Lanza’s TV program have disseminated false information about the referenda by claiming that the voters are shot, they are raped, and then they have to put crosses for three days while soldiers with Kalashnikovs [assault rifles] in their hands stand next to them.

Where she has got this false information? Nowhere. Such cases have not been recorded during the referenda. More than 200 foreign observers who have arrived to these regions have not confirmed such false allegations. And no local citizen has lodged any respective complaint, by the way.

The German Ambassador in Moscow should be summoned to the Russian MFA to give explanations why Baerbock has used such unverified propaganda with a very bad smell. She has undermined her political carrier by many coarse and unverified false statements earlier.

This is one more and the latest vivid example of her wrong behavior. Shame that she still represents Germany as the head of the German diplomatic service.

2. Why the majority of citizens in four named regions have voted for joining Russia?
