KYIV: Russian President Vladimir Putin wants to destroy NATO.

This was announced by Commander of the U.S. army in Europe, Lieutenant-General Frederick “Ben” Hodges, the Yevropeiska Pravda online newspaper reported with reference to an article published by The Telegraph.

“I’m sure Putin wants to destroy our alliance, not by attacking it, but by splintering it,” he said.

Hodges also said that Russia may try to destabilize one of the NATO member states by using “rebels” as in eastern Ukraine, or other forms of “hybrid warfare.” He also proposed positioning some of U.S. tanks in the countries located along the eastern flank of NATO to make it a limiting factor for Putin. In particular, he said, these are Poland, Lithuania, Latvia, Estonia, Romania, and Bulgaria.

Tbilisi: Deputy foreign ministers of Georgia, Moldova and Ukraine will meet next week in Tbilisi to elaborate “joint position” in the process of their European integration, especially in the light of upcoming Eastern Partnership (EaP) summit in Riga in late May, the Georgian Foreign Ministry said on Saturday.

“During the meeting a special emphasis will be made on expectations, which are related to the Eastern Partnership summit in Riga,” it said.

Issues of bilateral relations will also be discussed when deputy foreign ministers of Moldova and Ukraine, Iulian Groza and Olena Zerkal, respectively, will visit Tbilisi on March 10-11 and meet their Georgian counterpart Gigi Gigiadze, according to the Georgian Foreign Ministry.

When visiting Brussels late last month Georgia’s PM Irakli Garibashvili said that Tbilisi is committed to fulfill all the requirements under the visa liberalisation action plan with the EU and expects the European Commission to recommend visa waiver by the time of the Riga summit.

Preparation for the upcoming Eastern Partnership summit was one of the issues discussed by EU foreign ministers at an information meeting in Riga on Saturday.

“There has been a broad agreement that Riga summit has to reaffirm the political commitment of the European Union to its eastern neighborhood,” said after the meeting Latvian Foreign Minister Edgars Rinkēvičs, whose country holds EU’s rotating presidency.

“We are of the same opinion that we should have more individual approach to any of eastern partners, it applies also to our southern neighborhood. We also are of the same opinion that we need more support to those countries that are conducting reform process,” he said.

“We have to work on the package of assistance for all three countries that have signed the Association Agreement with the EU – Georgia, Moldova and Ukraine. The assistance package should help them implement deep and comprehensive free trade agreement,” Rinkēvičs said.

He also said that the issue of visa liberalisation was also discussed at the EU foreign ministers’ informal meeting and added that they are now waiting for the results of the European Commission assessment of how Georgia and Ukraine are implementing their respective visa liberalisation action plans.

If Georgia’s progress is assessed positively and the European Commission recommends the lifting of visa requirements, it must then be approved by the European Parliament and the EU-member states before it comes into force.

US Patriot missile battery to arrive in Poland for drills

A battery of US Patriot missile systems will arrive in Poland at the end of March to take part in NATO military exercises, Polish Ministry of National Defense said Friday.

“This time the deployment of a Patriot battery [in Poland] will be a part of operation Atlantic Resolve aimed at increasing military presence at NATO’s Eastern flank,” the Ministry spokesman Janusz Walczak said.

According to Walczak, the military exercises with participation of about 100 US troops and some 30 vehicles will last for several days. The battery to be deployed in Poland belongs to the US military contingent stationed in Germany.

US Patriot batteries participate in military exercises in Poland under the 2008 bilateral missile defense agreement.

WASHINGTON: The U.S. Central Intelligence Agency (CIA) is planning to create new units in a series of reorganizations, aiming to “cover the entire universe” amid modern threats and crises, CIA Director John Brennan said Friday.

Announcing the restructuring to the 67-years-old agency Friday, Brennan said the move comes after nine outside experts spent three months analyzing the agency’s management structure, including what CIA deputy director David Cohen called “pain points”, organizational areas where the CIA’s bureaucracy does not work efficiently.

Briefing reporters at CIA headquarters earlier this week, Brennan said officers will be reassigned to 10 newly created ” mission centers,” a move to concentrate the agency’s focus on specific challenges or geographic areas, such as weapons proliferation or Africa.

“I know there are seams right now, but what we’ve tried to do with these mission centers is cover the entire universe, regionally and functionally, and so something that’s going on in the world falls into one of those buckets,” he told reporters.

“I’ve never seen a time when we have been confronted with such an array of very challenging, complex and serious threats to our national security, and issues that we have to grapple with,” he said.

The CIA chief also noted that he is establishing a new ” Directorate of Digital Innovation” to lead the agency’s efforts to track and take advantage of advances in cyber technology.

Brennan said the new digital directorate will have equal status within the agency with four other directorates which have existed for years.

“Our ability to carry out our responsibilities for human intelligence and national security responsibilities has become more challenging” in today’s digital world, Brennan said. “And so what we need to do as an agency is make sure we’re able to understand all of the aspects of that digital environment.”

Founded in 1947, the CIA consists of four major directorates. Two – the Directorate of Science and Technology, which among other activities invents spy gadgets, and the Directorate of Support, which handles administrative and logistical tasks – will retain their names.

The Directorate of Intelligence will be renamed “Directorate of Analysis” to reflect its function as the home of agency experts who collate and analyze information from secret and open sources, Brennan said.

The National Clandestine Service, home of front-line agency undercover “case officers”, who recruit spies and conduct covert actions, will be renamed Directorate of Operations, which it used to be called in the agency’s history.

The 10 new “mission centers” will bring together CIA officers with expertise from across the agency’s range of disciplines to concentrate on specific intelligence target areas or subject matter, said the CIA chief.

The commander of the group, Admiral Williamson, has already stated that the exercises in the Black sea are conducted “at the invitation of Turkish, Bulgarian and Romanian governments” and support “preparedness for any NATO mission, which may be needed to perform its obligations under the collective defense”. At the same time, NATO planned exercises “according to the scenario of the crisis between the two non-Alliance countries.”

“We closely monitor the movements and actions of NATO ships, because regardless of the legend about the exercises, the activities of the ships of the Alliance are aimed at studying the defenses of Crimea“, – said the officer.

The head of the Radical party, Oleg Lyashko asked the Verkhovna Rada of Ukraine to consider the dissolution of the city and regional councils of Kharkov for not recognizing Russia as an “aggressor”.

“Today an extraordinary event took place in Kharkov. Kharkov regional council refused to include in the agenda the recognition of Russia as an aggressor. Kharkov regional and city councils should be dissolved for contributing to terrorism, conducting anti-state activities. As a minimum – dissolution, and the maximum – Kharkov mayor Kernes and the head of the Kharkov regional Council should be shot,” – suggested deputy Lyashko.

“We have built an independent state” – Interview with Deputy PM, Donetsk People’s Republic

He speaks to us about the ongoing crisis in the DPR, the history of Donbass and its relationship to Ukraine, and initiatives currently being implemented to end the conflict. HANEUL: One year after the US-backed Euromaidan coup, Ukraine is still engaged in a long and bloody civil war. What progress have you made in the fight against the fascist Ukranian military, Svoboda, and Right Sector?

MIKHAIL: First and most importantly, we have built an independent state. Even though some parts of our territory are still controlled by the Ukrainian Armed Forces, the state system of the DPR is fully functional and controls all vital operations. We can pay salaries and social dowries, form state budgets, and arrange foreign trade.

At present, the DPR has legitimately elected authorities: the Head of the Republic, [Prime Minister] Alexander Zakharchenko, and the supreme legislative body, the People`s Council. The elections for local Councils will take place soon.

It should be stressed that we have achieved all these goals during unceasing hostilities and blockades made by the Ukrainian authorities, in addition to the critical humanitarian situation in the region. In our opinion, all of these problems are the main arguments in the fight against our enemy. We managed not only to survive, but also to develop a full-fledged state.

Militarily, the DPR Army has demonstrated to the whole world its ability to act effectively, and the number of magnificent victories over Ukrainian troops vindicates this. One should note that the number of UAF soldiers exceeds ours, as does their military equipment.

Nevertheless, we will always insist on and continue to desire a peaceful resolution to the conflict. We have never sought to annihilate Ukraine and the Ukrainians; however, our key issue is to provide the security of our people and to create the conditions for a normal, peaceful life. We are always ready for dialogue, even with Kiev.

HANEUL: After the May 11th referendum, the DPR declared itself independent from Ukraine, yet the international community has denounced your right to do so. Can you tell me what this signifies about democracy building?

MIKHAIL: The issue of DPR recognition remains urgent, indeed. This is the main priority for our Ministry`s work today, and we make progress gradually in this direction. The Republic of South Ossetia has officially recognized the DPR, and we are establishing diplomatic contacts now. The Republic of Abkhazia also announced its readiness to recognize the DPR.

Furthermore, we work in other areas of cooperation and with all countries on any continent. Some of them are officially recognized and some are not. Additionally, we are now actively promoting cooperation with other social and political movements to support the self-determination of their territories. This process is rather long and complex.

As for the position of a number of Western countries towards us, we understand extremely well the reasons of it. One should decide whether or not to recognize our Republic; it does not depend on us. From our side, we can ensure this process by proving our consistency as a full-fledged member of the international community. It is paradoxical that, even though the citizens of our state are similar to those in the USA, Britain, or Japan, we still have to prove our right to exist. In this regard, we have huge expectations of the public’s opinion, especially in western countries, as it starts to change. People from all over the world are getting to learn more truths about us, and we hope that your authorities will take an objective stance towards the DPR.

HANEUL: Can you give us a history of the Donetsk Oblast and its history in relation to Russia? Why did the DPR decide to remain autonomous instead of integrating into the Russian Federation like Crimea?

MIKHAIL: Donbass was always a place of enormous accumulated human resources’—the place where people of all nationalities united in order to labor together and use Russian as their common language. As a result, a unique political platform has arisen in Donbass; the consequences of which we can observe today. All this explains why Donbas has always strived for autonomy and independence.

Crimea has made its own long journey and has finally returned to Russia. However, we are two distinct regions and have formed differently. We do not have the goal to join Russia as a priority now, but instead follow our path to forming an independent state. We have resolved the social and economic problems brought about by Ukraine’s military aggression and complete transport and economic blockade of our land.

HANEUL: Historically, Ukrainians experienced the 1941 pogroms in Lyiv in which the Ukrainian Insurgent Army worked with the Nazis to murder thousands of Polish and Ukrainian citizens. Do you believe that you are reliving this nightmare? Who should be held accountable for this?

MIKHAIL: We stress that the Ukrainian Insurgent Army (UIA or UPA) did not act alone during World War II. With the support of foreign states, the UIA successfully existed in some regions from 1946 until 1948 as a local instrument of the Cold War. However, the ideologies of Ukrainian nationalists have not changed; just their owners.

Repetition is a peculiar feature of history. The tragedy in Odessa—the repression of dissidents and multiple war crimes—proves this fact. The above-mentioned organizations and people unfortunately follow the examples of their historical leaders and idols. However, they should remember the fate of the UIA and its leaders, which will partially help them to predict their own.

You can see throughout history the actions of the UIA and other nationalist groups, which were directed not only against Poles but also Russians, Jews and representatives of other ethnicities. Those who support neo-Nazism in Ukraine should think about where the Nazis would turn their weapons tomorrow.

HANEUL: Which international organizations are working with your government to provide humanitarian aid to your citizens, and how long do you estimate this crisis to last? How can people around the world become involved in reporting, assisting, or donating to your cause?

MIKHAIL: We are open to dialogue and are always ready to accept help from all organizations and private persons. There are a number of organizations operating in the DPR, such as the International Red Cross, Medicines Sans Frontiers, and dozens of other charity funds and communities.

Our experiences have shown that we are not alone—that many people from numerous countries are ready to help us sincerely and freely. For example, we have received a few trucks with medicaments from all over Germany, collected with the assistance of some Bundestag MPs.

Remember that Donetsk currently has a full economic blockade. The direct deliveries of financial assets, food products, and other goods to the DPR are impossible now, but we are trying to solve this problem everyday. We are very pleased and appreciate the desire of people from the entire world to help us.

HANEUL: Do you believe that PM Alexander Zakharchenko should have taken part in the second Minsk agreement in Belarus? Why didn’t the Normandy Four (Russia, Ukraine, Germany, and France) include Donetsk, Luhansk, and Crimea into the peace talks? How have the peace talks helped ease tensions in Donbass, and do you believe that there should be separate talks between the DPR and other groups?

MIKHAIL: The situation surrounding the DPR, the LPR and Crimea cannot be combined in the negotiation process, as Crimea is already a part of Russia.

The Donetsk People`s Republic is one of several parties in the conflict, so without Alexander Zakharchenko`s participation, a negotiated resolution is impossible. However, we can explain Kiev’s harsh stance and attempts to ignore the DPR and LPR in the Normandy Four negotiations. Ukraine considers the truce as a period to accumulate military forces and prepare for further hostilities, and Kiev has never shown its full readiness for a lasting peace.

The real conflict is between the people of the southeast and Ukrainian government, whom should actually negotiate. Apart from that, the DPR’s entrance into the negotiation process means that it will achieve its new status, which Ukraine is trying to prevent. Alongside this, Ukraine is trying to expand the number of participants involved in the conflict, such as Germany and France, in order to supply them weapons. We hope this will not happen.

We are satisfied with Germany and France’s viewpoint; they have started to change their positions on events happening in Donbass. We expect that, instead of more sanctions, they will initiate humanitarian missions here in order to stop the catastrophe, not deteriorate it.

We are sure that peace will finally come, but we cannot achieve it with regular concessions from one side and continuous breaches from the other. Peace is always a compromise and we are ready for it, but only after ensuring the safety of our citizens.

HANEUL: The UAE has already committed weapons to the Ukrainian military, and the United States has considered arming the junta directly. If this occurs, how will this affect the current situation? Will this escalate to a large conflict between superpowers?

MIKHAIL: According to present information, the weapons contracts made between Ukraine and the UAE are not a significant concern, and we personally believe those contracts were made just for PR. We doubt Kiev managed to convince its partners to supply weapons on credit, and it does not have enough money to buy them. Another issue is the USA’s weaponry. According to confirmed information, they never stopped supplying weapons to Ukraine. Along the whole frontline, after each Ukrainian force’s retreat, one can easily find weapons made in America, including heavy artillery. Besides, the large amount of American personnel training Ukrainian soldiers invokes serious concern. In what way should we estimate [the outcome]? Exposing Washington`s participation in the Donbass conflict is difficult, but direct interventions take place and grow with every passing month, so it is very difficult to predict such consequences.

U.S. standing alone against children, will not ratify convention on the rights of the child

Lawrence Wittner points out that the United States will soon be the only nation on earth that has not ratified the Convention on the Rights of the Child.

And why not? Wittner focuses on general backward stupidness: the treaty would “override” the Constitution or the importance of families or the rights of parents. He points out the treaty’s support for parents and families and the impossibility of overriding the Constitution — which we might note in any case says nothing on the subject.

Then Wittner mentions some more substantive reasons for opposition:

“… in fairness to the critics, it must be acknowledged that some current American laws do clash with the Convention’s child protection features. For example, in the United States, children under the age of 18 can be jailed for life, with no possibility of parole. Also, as Human Rights Watch notes, “exemptions in U.S. child labor laws allow children as young as 12 to be put to work in agriculture for long hours and under dangerous conditions.” Moreover, the treaty prohibits cruel and degrading punishment of children―a possible source of challenge to the one-third of U.S. states that still allow corporal punishment in their schools.”

That’s actually a pretty major in-fairness-to-the-critics point. The United States wants to maintain the ability to lock children in cages for the rest of their lives or to work them in the fields or to physically abuse them in school. In fact, the child prison industry is a major presence in the United States.

And there’s another industry that has a dog in this fight. The U.S. military openly recruits children.

And let’s not forget that there are children on the drone kill list and children who have been killed with drone strikes.

There are other nations that engage in some of these same abuses. Is it better to ratify a basic human rights treaty and violate it or to refuse to ratify it because you intend to act against it as a matter of principle?

I’m inclined to think the latter suggests the further remove from decent tendencies.

Хотя у Азербайджана с момента обретения им независимости отношения с США развиваются в положительном направлении, в последнее время они обострились из-за «демократической» риторики Вашингтона и его ь вмешательства во внутриполитическую жизнь.

Визит Нуланд, несмотря на все ее теплые заверения в дружбе, должен рассматриваться в Азербайджане с максимальной подозрительностью – поскольку неясно, какие скрытые мотивы правительства США кроются за ее заявлениями и шагами.

Обычно личная жизнь человека не имеет никакого отношения к его профессиональной деятельности. Однако в случае с Нуланд дело обстоит ровно наоборот, ведь ее супруг – ведущий неоконсервативный идеолог Роберт Каган. Он и ему подобные известны своим умением эксплуатировать зарубежную географию ради увеличения могущества США, невзирая на региональные «жертвы».

Также он в 2000-м году назвал Азербайджан «диктатурой» и заявил, что США «дорого заплатит» за отношения с этой страной. А во время интерактивного сеанса с читателями Financial Times (тогда же) ему пришлось ответить на следующий вопрос:

«Во время «холодной войны» и европейцам, и американцам приходилось искать компромисс с диктатурами по всему миру, чтобы ослабить Советский Союз и коммунистический режим. На Ваш взгляд, господин Каган, с помощью какого нового компромисса правительство США собирается бороться с терроризмом? (Корнелиу, Бухарест).

Роберт Каган ответил, что «разумеется, мы осуществляем подобные виды компромиссов повсюду, где есть проявления терроризма, хотя должен сказать, что лично я сомневаюсь в их эффективности».

«Мы практически закрываем глаза на диктаторский режим Мубарака в Египте, несмотря на то, что, с другой стороны, много говорим о нем – так же, как же и в отношении Саудовской Аравии. Мы «прощаем» диктатуры в Азербайджане и Казахстане. Точно также мы не слишком критиковали диктаторский режим Путина в России, невзирая на то, сколько убийств по политическим мотивам тот совершает».

«Все это в значительной степени помогает бороться с терроризмом. Во время «холодной войны» я на самом деле верил, что мы (США – прим. пер.) неправы, поддерживая столько диктаторов, поскольку от этой поддержки не всегда бывал толк, хотя она и помогала в нашей борьбе против коммунизма – уже не говоря о том, что эта поддержка шла вразрез с теми принципами, которые мы стремились защищать».

«Так же и сегодня я в равной степени не убежден, что наша поддержка этих диктаторских режимов поможет нам в борьбе с терроризмом – то есть мы вновь платим за нашу моральную и идеологическую непоследовательность».

С учетом идеологического контекста, в котором Нуланд, скорее, всего думает так же, как и ее муж,
а также учитывая ее опыт в разжигании «оранжевой» революции на Украине, непохоже, что она приехала в Баку с добрыми намерениями или, как минимум, с положительным отношением к этой стране. Это тем боле вероятно, если учесть недавний скандал с закрытием в Азербайджане радиостанции «Свободная Европа/Свобода».

Агент – иностранный, наказание – «домашнее»

Спонсируемое США информационное агентство было закрыто в Азербайджане в конце декабря 2014 года по обвинению в осуществлении деятельности в качестве «иностранного агента».

В то время, как США подвергли резкой критике за этот шаг правительство Азербайджана, в конце концов, нужно понимать, что эта страна имеет полное суверенное право разбираться с «иностранными агентами» так, как считает нужным.

Азербайджанское законодательство в отношении «иностранных агентов» сродни российскому, которое предусматривает регистрацию НКО, получающих зарубежное финансирование, как «иностранных агентов», и, что также весьма интересно, оба этих закона (в России и в Азербайджане – прим. пер.) напрямую соотносятся с законом США «О регистрации иностранных агентов» от 1938 года.

В таком случае почему же Соединенные Штаты претендуют на единоличное право регистрировать иностранных агентов и организации, и если нужно, наказывая тех из них, кто действует на их территории незаконно? В то время как Азербайджану в таком проявлении суверенности отказано…

Причина довольно проста – по сути, именно Соединенные Штаты, а не кто-то иной, предпочитают использовать «иностранных агентов» для дестабилизации и потенциального свержения неугодных правительств (как было на Украине совсем недавно), в то время, как азербайджанские «агенты» в США – если бы даже они когда-либо и существовали – были бы ничем иным, как бессильной помехой, не способной нанести реальный ущерб интересам страны.

Подобные двойные стандарты лежат в основе отношений США со всеми странами – не только с Азербайджаном. Просто этот пример ярко характеризует, с какой силой Вашингтон пытается взять контроль над Баку – и наиболее заметно это по зубодробительной критике, которой США подвергли правительство Азербайджана в связи с закрытием им радио «Свободная Европа/Свобода» – закрытием в полном соответствии с действующим в стране законодательством.

Azerbaijan should be very afraid of Victoria Nuland

[Victoria Nuland’s] role in the Ukrainian events forever marks her as an agent for US-supported regime change in the former Soviet sphere, and her visit anywhere in that space should be seen as the bad omen that it is.

The US’ Assistant Secretary of State for European and Eurasian Affairs, Victoria Nuland, visited Baku on 16 February as part of her trip to the Caucasus, which also saw her paying stops in Georgia and Armenia. While Azerbaijan has had positive relations with the US since independence, they’ve lately been complicated by Washington’s ‘pro-democracy’ rhetoric and subversive actions in the country. Nuland’s visit, despite her warm words of friendship, must be looked at with maximum suspicion, since it’s not known what larger ulterior motives she represents on behalf of the US government.

A Bad Omen

Nuland is most infamously known for her “Fuck the EU!” comment that was uncovered during a secretly recorded conversation with the American Ambassador in Ukraine, Geoffrey Pyatt. The two were conspiring to build a new Ukrainian government even before democratically elected (but unpopular and corrupt) president Viktor Yanukovich was overthrown by the US-supported EuroMaidan coup. Nuland played a direct role in events, not only behind the scenes, but also on the streets, since she proudly handed out cookies and other foodstuffs to the ‘protesters’ that would violently seize power just over two months later. Her role in the Ukrainian events forever marks her as an agent for US-supported regime change in the former Soviet sphere, and her visit anywhere in that space should be seen as the bad omen that it is.

Like Husband, Like Wife

Normally an individual’s personal life doesn’t have any bearing on their professional one, but in the case of Nuland, it’s the opposite because her husband is the leading neo-conservative thinker Robert Kagan. He and his ilk are known for their expertise in exploiting foreign geography to maximize US power, regardless of the regional cost. Also, he previously referred to Azerbaijan in 2006 as a “dictatorship” and said the US will “pay the price” for dealing with it when responding to a user-submitted Q&A session with the Financial Times:

“During the Cold War, both Europeans and Americans had to compromise with dictators around the world in order to weaken the Soviet Union and communism. What would be, in your view Mr Kagan, the new sort of compromises that the US government is willing to make to defeat terrorism?

Robert Kagan: Clearly we are making such kinds of compromises all over the place in the war on terrorism, although I must say I doubt they are proving very useful.

We are turning a mostly blind eye to the Mubarak dictatorship in Egypt, despite much rhetoric to the contrary, as well in Saudi Arabia. We have been forgiving of the dictatorships in Azerbaijan and Kazakhstan. Nor have we been very critical of the Putin dictatorship in Russia, no matter how many people he assassinates.

This is all largely in the service of the war on terror. During the Cold War I actually believed that we wrong to support so many dictators, for it often did not help but hurt in the struggle against communism, in addition to being a violation of the principles we were struggling to defend.

I am equally unpersuaded today that our support for these dictatorships will help us fight terrorism, and once again we pay the price of moral and ideological inconsistency.”

revolution-starts-in-the-streets-110007-500-381_large_0Given the ideological context in which Nuland likely sees eye-to-eye on with her husband, plus her experience in instigating the Color Revolution in Ukraine, it is not likely that she came to Baku with positive intentions, or even with a positive image of the country in her mind. This is all the more so due to the recent scandal over Radio Free Europe/Radio Liberty.

Foreign Agent, Domestic Punishment

The US-government-sponsored information agency was closed down at the end of December under accusations that it was operating as a foreign agent. While the US has harshly chided the Azeri government for this, at the end of the day, it remains the country’s sovereign decision and right to handle suspected foreign agents as it sees fit. Azerbaijan’s law is similar to Russia’s, in that entities receiving foreign funds must register as foreign agents, and interestingly enough, both of these laws parallel the US’ own 1938 Foreign Agents Registration Act (FARA).
