Vladimir Putin: “This is very disturbing. Our security services have prevented penetration of sabotage-reconnaissance group of the Ukraine Ministry of Defense into Crimea. Of course, such actions mean that continuing talks in Normandy format is pointless, especially when it comes to the next meeting in China.

Because, apparently, the people who [violently] seized power in Kiev and continue to usurp it, don’t want negotiations. [snip] Now, instead of looking for ways to  settle the conflict peacefully, they decided to try terrorism.

In this regard, I can’t avoid mentioning that we view the recent assassination attempt targeting the head of the Lugansk People’s Republic as an [act of terror], same as the current attempt to sneak saboteurs into the territory of Crimea.

I want to point out, I think the media reported it already, that the Russian side took losses. Two soldiers were killed. We certainly won’t excuse such things.

But I would like to also address our American, European partners. I think that by now it is obvious for all involved that the current Kiev authorities are not looking to solve problems through negotiation. Now they escalate to acts of terror. That is very concerning.

At first glance, what we just saw in Crimea seems to be a stupid and criminal act. It’s stupid, because it is impossible to regain the trust of Crimean population that way. And it’s criminal, because people have died.

But I think that the underlying situation is even more alarming. Because there is nothing to be gained from such attacks, except to distract their own people from the ruined Ukrainian economy, from the plight of many ordinary Ukrainians – that is the only reason.

Trying to provoke violence and conflict can only serve to divert public attention from those who seized power in Kiev, and still continue to usurp it and continue to rob their own people. [They’re playing dangerous games] in order to stay in power as long as possible, and loot as much as they possibly can.

But [both] their attempts failed, because their [cronies] turned out to be too incompetent.  Of course, we will do everything we can to ensure the safety of infrastructure and citizens, take extra security measures. And I mean serious additional measures. Both technical, and otherwise.

But the most important thing is that those [Western governments] who support the current Kiev authorities must decide – what do they want? Do they want their proxies to continue attempting to provoke us? Or do they still want a real peace agreement? And if they still actually want it, I really hope that they finally take some real steps to provide necessary pressure on the current government in Kiev.

Churkin writes letter to UN: A final warning for Ukraine?

Russia’s permanent representative to the UN, Vitaly Churkin, has appealed to the UN with an official letter in which he requests that pressure be put on Ukraine in order to prevent the resumption of full-scale hostilities in Donbass. In Churkin’s opinion, Kiev is preparing a military operation, and his letter cites data on Ukrainian security forces’ shelling of civilian residential areas in Donbass “within the last week alone.” The number of these bombardments has grown dramatically.
Churkin is known for his professionalism and poise. Obviously, only the most extreme circumstances could have compelled him take such an extraordinary step. Moreover, this is not the first appeal by such a high-ranking Russian diplomat to international and foreign institutions. The Foreign Ministry of Russia’s State Secretary Grigory Karasin already met with the ambassadors of France and Germany on this subject and Russian President Vladimir Putin held a telephone talk with the presidents of the US, France, and the German Chancellor. According to Karl Marx’s famous formula, quantity turns into quality. In our case, the number of shellings of Donbass’ cities by the UAF and neo-Nazi battalions risks turning into a new, full-scale war. 
It should be admitted that Kiev’s tactics are quite effective. Shellings cause tangible losses while also exerting psychological pressure on the republics. The purpose of such frequent attacks is provoking return fire by the DPR and LPR’s armies. Then Kiev would accuse the Donbass republics (and of course Russia) of tearing up the Minsk Agreements, and call upon the international community to intervene in the conflict. By “international community,” of course, is meant NATO. At the NATO summit in Warsaw, words of support for Kiev against “Russian aggression” were heard along with promises to provide military and technological assistance. It is possible that these and other measures of support are being prepared. Most likely, this is not Ukraine’s accession to NATO, but NATO’s accession to Ukraine, i.e., an actual occupation of Ukrainian territory by the alliance. This could come about in the form of establishing permanent military bases and upgrading equipment and manpower.
My friends from the military and political circles of the DPR report that the sheer force of UAF attacks is reminiscent of the most difficult days of summer, 2014. But the republics are not afraid of fire. On the contrary, they are waiting for when Ukraine will go on a new offensive in order to then bury the Ukrainian army on Donbass land. Ukraine has already been given two chances to stop (and survive), but has not taken any of these. Churkin’s letter is perhaps one of the last warnings for Ukraine.

Questo luglio le attività militari dell’esercito ucraino nel Donbass hanno raggiunto il picco. Il numero di attacchi sul territorio del Donbass ammonta a centinaia al giorno. Difficilmente passa giorno senza che civili residenti nelle Repubbliche Popolari di Donetsk e Lugansk (DNR e LNR) cadano sotto gli attacchi ucraini, e che case ed infrastrutture delle città vengano distrutte. Ogni giorno, i rappresentanti delle Repubbliche del Donbass registrano l’arrivo di armi pesanti ucraine sul confine, vietate dall’accordo di Minsk.
Al vertice della NATO a Varsavia è stata osservata la violazione della tregua da entrambe le parti, ma la NATO ha dovuto ammettere la responsabilità ucraina.
Il 6 luglio, il vice Ministro degli Esteri russo, Karasin, ha incontrato gli ambasciatori di Francia e Germania in Russia, e ha espresso preoccupazione per la situazione nel Donbass per via delle azioni pericolose dell’Ucraina. In un comunicato che Karasin ha rilasciato dopo l’incontro, è stato affermato apertamente che le autorità di Kiev si stanno preparando a riprendere la guerra nel Donbass. Lo stesso giorno, su iniziativa del presidente Putin, si è tenuto un colloquio telefonico tra il leader russo ed il presidente Obama. Uno dei temi principali del colloquio è stata proprio la situazione nel Donbass.
Gli USA rifiutano, tuttavia, di fare pressione su Kiev e di forzare il governo ucraino a sottostare agli accordi di Minsk. In occasione del vertice NATO, la Russia è stata accusata di aggressione contro l’Ucraina in Crimea e nel Donbass, e al governo di Kiev sono stati promessi aiuti militari statunitensi per il valore di 500 milioni di dollari.
Inoltre, è stata istituita una commissione G5 + Ucraina per sostituire il procedimento “formato Normandia” per la soluzione del conflitto in Donbas. La Russia è esclusa dalle trattative di negoziazione per il Donbass, ma continua ad essere ritenuta responsabile per la realizzazione degli accordi di Minsk.
La Russia si troverebbe quindi ad affrontare un ulteriore isolamento, oltre che la pressione militare e politica della NATO, mentre le Repubbliche del Donbass devono affrontare i nuovi bombardamenti.
Secondo i rappresentanti del DNI locale, la situazione dell’estate 2016 nel Donbass ricorda le settimane più buie dell’estate del 2014. L’artiglieria ucraina in questo periodo sta bombardando le città del territorio, tra cui Donetsk, città di un milione di persone. L’Ucraina ha concentrato quasi tutte le unità disponibili del suo equipaggiamento militare sulla linea di demarcazione con le Repubbliche di Donetsk e Lugansk — oltre alle truppe, anche i lanciarazzi “Grad”, che si trovavano in origine vicino a Chernobyl. Si tratta di un meccanismo radioattivo, e perciò pericoloso per la salute dell’equipaggio.
Secondo i rappresentanti del DNI locale, tutto questo verrebbe svolto al fine di mettere in atto una “blitzkrieg”: la sconfitta delle Repubbliche del Donbass in una battaglia rapida.
Al momento, la popolazione di Donetsk ammonta a circa ¾ rispetto al numero degli abitanti prima della guerra, ed i bombardamenti continuano. Kiev sembrerebbe condurre la politica della terra bruciata nel Donbass, zona dissidente al governo, anche al fine di minare il morale dei cittadini locali.
Pertanto, la Russia si vedrebbe costretta a proteggere la popolazione del Donbass con qualsiasi mezzo, compresi mezzi militari. Ma finora sono ancora in corso i mezzi diplomatici. Il 13 luglio, il presidente Putin ha tenuto colloqui telefonici con Angela Merkel e François Hollande, e ancora una volta ha espresso profonda preoccupazione per i pesanti bombardamenti ucraini sul Donbass.
